About this file

This Statement of Work (SOW) details the replacement of two staircases at Biscayne National Park's Visitor Center and Headquarters facilities. The primary scope involves removing and replacing deteriorated decking with sustainable composite lumber decking that is marine environment-resistant, featuring hidden marine-grade stainless steel fasteners, and meeting ADA and ABAAS standards. The project covers two specific staircases: one at the Southeast corner of the Visitor Center near the bookstore and another at the West entrance of the Headquarters building.

The contract includes an optional line-item for potentially replacing the main Headquarters staircases at the front entrance, contingent on fund availability. Key requirements specify the decking material must be gray, wood grain-textured, heat-reflective, splinter-free, slip-resistant, UV-resistant, and carry a minimum 25-year warranty. The contractor must provide bi-weekly progress reports, submit detailed material specifications, safety plans, and a final project completion report. The project aims to enhance safety, functionality, and infrastructure integrity while complying with ABAAS and OSHA standards.

1.0 Intent

The intent of this contract is to perform a complete replacement of the decking material on two staircases located at Biscayne National Park’s Visitor Center (VC) and Headquarters (HQ). The existing staircases have deteriorated due to environmental exposure and now pose a safety hazard to visitors and staff.

The two staircases included in this project are:

• Staircase 1: Located at the Southeast corner of the Visitor Center (VC), near the bookstore.

• Staircase 2: Located at the West entrance of the Headquarters (HQ) building.

These staircases provide essential access to high-use visitor areas and administrative facilities, and their replacement is necessary to ensure the safety and longevity of park infrastructure.

Additionally, the contract includes a bid option for the replacement of the main HQ staircases located at the front entrance of the Headquarters building, which may be addressed depending on the availability of funds.

2.0 The Required Services

The Contractor shall:

• Supply all essential supervision, materials, labor, tools, and equipment to replace the decking of the specified staircases at the Visitor Center and Headquarters.

• Provide and replace all decking boards on the two designated staircases, ensuring compliance with relevant codes and standards.

• Remove existing decking boards without damaging the existing timber joists, posts, stringers, trim, framework, balusters, and railings. Any damage caused by the contractor to these components must be repaired at the contractor’s expense.

• Inspect and repair any damaged or deteriorated timber joists, posts, stringers, or trim as part of the work.

• Clean the timber joists/frame by brushing off loose material prior to the installation of new decking.

• Confirm that work is performed by qualified and skilled tradesmen to meet the highest standards of craftsmanship.

• Properly gap all deck boards to allow for drainage and thermal expansion, ensuring the longevity of the installation.

• Install decking boards with hidden fasteners to maintain a clean and seamless appearance.

• Comply with ADA and ABAAS standards to ensure proper slope, spacing, and secure installation of all decking boards.

• Ensure worker and public safety around work sites. Control all pedestrian traffic in and around work sites. Use portable signs and barriers to prevent pedestrians from entering the workspace.

• Be accountable for returning the work site to its original condition after completing the project.

• Dispose of all removed material and debris in accordance with federal, state, and local regulations.

3.0 Decking Material Requirements

The decking material shall meet the following specifications:

• Composite Lumber Decking: Sustainable composite lumber designed for a marine environment and resistant to saltwater corrosion.

• Durability and Longevity: Material shall be mold, mildew, pest, stain, and fade-resistant, with a minimum of a 25-year warranty.

• Safety and Compliance: Material shall be heat-reflective, splinter-free, slip-resistant, and UV resistant. It shall not rot, warp, or splinter.

• Low Maintenance: The decking material should require minimal maintenance and be easy to clean.

• Color and Finish: Decking boards shall be gray in color and feature a wood grain on one side, which shall be installed facing up. Color choices shall be presented to the park for approval.

• Load and Fire Ratings: Material shall meet applicable load and fire rating standards.

4.0 Fasteners and Hardware Requirements

• Hidden Fasteners: All decking board fasteners shall be hidden to provide a seamless appearance.

• Marine Grade Stainless Steel: All fasteners, including deck screws, shall be marine-grade stainless steel and corrosion-resistant to withstand a marine environment.

• Ease of Access for Maintenance: Fasteners shall be designed for easy access to facilitate future removal or replacement of decking boards if needed.

• Pre-Approval of Materials: All fasteners and hardware shall be pre-approved by the park prior to installation.

5.0 Work Location and Description
