About this file
This document is a Scope of Work (SOW) provided by the Illinois Department of Natural Resources (IDNR) for the purchase and installation of a new front-mounted mulcher deck for their existing Hydro-Ax 721E equipment. The HEC (Heavy Equipment Crew) maintains a variety of equipment used statewide for various construction and maintenance projects, and this new deck is needed to replace the old and worn deck on the Hydro-Ax. The SOW outlines the specific requirements for the new deck, including cutting width, number of knives, hydraulic specifications, rotating speed, and other features. It also requires the contractor to mount the new deck onto the existing Hydro-Ax, provide one-day of training to IDNR staff, and submit an operation and maintenance manual. The work must be completed within 90 days of the awarded bid date.
The SOW also includes standard contract terms and conditions, such as insurance requirements, use of new products, steel procurement, final cleaning, warranty, payment terms, and an administrative fee for the Minority Contractor Opportunity Initiative. Bids must be submitted through the BidBuy system, and the award will be made to the lowest responsible bidder. The IDNR is not obligated to award a contract pursuant to this request.

PROJECT TITLE: Purchase Deck for Hydro-Ax
PROJECT NARRATIVE:
The Illinois Department of Natural Resources (IDNR) maintains a work unit in Pawnee, Illinois known as the Heavy Equipment Crew or HEC. The HEC consists of one site supervisor who handles all scheduling, purchasing, and personnel operations, and five (5) power shovel operators who operate the equipment and do most of the work. In addition, the HEC has an Engineering Technician in Springfield who evaluates work requests from the field staff, performs calculations to determine quantities for materials and supplies, and coordinates all construction projects performed by the equipment operators.
The HEC maintains a wide variety of equipment in Pawnee ranging from large pieces of equipment such as bull dozers, excavators, graders, and dredges, down to smaller equipment such as pumps, blades, augers, and box scrapers. This equipment is used state-wide to construct waterfowl levees, dams, install culverts, clean-out ditches, construct horse trails, repair roadways, and remove invasive vegetation. From time to time, new equipment is needed to replace old or damaged equipment, or to expand the capabilities of the HEC.
SCOPE OF WORK:
The HEC needs a new front-mounted deck on the existing Hydro-Ax. The current deck is old and extremely worn. Additional repairs to the current deck will not be possible in the future due to its age and poor condition. The new deck will allow the hydro-ax operator to clear small trees and other woody vegetation.
