About this file
This is a Performance Work Statement for the procurement of an autonomous live-fire robotic target system for Vandenberg Space Force Base. The Government requires a complete, turn-key system to enhance tactical marksmanship and maneuvering proficiency training, bridging the gap between static training and real-world operational demands.
The system must meet specific performance specifications including: 8-hour minimum battery life for both the robotic target and operator control unit; 10 mph minimum top speed on flat surfaces; 100-meter minimum Line of Sight command and control range; target torso durability of 3,000 cumulative impacts from mixed 5.56mm and 9mm frangible ammunition with field-interchangeable components requiring no specialized tools; and full operational capability within 40°F to 85°F ambient temperature range. Deliverables consist of one robotic target base system (CLIN 0001) equipped with one armored drive base, one 4-zone live-fire sensor target, one single-zone acoustic target, charger, and transmitter; two non-networked, direct-RF command/control base stations with antennas, chargers, and A/C adapters (CLIN 0002); and two standalone, non-networked ruggedized tablets or controllers (CLIN 0003). The Contractor is responsible for complete on-site installation and operational verification at Vandenberg SFB, including unpacking and assembly, hit-detection sensor calibration with interference-free RF connectivity at minimum 100-meter range, site acceptance testing demonstrating full operational functionality with zero system faults, and complete site restoration with removal of all packing materials and installation debris.

Performance Work Statement (PWS)
AUTONOMOUS LIVE-FIRE ROBOTIC TARGET SYSTEM
1.0 INTRODUCTION & BACKGROUND
Vandenberg Space Force Base (VSFB) requires a dynamic, live-fire training solution to enhance tactical marksmanship and maneuvering proficiency. To bridge the gap between static training and real-world operational demands, the Government requires the procurement of a complete, commercially available autonomous live-fire robotic target system.
2.0 SCOPE
The scope of this contract is to procure a complete, turn-key robotic target system. The Contractor shall provide all hardware, software, control stations, and accessories required for the full operation of the system.
3.0 SALIENT CHARACTERISTICS / MINIMUM REQUIREMENTS
The system must meet or exceed the following performance specifications:
• 3.1 System Power: The robotic target and its operator control unit must each be capable of a minimum of 8 hours of continuous operation on a single full charge.
• 3.2 Mobility: The robotic target must be capable of reaching a minimum top speed of 10 mph on a flat, even surface.
• 3.3 Command and Control Range: The command and control station must maintain a reliable, secure connection with the robotic target at a minimum Line of Sight (LOS) distance of 100 meters.
• 3.4 Target Material Durability: The target torso/strike face must withstand a minimum of 3,000 cumulative impacts from a mix of 5.56mm and 9mm frangible ammunition before requiring replacement. The torso must be field-interchangeable by the operator without the use of specialized tools.
• 3.5 Environmental Tolerance: The system must be fully operational within an ambient temperature range of 40°F to 85°F.
4.0 SPECIFIC EQUIPMENT REQUIREMENTS
The Contractor shall deliver a robotic target system that includes the following components:
• Robotic Target Base System (Qty: 1): One armored robotic drive base, one live-fire sensor target (4-zone), one acoustic target (single-zone), charger, and transmitter.
• Command/Control Base Stations (Qty: 2): Non-networked, direct-RF base stations/transmitters, complete with antennas, chargers, and A/C adapters to serve as the C2 hub. Must be capable of point-to-point communication with the robotic targets without requiring external network infrastructure.
• Instructor Tablet (Qty: 2): standalone, non-networked ruggedized tablets or controller
DELIVERABLES
CLIN Deliverable Description Quantity

0002 Command/Control Base Station 2 EA
0003 standalone, non-networked ruggedized tablets or controller 2 EA
6.0 INSTALLATION AND SETUP REQUIREMENTS
The Contractor is responsible for the full installation and operational verification of the target system on-site at Vandenberg SFB:
6.1 Unpacking and Assembly: The Contractor shall unbox, assemble, and securely mount the target bases and control structures at the designated training range location.
6.2 Calibration and Connectivity: The Contractor shall configure and calibrate the hit-detection sensors and establish a secure, interference-free RF connection between the target and both command stations at a minimum distance of 100 meters.
6.3 Site Acceptance Testing (SAT): The Contractor must conduct a physical, non-live-fire run test demonstrating target mobility, wireless control, and sensor hit-registration feedback to verify baseline functional operability before final Government acceptance.
6.4 Site Restoration: The Contractor shall clean up and remove all shipping crates, boxes, packing materials, and debris from the installation site upon completion.
7.0 Services Summary
Performance Objective
SOW reference Performance Threshold/Standard
Physical Hardware Assembly
6.1 All hardware (base, C2 stations, and target torsos) must be fully assembled, aligned, and physically secured with no loose, damaged, or missing fasteners/components.
RF Connectivity & Sensor Calibration
6.2 The Contractor must successfully establish a direct RF connection at a minimum range of 100 meters, and calibrate all hit-detection zones to accurately register dummy strikes.
Site Acceptance Testing (SAT) Execution
6.3 The Contractor must successfully run a complete operational check (moving the target through its full range of motion and verifying control station integration) with zero system faults.
Site Restoration & Waste Removal
6.4 The Contractor must clean the installation site, completely removing and disposing of all packing materials, crates, straps, and installation debris.
