About this file
This Statement of Work (SOW) establishes requirements for the new manufacture and delivery of two waveguide components for the AN/SPS-73 Antenna: WAVEGUIDE, STRAIGHT CANDY CANE, 8FT (PN: 83012918) and WAVEGUIDE, STRAIGHT CANDY CANE, 6FT (PN: 83012919). Naval Surface Warfare Center (NSWC) Crane Division is the designated overhaul point. The contractor must furnish all equipment, parts, and labor necessary for manufacturing and deliver items FOB Destination to NSWC Crane, Building 3168. All assets must be shipped without damage and comply with MIL-STD-129 and MIL-STD-130N for equipment markings and identification. The contractor is responsible for primer, paint, and marking applications, with all openings masked to prevent contamination of the waveguide RF path.
If the contractor has not manufactured these specific waveguides within the last 15 months, a first article requirement applies, requiring the submission of one unit of each type for government-performed testing including form, fit, and function tests, visual verification, and functional Voltage Standing Wave Ratio (VSWR) testing at no additional cost. All newly manufactured units must meet drawing specifications and be accompanied by VSWR test data showing serial numbers and compliance certifications. Test data must reflect measurements at 9410 MHz with VSWR not exceeding 1.2. Coating applications must follow specific requirements including conversion coating per MIL-C-5541 Type II, epoxy-polyamide green primer (3-4 mils dry film thickness), and two topcoats of dark gray and haze gray paint (2-3 mils each). The contractor must have an ISO 9001-2015 compliant quality program or equivalent, implement counterfeit parts mitigation procedures per SAE standards, and submit a Root Cause Analysis Report if any waveguide fails inspection or testing. Contract Data Requirement Lists include a Test/Inspection Report (CDRL A001) and a Critical Defect Investigation Report (CDRL A002) if failures occur.

3.1.5 All assets to be delivered to the Government, the contractor shall apply equipment markings and identification processes using MIL-STD-130N.
3.1.6 All manufactured Waveguides, Straight Candy Cane shall meet the requirements of
Drawings 83012918 and 83012919 upon delivery to the Government.
3.2 FIRST ARTICLE REQUIREMENTS
3.2.1 If the Contractor HAS NOT manufactured AN/SPS-73 Waveguide, Straight Candy Cane, 8FT (PN: 83012918) and Waveguide, Straight Candy Cane, 6FT (PN: 83012919) as described in this SOW within the last fifteen (15) months, the Contractor shall manufacture quantity one (1) each of the applicable documents listed in this SOW paragraph 2.0.
3.2.2 The contractor shall deliver the first article unit to the Government for Government performed first article testing. The first article unit shall be accompanied by test data as stated in SOW paragraph 3.5. The Government will perform a form, fit, and function test, visual verification, and a functional Voltage Standing Wave Ratio (VSWR) test to verify the assembly meets performance parameters. The contractor shall correct any deficiencies found during Government performed first article testing and re-submit the unit for validation/re-testing at no additional cost to the government. The contractor may be present for Government performed first article testing at NSWC Crane.
(CDRL A001)
3.3 NEW MANUFACTURE REQUREMENTS
3.3.1 All manufactured waveguides shall meet the requirements of drawings 8301291 and
83012919 upon delivery to the Government.
3.3.2 The Contractor shall perform required primer, paints, and marking applications. The
