The contractor must provide all labor, materials, and equipment to replace an existing pollution boom that serves as a permanent barrier for portable booms during Coast Guard vessel onloading/offloading operations.
The scope of work consists of six primary tasks: project management with a designated single point of contact; inspection of existing stainless steel brackets attached to the concrete pier and submission of a written report on non-functional brackets (with potential government-issued modifications for replacements); removal of approximately 100 feet of deteriorated existing pollution boom; placement of a new pollution boom extending the entire length of the pier (approximately 1,200 feet); connection of the new boom using new stainless steel cables and existing pier brackets; and site cleanup and restoration. All work must comply with ASTM F625 standards for the floating pollution boom, which requires a minimum 12-inch freeboard, minimum 18-inch draft, and 4:1 buoyancy-to-weight ratio. Cables and hardware must be Grade 316 stainless steel, 6x19 Class, anchored with suspended concrete blocks and attached to the boom using I-bolts to allow free tidal movement. Required submittals include product data, shop drawings, and an intended project schedule within 10 business days of award. The period of performance requires a work schedule agreed upon within 15 business days of award with all work completed within 60 business days from the award date. Work hours are 7:00 AM to 5:00 PM, Monday through Friday, excluding federal holidays. All contractor personnel require background checks and Real ID-compliant identification for base access, with personnel information submitted 14 days prior to project start. The contractor is responsible for all transportation costs, hazardous materials handling and disposal, security of storage space, and compliance with USCG Safety and Environmental Health Manual and OSHA regulations. Final acceptance is granted by the USCG Contracting Officer's Representative after final inspection confirms completion of all tasks, compliance with technical and safety standards, and full site restoration, with final payment withheld until all deficient items are corrected.
