ENVIROMENTAL OVERSIGHT OF OPERATIONS:

13 | P a g e

3.3.1.3.8. The PNSY Code 106 will have responsibility for safety and health oversite and inspections. The PNSY project safety division (code 106.14) will, on occasion, perform surveillances on the contractors work areas.

3.3.1.3.9. Safety and health issues not presenting imminent danger will be referred to PNSY WIL for appropriate action. The WIL shall inform PNSY code 106.14 and the project team of actions taken to resolve findings.

3.3.1.3.10. The Contractor work will not be stopped by PNSY personnel for ESH issues unless contractor is not following 009- 74 standards or it is an imminent danger situation (a possibility of serious injury, illness, death, major equipment/facility damage or actual release to the environment). If work is stopped, written corrective actions will be required before work can resume. The COR, WIL or 970 SME will coordinate submittal of this documentation and return to work authorization.

3.3.1.3.11. The Contractor will ensure the ESH representative is notified prior to performing any work expected to generate Regulated Waste/Hazardous Waste (RW/HW). This action is mandatory to identify the location of the work area where RW/HW will be generated; establish and properly post any Accumulation Areas, as applicable; determine the appropriate containers for storage/disposal of the waste and labeling requirements in accordance with 2.13.

And 2.14.

3.3.2. Regulated Waste (RW)/Hazardous Waste (HW) Control - Any non-radioactive material generated from a Shipyard, Ship, Contractor, or Tenant Operation that is no longer usable and, due to its hazardous or pollutant properties, requires controlled treatment/disposal to ensure compliance. Details for proper control are established below. PNSY Code 106 is assigned overall management responsibility for PNSY RW/HW. Typical wastes materials considered RW/HW include, but are not limited to:

•Acids •Abrasive Blasting Media •Adhesives •Alkalis (caustics) •Asbestos •Chemicals (including laboratory and photographic) •Cleaning compounds/solutions •Coolants •Corrosion preventive compounds •Compressed gas cylinders •Contaminated filters •Grease and other lubricants •Fluorescent lights •Paints •Industrial process sludge’s and wastewaters •Solvents •Spill debris •Items containing mercury (e.g., gauges, thermometers, thermostats) •Respirator canisters •Rubber sonar domes • Polychlorinated Biphenyls (PCB) •Submarine hull tiles

3.3.2.1. General RW/HW guidance – PNSY disposes of all RW/HW generated by the Contractor. PNSY provides all containers for RW/HW handling.

3.3.2.2. RW/HW Container Management - PNSY provides containers for accumulation of RW/HW. All waste containers must be closed except when actively adding waste to prevent air emissions. RW/HW containers can be managed in one of three ways:

3.3.2.2.1. Return of the waste containers to a PNSY HW Accumulation Area (HWAA) at the end of each shift of waste generation.

3.3.2.2.2. Manage a contractor run HWAA. Notify the COR, WIL or 970 SME to notify PNSY Code 106.32 for establishing an HWAA. Establishing an HWAA will require a 7 day notice to PNSY Code 106.32 prior to the start of generation of HW. The Contractor will be required to identify a primary and at least one alternate HW handler for each shift the HWAA is to be operating. PNSY Code 106.32 requires completion of HW handler training as a prerequisite to operating an HWAA, Code 106.32 will notify the WIL or 970 SME of available training sessions. The COR, WIL or 970 SME will provide information and coordinate required attendance with the Contractor.

3.3.2.3. Waste Analysis – If waste analysis is required, the contractor must submit a sampling plan to the COR, WIL or 970 SME for Code 106.3 approval before sampling can occur. Code 106.3 will be given a 14 day review period.

At least seven days before the sampling event, the contractor must contact the WIL or 970 SME to notify Code

106.3 to schedule the previously approved sampling oversight. Waste must be properly identified to ensure correct disposal and shipping name. Department of Transportation (DOT) governs proper shipping names. Waste identification must be determined in accordance with 2.11. Should proper waste identification require chemical analysis, the Contractor is responsible for the analysis. Contact PNSY Code 106.3 to determine the type(s) of analysis required. All analysis results shall be provided to PNSY Code 106.3
