About this file

This Statement of Work (SOW) details a software licensing and support renewal for the United States Patent and Trademark Office (USPTO) Patent Center Automated Information System (AIS). The document outlines the procurement of two Aspose .NET software products: Aspose Imaging for .NET and Aspose Words for .NET, with licensing for up to ten developers and deployment to unlimited physical locations. The period of performance spans from September 11, 2025 to November 8, 2026, with the primary purpose of supporting image and document processing capabilities within the Patent Center's technology infrastructure.

The procurement includes Site OEM Subscription License renewal and Enterprise Support for both software products, with specific manufacturer part numbers (APDNIMSO for Imaging and APDNWOSO for Words). The SOW emphasizes the critical nature of these IT systems for USPTO's operations, particularly supporting a distributed workforce of approximately 13,065 employees. The document also highlights the Department of Commerce's Supply Chain Risk Management (SCRM) Program, which may conduct vendor assessments and potentially require onsite evaluations, with the potential for contract termination if significant supply chain risks are identified and cannot be mitigated.

Request for Quotation and STATEMENT OF WORK

Aspose NET Software and Support

SW for image and document processing within .NET for Patent Center DOCX processing (Aspose.Imaging and Aspose.Words for .NET Software Licenses and Support)

Background

The United States Patent and Trademark Office (USPTO), headquartered in Alexandria, Virginia is an independent operating bureau within the Department of Commerce, subject to the policy direction of the Secretary of Commerce. The USPTO is responsible for the administration of intellectual property (IP) laws, including those relevant to the examination, processing and granting of patents and the registering of trademarks, and the promotion of IP systems as a means of protecting economic prosperity.

The USPTO is funded by user fees and operates as a performance-based organization with the following missions:

I. Administers the patent and trademark laws which provide protection to inventors and businesses for their inventions and corporate and product identifications.

II. Encourages innovation, scientific, and technical advancement of American industry through the preservation, classification, and dissemination of patent and trademark information.

III. Provides technical assistance and information to other federal government agencies on IP matters and the trade related aspects of IP rights.

IV. Assists governments of other countries in establishing regulatory and enforcement mechanisms that meet their international obligations to protect IP.

The USPTO accomplishes its mission through the work of approximately 13,065 federal employees, with approximately 75 percent of those employees working in accordance with specific workload production standards. As a production-oriented operation, the USPTO relies upon IT as a mission-critical enabler for its operation. The quality, efficiency, and productivity of patent and trademark operations correlate to the performance of USPTO information technology (IT) systems. While about half of USPTO employees accomplish their work primarily at headquarters or within one of the four regional offices, almost 7,000 employees accomplish their work remotely, and are dispersed throughout the United States. USPTO’s IT systems are a vital component to the success of a distributed workforce, with nearly half of employees working remotely and dispersed throughout the United States.

Purpose

The Patent Center Automated Information System (AIS) is a modern, scalable application to support patent processing business. Patent Center replaces several legacy systems under eCommerce Modernization effort.

Aspose.Imaging for .NET is an advanced image processing Application Programming Interface (API) that lets developers create, edit, draw or convert images in their .NET application. This software is to convert non-Scalable Vector Graphics (SVG) to SVG formatted images for consumption by downstream systems and intake process/ Joint Photographic Experts Group (JPEG), Tagged Image File Format (TIFF), Portable Network Graphic PNG), Enhanced MetaFile (EMF) and Windows MetaFile (WMF) formatted images. A recent requirement has been added. Aspose.Words for .NET enables developers to perform a wide range of document processing tasks directly within .NET applications.

Scope

The scope of this task order is to renew licensing and support for two Aspose.NET products; Aspose Imaging for .NET and Aspose Words for .NET for the Patent Center AIS. Current Aspose IDs are 240711195915 and 24103115293, which per Aspose will need to be combined into one Aspose ID. Further, to accomplish this we must co-term the period of performance for both Imaging and Word, and our current Word subscription license expires on July 26 2025. Please see breakdown in the table of specifications below.

Mitigating Supply Chain Risk

The Department of Commerce (DOC) utilizes a Supply Chain Risk Management (SCRM) Program to identify, assess, and monitor supply chain risks of critical vendors. The Government may use any information, public and non-public, including all-source intelligence for its analysis. The Contractor agrees that the Government may, at its own discretion, perform audits of supply chain risk processes or events consistent with other terms in the contract regarding access to records and audits. An onsite assessment may be required. Through the information obtained from a SCRM program, DOC may assess vendors and products through multiple risk lenses such as national security, cybersecurity, compliance, and finance. If supply chain risks are identified and corrective action becomes necessary, mutually agreeable corrective actions will be sought based upon specific identified risks. Failure to resolve any identified risk may result in contract termination.
