A.1 BACKGROUND:
Agricultural Marketing Service (AMS), Cotton and Tobacco Program (CTP), Grading Division (GD), supports the orderly and efficient marketing of U.S. cotton, domestically and internationally, by providing unbiased classification, standardization, market news and oversight of the research and promotion programs.
The USDA, AMS, CTP operates High Volume Instruments (HVI) to electronically classify cotton samples (each approximately 8 ounces) that are taken from full bales (500 pounds) at gin locations and transported to designated testing laboratories operated by the CTP.
Under current testing procedures an individual places samples in designated locations on the HVI to test fiber length, strength, uniformity, micronaire, color and trash content.
These instruments are solely relied upon by USDA and the domestic and international cotton industries to provide accurate and timely classification data for the marketing stream. The resulting data is transmitted in real time, as samples are tested, to mainframe computers and made available to owners or agents of the cotton all over the world. CTP is considered the world’s leader in HVI testing and tests virtually every bale of cotton grown in the U.S. each year (approximately 15-18 million samples on average in a typical year) so speed, accuracy and efficiency are key components of the CTP operation in each of its ten testing locations across the Cotton Belt (cotton producing states across the United States).
A.2 SCOPE:
The government requires contractor services for two semi-annual preventative maintenance checks and repairs of two bale press systems as well as on call as needed repairs, modifications, and service to any hydraulic, electrical, mechanical, and programming outside the scheduled preventative maintenance dates. The contractor shall furnish all necessary labor, tools, and equipment in accordance with these specifications, general provisions, and all other conditions of this solicitation necessary for preventative maintenance and repairs to the listed equipment.
A.3 TASKS:
The Contractor is responsible for completing the tasks described below.
A.3.1 EQUIPMENT SYSTEM TO BE SERVICED:
Contractor shall provide all labor and materials necessary to service and maintain, in good working order, the bale press systems. This shall include all bale press systems located in the Memphis Classing office and Quality Assurance receiving areas.
A.3.2 SEMI-ANNUAL PREVENTATIVE MAINTENANCE:
Contractor, in coordination with the Area Director shall establish a schedule of preventive maintenance visits, twice annually. Preventative maintenance activities will include all necessary work to keep the bale press systems in good working condition and allowing for continued future use without foreseeable failures or breakages.
A.3.3 AS NEEDED MAINTENANCE AND REPAIRS:
Contractor will, upon notification from the Area Director or Program staff, be available to make necessary emergency repairs to the bale press systems on an as needed basis to ensure continual operations. Repair work may include, but is not limited to, modifications and service to any hydraulic, electrical, mechanical, and programming as well as chains, sprockets, motors, and conveyor sheet metal flashing for bale press systems.
If parts or materials are required for a project, the Government may provide the parts or materials, or the Contractor may be asked to provide the parts and materials. Parts and materials shall be priced at estimated actual cost marked up by the standard coefficient in the price schedule, if stated. Receipts for any parts or materials may be requested at any time by the CO or designee. If a single part or component, or a single type (line item) of parts, components, or materials for a project is anticipated to equal or exceed $2,500, the CO or their designee may require that the Contractor obtain two or more proposals from suppliers and include documentation of these proposals with his proposal. If subcontract work is anticipated to cost more than $2,500 the CO or their designee may require that the Contractor obtain three proposals from potential subcontractors or suppliers and include documentation of these quotations with the Contractor’s quotation for as-needed maintenance and repairs.
Markup coefficient includes all material handling fees, including General and Administrative (G&A) fees, and profit. No additional markup coefficient is allowable under this contract. The markup coefficient rate is fixed and applies to supplies, materials, equipment, and subcontractors only on as needed maintenance and repairs if ordered. The proposed markup coefficient shall not exceed 10%.
The price for labor required to complete the as-needed maintenance and repairs shall identify the labor categories and rates from the price schedule in this Contract. This includes the labor categories and rates for any subcontracts awarded under this Contract. Each labor rate shall be a fully burdened price-per-hour for regular hours (6:00 a.m. local time through 6:00 p.m. local time) and after hours (6:00 a.m. local time through 6:00 p.m. local time). A fully burdened price per hour is defined as a price that includes wages, overhead, general and administrative expenses, and profit.
If the Government is satisfied, in its sole and absolute discretion, with the technical approach and the price of the quotation provided for the as-needed maintenance and repair, the CO or designee may order the as-needed maintenance and repair, in writing, if priced at less than $2,500. The Contractor shall accept the Government Purchase Card (credit card) as a method of payment. If the as-needed maintenance and repair is priced at $2,500 or greater, the CO may order the as-needed maintenance and repair by a separate requirements Order using a Standard Form (SF) 1449 or other document.
The Contractor shall provide all paid invoices for any materials, parts, and subcontractor costs (certified payrolls and a Release of Claims) following the completion of the as-needed maintenance and repair requirements Order work.

52.212-2 - Evaluation -- Commercial Items (Nov 2021)
(a) The Government will award a contract resulting from this solicitation to the responsible quoter whose quote, conforming to the solicitation, will be most advantageous to the Government, price and other factors considered. It is a quoter's responsibility to submit a well-written quote, with adequately detailed information, which clearly demonstrates compliance with the solicitation requirements and allows for a meaningful review by the procuring agency.
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate quotes in accordance with FAR Part 13 procedures:
● Technical Approach - The Contractor shall provide a technical approach to specifically address the scope of services required within this Statement of Work.
● Experience: The Vendor must submit a minimum of two (2) but no more than five
(5) separate projects within the last 5 years of the closing date of this solicitation that details experience that is similar to the scope and magnitude of this requirement. Vendors shall complete Attachment 2 - Vendor Experience Sheet, and submit a completed sheet for each project referenced.
● Past Performance: Past Performance will be evaluated for the projects submitted for the experience factor. The Vendor shall include complete contact information for each customer for each project submitted within the Attachment 2 - Vendor Experience Sheet. The government reserves the right to contact references to verify any information provided.
In the case of a Vendor without a record of relevant past performance or for whom information on past performance is not available, the Vendor’s quotation will not be evaluated favorably or unfavorably on past performance.
● Price: The Vendor shall submit their price quotation by utilizing the Attachment 1
– Vendor Quotation Sheet attached to this solicitation. The Vendor shall only fill in the blue shaded areas of the pricing template for the initial Base Period and all option periods. The total quoted price will consist of the two preventative maintenance services (pre and post cotton season, See Section A.3.2.).
Labor rates proposed for as needed maintenance and repairs (See Section A.3.3.) within line item 0003 will not be included within the total evaluated price;
however, proposed fully burdened rates for the labor disciplines proposed will be evaluated for price reasonableness.
Technical factors and past performance, when combined, are about equal when compared to price.
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement.
The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
(End of Provision)
