The procurement requires delivery of two complete, turn-key inflatable EMI shielded enclosure systems ("SCIF Tents") with integrated subsystems to provide secure tactical communications capabilities for field exercises and mobile operations. The required deliverables include: two inflatable EMI shielded tents with nominal internal dimensions of 4ft/4ft/7ft featuring multi-layered conductive metallized fabric shells and RF-tight entry doors; two intake/exhaust ventilation assemblies with honeycomb waveguide vents; two filtered EMI/RFI power distribution strips with 4–6 NEMA 5-15R receptacles; two acoustic speech privacy/voice masking systems with user-adjustable controls; two interior LED lighting kits with low-EMI emission profiles; two ruggedized transit and packaging cases; and two three-year comprehensive manufacturer warranty packages covering parts, depot repair, and technical assistance. All components must function seamlessly as integrated systems and undergo pre-shipment quality inspections and continuity testing. Delivery must occur by November 30, 2026, FOB Destination to Army Headquarters Department of Army G-3/5/7, Executive Communications Division, 3200 ARMY PENTAGON ME745, Washington DC 20310-60062, during regular Government business hours (Monday–Friday, 0800–1600). The contractor is responsible for offloading equipment and providing advance shipment notification at least 48 hours prior to delivery. Technical documentation and operator manuals must be delivered concurrently with physical delivery, and formal Government acceptance is expected within 14 business days following inspection by the Contracting Officer's Representative.

STATEMENT OF WORK (SOW)
SOLICITATION / REQUIREMENT: Rapid-Deployment Inflatable EMI Shielded Enclosures REQUIRING AGENCY: Army Headquarters Department of Army G-3/5/7 (HQDA G-3/5/7) SUBMITTING DIVISION: Executive Communications Division DATE: October 26, 2026
DOCUMENT CLASSIFICATION: UNCLASSIFIED // FOR OFFICIAL USE ONLY
1.0 General Information
1.1 Project Title
Procurement of Rapid-Deployment Inflatable Electromagnetic Interference (EMI) Shielded Enclosures ("SCIF Tents") and Supporting Subsystems.
1.2 Background & Requiring Activity
Army Headquarters Department of Army G-3/5/7 (HQDA G-3/5/7), Executive Communications Division, requires turnkey, highly portable, deployable RF-shielded enclosures. These systems provide rapid, temporary secure communications capabilities and acoustic speech privacy during field exercises, mobile operations, and temporary mission requirements where fixed secure facilities are unavailable.
1.3 Procurement Objective
The objective of this procurement is to acquire two (2) complete, turn-key, portable inflatable EMI shielded enclosure systems equipped with environmental ventilation, filtered power distribution, acoustic voice masking, interior LED illumination, and associated manufacturer warranty support. All components must function together seamlessly as an integrated, secure tactical communications environment.
2.0 Scope of Work
The Contractor shall furnish, package, and deliver two (2) complete Inflatable EMI Enclosure Systems, including all integrated environmental controls, power filtering, sound masking components, transport containers, technical manuals, and multi-year warranty coverage.
The Contractor shall be responsible for ensuring all subsystems are mutually compatible and tested for baseline operational readiness prior to shipment.
3.0 Technical Specifications & Requirements
The Contractor shall deliver equipment meeting or exceeding the following salient characteristics:
3.1 Item 0001: Inflatable EMI Shielded Enclosures
• Quantity: Two (2) units
• Internal Dimensions: Nominal dimensions of 4ft/4ft/7ft of clear internal working space.
• Structural Framework: Heavy-duty, high-pressure inflatable airbeam/tubular structure engineered for rapid deployment and takedown by one to two personnel without rigid structural poles or complex mechanical tools.
• Shielding Efficacy: Multi-layered, high-grade conductive metallized fabric shell engineered to attenuate Radio Frequency (RF) and Electromagnetic Interference (EMI) across standard military communications spectrums.
• Ingress/Egress: Double-closure or conductive overlapping RF-tight entry door system maintaining electrical continuity and attenuation integrity when fully sealed.
• Floor Construction: Integrated, wear-resistant, abrasion-resistant conductive floor layer suitable for use in diverse tactical, expeditionary, and indoor deployment surfaces.
3.2 Item 0002: Intake & Exhaust Ventilation Assemblies
• Quantity: Two (2) sets (one set per enclosure)
• Airflow Management: Dedicated positive/negative low-noise intake and exhaust ventilation blowers providing sustained airflow and thermal comfort during extended single-occupant operations.
• EMI Waveguide Attenuation: Honeycomb waveguide vents designed to allow free passage of air while blocking RF and electromagnetic wave propagation through the ventilation ports.
• Interconnect: Secure mounting flanges and power cabling compatible with the enclosure's filtered electrical distribution system.
3.3 Item 0003: Filtered Power Distribution Strips
• Quantity: Two (2) units (one unit per enclosure)
• EMI/RFI Filtration: High-performance power-line filter assembly designed to suppress conducted emissions and protect equipment against RF leakage along electrical supply lines entering the enclosure.
• Receptacles & Outlets: Minimum 4–6 standard NEMA 5-15R electrical receptacles with integrated surge suppression and an automated circuit breaker.
• Wall Penetration: RF-tight feedthrough penetration flange designed for tight integration into the enclosure sidewall without compromising shielding performance.
3.4 Item 0004: Acoustic Speech Privacy / Voice Masking Systems
• Quantity: Two (2) systems (one system per enclosure)
• Acoustic Masking: Dedicated electronic sound generator outputting specialized masking noise (e.g., tuned white/pink noise) to prevent intelligible speech extraction outside the immediate exterior perimeter of the enclosure.
• Transducers: Perimeter-mounted or enclosure-integrated transducers providing omnidirectional acoustic dispersion optimized for human vocal ranges.
• Controls: User-adjustable amplitude and frequency profile settings allowing operators to calibrate acoustic masking to surrounding ambient noise levels.
3.5 Item 0005: Interior LED Lighting Kits
• Quantity: Two (2) kits (one kit per enclosure)
• Illumination Output: High-efficiency, low-glare LED lighting fixtures providing sufficient lumen output for reading, writing, and computer operations within the enclosure.
• EMI Emission Profile: Low-emission, RF-quiet electronic circuitry to prevent interference with sensitive cryptographic and tactical communication gear inside the shielded tent.
• Mounting & Power: Hook-and-loop or clip-mounted overhead fixtures powered directly via the internal filtered power strip.
3.6 Item 0006: Transit & Packaging Cases
• Quantity: Two (2) complete kits
• Enclosure Protection: Ruggedized, weather-resistant transit containers (or heavy-duty wheeled tactical transport bags) designed to house the deflated tent, inflation pump, blower fans, power strips, and lighting kits.
• Transit Rating: Impact-resistant construction designed for repeated military and commercial transport.
3.7 Item 0007: Warranty & Product Support
• Quantity: Two (2) warranty service packages
• Duration: Three (3) full years of comprehensive manufacturer warranty coverage effective from the date of final Government acceptance.
• Scope of Coverage: 100% parts and depot repair coverage against manufacturing defects, fabric seam delamination, valve/bladder leaks, blower/motor failure, and power filter degradation under normal operating conditions.
• Technical Assistance: Access to dedicated technical customer service via telephone and email for troubleshooting and replacement component dispatch.
