About this file
This Statement of Work (SOW) details the Coast Guard Oceania District's project to remove and dispose of obsolete oil spill response equipment from Air Station Barbers Point. The primary objective is to safely relocate containers, boom reels, power packs, and skimming systems to DLA Disposition Services at Joint Base Pearl Harbor-Hickam. The contractor must conduct a comprehensive pre-removal assessment, develop detailed lift and transport plans, carefully load and secure equipment onto a flatbed semi-trailer, transport the items, and unload them at the designated destination, while ensuring complete site cleanup and adherence to all transportation regulations.
The contract has a strict 15-calendar day performance period, with work to be completed between 0700-1400 hours Monday through Friday. Contractor personnel must comply with government facility regulations, display proper identification, and maintain professional conduct. The project addresses safety concerns, including Foreign Object Debris (FOD) hazards from aging equipment that could potentially damage personnel and aircraft during high winds, particularly during hurricane season. The equipment, acquired under the Oil Pollution Act of 1990, has reached the end of its service life and cannot be maintained with existing budget resources.

STATEMENT OF WORK (SOW)
FOR
Air Station Barbers Point Equipment Relocation
1.0 GENERAL
1.1 BACKGROUND
The Coast Guard Oceania District uses Air Station Barbers Point as a strorage/staging area for oil spill response equipment that was acquired as a result of the Oil Pollution Act of 1990. This equipment includes containers with foam filled oil pollution containment boom, fast sweep boom reels, hydraulic or pneumatic power packs and skimming systems used to recover spilled oil or floating liquids from the water surfaces, and other miscellaneous equipment. This equipment has reached the end of its service life.
The purpose of this project is to remove this equipment from Air Station Barbers and deliver the equipment to DLA Disposition Services on Joint Base Pearl Harbor Hickam for final disposal.
This project is being pursued because the equipment is no longer serviceable and no budget exists to bring the equipment into safe working condition.
This equipment poses Foreign Object Debris (FOD) hazards to ramp operations from high winds, especially during hurricane season, that could potentially damage personnel and aircraft.
1.2 SCOPE
The services described in this SOW will be considered complete and accepted upon:
Successful removal, loading, transport, and unloading of all specified equipment at the origin and destination.
Confirmation by the Client's authorized representative that the equipment is safely positioned at the designated location.
Verification that the work area at the origin facility and destination facility is clean and free of debris directly attributable to the Contractor's work.
Receipt of all required documentation.
1.3 OBJECTIVE
To safely and compliantly execute the end-to-end relocation of equipment from Air Station Barbers Point to Joint Base Pearl Harbor-Hickam, including comprehensive assessment, planning, rigging, transportation, and site cleanup.
2.0 SPECIFIC REQUIREMENTS/TASKS
The Contractor shall perform the following services:
Pre-Removal Assessment & Planning:
o Conduct a site visit to assess the equipment, access routes to loading/unloading areas, and identify any potential obstacles.
o Develop a detailed lift plan and rigging strategy for each piece of equipment, considering weight, dimensions, center of gravity, integrity of container and

equipment, and available space. Some equipment may need to be loaded into suitable container if container is damaged.
o Coordinate with the Client to confirm equipment readiness (e.g., disconnected from utilities, drained of fluids, secured for transport).
o Identify and procure all necessary permits for transport (e.g., oversized load permits, if applicable).
Rigging and Lifting:
o Safely rig the equipment using appropriate slings, chains, shackles, and other rigging hardware.
o Utilize suitable forklift with adequate capacity to carefully lift the equipment from its current position and load onto flatbed.
o Maneuver the equipment through designated pathways to the loading area.
Loading onto Flatbed Semi-Trailer:
o Position the flatbed semi-trailer at the designated loading zone, ensuring safe and stable access.
o Carefully load the equipment onto the flatbed trailer using the forklift, ensuring proper weight distribution.
o Apply appropriate dunnage (wood blocking, cribbing) to protect the equipment and the trailer deck.
Securement for Transport:
o Secure the equipment to the flatbed trailer using heavy-duty straps, chains, binders, and corner protectors, adhering to DOT regulations and best practices for cargo securement.
o Perform a final inspection of the securement before departure.
Transportation:
o Transport the equipment from [Air Station Barbers Point, 1 Coral Sea Rd, Kapolei, HI 96707] to [Bldg 490 and 491 Corner Neches St. and North Rd.
JBPHH, HI 96860] using a suitable flatbed semi-trailer and qualified driver(s) with Transportation Worker Identification Credential (TWIC) and/or DoD/USCG Base access.
o Adhere to all local, state, and federal transportation laws and regulations.

Site Cleanup (Origin and Destination):
o Remove any debris generated by the removal process (e.g., dunnage, strapping remnants) from the immediate work area at the Air Station Barbers Point and DLA Disposition facilities.
o Leave the work area in a clean and safe condition.
Removal of flatbed trailers ARE NOT included in this SOW.
o Possible relocation of trailers if feasible and agreed upon during pre-removal assessment and planning stage.
