About this file

This is a Questions and Answers document for a Replace Pollution Boom federal contract opportunity at Base Alameda. The project requires contractors to provide a complete and usable fuel boom system with 1/2" diameter cables, concrete ballast blocks, and associated hardware. The contractor is responsible for supplying 54 cable lines with attachments (3 at the northwest pier face and 2 at the southeast pier face), removing all existing cabling, and installing new cables sized to maintain tension with concrete weights resting on the seafloor. Water depths at the site range from 26 to 28 feet, with existing pier connections approximately 10 feet above Mean Lower Low Waterline, requiring contractors to calculate proper cable lengths accordingly. The contractor must also provide eyebolts on the boom at each guide wire location to allow vertical tidal movement while keeping the boom in place.

Concrete ballast blocks must be weighted sufficiently to maintain cable tension and be connected to guide cables using durable, salt water-resistant connections specified by the contractor. All deliveries must be coordinated with Base Alameda personnel to ensure proper base access with adequate identification as detailed in the Statement of Work. Equipment and materials shall be stored properly and protected from the elements to prevent unintended stormwater pollution runoff. The contractor has discretion over means and methods of installation, including cable cutting, crimping, and attachment techniques, provided the final system is complete and functional.

Replace Pollution Boom Questions and Answers

1. Is there a specific requirement or specification regarding the size, dimensions, and weight of the concrete ballast blocks to be used for this project?

Answer: Concrete ballast blocks should be sized with enough weight to keep cables in tension so that they can keep the fuel boom in place.

2. Are there any restrictions, security protocols, permitting requirements, or special procedures that contractors must comply with when mobilizing materials, and equipment onto the island?

Answer: Deliveries must be coordinated with Base Alameda personnel to ensure proper Base Access. Adequate identification for base access is detailed in the statement of work. All equipment and materials shall be stored properly and protected from the elements to prevent unintended storm water pollution runoƯ.

3. What size of cable is required for the replacement boom system?

Answer: 1/2” dia., please follow statement of work for other cable characteristics.

4. What length do the cables need to be?

Answer: As per statement of work concrete weights should rest on seafloor so that the cables are in tension. Depth of water varies next to the pier, typical depts are 26 ft. to 28 ft. Existing connections on the pier are approximately 10 ft above Mean Lower Low Waterline. Contractor is responsible for ensuring cables are at proper lengths so that the system works.

5. Do the cables need to be precut to the length required, or will spools of cable suƯice? If the cable lengths need to be precut, do they need to be crimped with an eyelet, or will the cable by itself suƯice?

Answer: The means and methods of installation are the responsibility of the contractor.

6. How many cable lines are currently installed?

Answer: There are 54 cable attachments, including 3 at the northwest face of the pier and 2 at the southeast face of the pier. Some of the connections still have cables but the majority do not. All existing cabling shall be removed and new cable installed.

7. Do we need to supply anchor shackles to tie oƯ to the concrete blocks?

Answer: Means and methods of connecting the concrete blocks to the guide cables are the responsibility of the contractor. Connections should be durable and resistant to a salt water environment. Contractor is to provide a complete and usable system.

8. Shall the contractor supply the concrete blocks? If so, what weight/spec do they need to be?

Answer: See answer to question 1. Contractor is expected to provide a complete and usable system.

9. Does there need to be additional eyebolts along the boom system? If so, where?

Answer: The contractor is expected to provide a complete and usable system.

The guide cables are intended to keep the boom in place, while allowing the boom to move up and down with the tide, eyebolts should be on the boom to guide at each location of a guide wire.
