3.0 SCOPE OF SERVICES:
The Contractor shall provide all professional services necessary for the accomplishment of the contract project and such required services shall be in accordance with requirements as described herein.
1. The Contractor shall provide services for the following tasks marked by an “X”:
[X] Provide a technical and cost proposal to complete the project as per project requirements.
[X] Complete the project as per project requirements.
4.0 PROJECT REQUIREMENTS:
The Contractor shall furnish a technical and cost proposal to provide services for “Replace Building 9 Drain Line” at the ARS MS State campus. The project is located at the USDA ARS MS State, 150 Twelve Lane, MS State, MS 39762.
1. The Contractor will work with site personnel to ensure project is accomplished in a timely manner.
1. The Contractor’s work shall adhere to the criteria stated within these project requirements and specifications. Though not anticipated, if any abatement efforts are found to be necessary, those efforts shall comply with applicable federal, state, and local code requirements as well as current industry standards, (i.e.: AHERA; ANSI; ARI; CFR; EPA; OSHA; MS State Dept. of Health; USACE etc.) and health and safety codes, in effect at the time of contract award.
1. Davis Bacon Wage Rates apply to all construction contracts in excess of $2,000. Employee payroll logs for the project will be required to verify wage rates are being adhered to.
1. Projects in excess of $150,000 will require a bid bond. Additional, Payment and Performance bonds will be required for projects exceeding $35,000. Obtaining and the cost of these bonds is the responsibility of the Contractor. Proof of Insurance is also required.
4.1 Bid Schedule:
1. The Base Bid shall include all work described in 4.2 Description of Work.
4.2 Description of Work:
Background – Replace Building 9 Drain Line – Building 9 is a conventional building built on a concrete slab foundation and has one toilet, 1 floor drain, and 1 sink that are served by the existing original 4” cast iron sanitary sewer line that exits the building on the east side and immediately ties into an existing manhole. Investigations confirm that the sewer line has collapsed in one place just downstream of the toilet and rendered it unusable. The line downstream of the blockage is intact but needs replacement due to age and condition. The approximate total length of pipe is 55 LF from toilet to manhole.
Task List –
· Sawcut existing concrete full depth approximately 110 LF (slab is between 6 to 8” thick). All furniture will be moved by USDA personnel.
· Remove concrete and dispose of debris offsite in a legal manner.
· Excavate soil to a depth necessary to remove the entire length of existing 4” sanitary sewer line toilet to manhole and dispose of all spoil offsite in a legal manner.
· Prepare trench, sand or dense graded crushed limestone fines bedding material, sand or dense graded crushed limestone fines haunching material as detailed in the Trench Detail and specifications contained in this SOW.
· Furnish and install new 4” SCH40 PVC drain piping, all fittings, connections to floor drains, toilets, and sinks, and manhole connection and 1 cleanout necessary to restore all sanitary flows and in a manner consistent with the Trench Detail and specifications contained in this SOW.
· Test system for proper operation.
· Backfill the installed pipe with a suitable, friable backfill material (dense graded crushed limestone) in a manner consistent with the Trench Detail and Specifications contained in this SOW. The initial lift shall provide 1 foot cover and be hand compacted. All subsequent lifts shall be a maximum of 8” loose lift and be compacted to 95% density. This shall be repeated until trench is fully backfilled to bottom of floor slab.
· Restore Surface Features - When backfilling is completed and approved, floor slab shall be replaced to match existing using 3,500 psi concrete in a manner consistent with the Trench Detail and Specifications contained in this SOW.
4.2.1 Pre-Construction Phase Services
1. Pre-Construction Submittals
Prior to Construction Notice To Proceed, the following submittals must be submitted to the Contracting Officer (CO) for approval:
1. Worksite will be available Monday – Friday (excluding Federal Holidays) from 7:30 a.m. to 4:30 p.m. Submit a work schedule that conforms with the available hours and days. Prior approval must be given by the Administrative Officer (AO) for any site availability beyond the stated hours and days of operation.

| 3. | The construction contractor (CC) shall provide to the CO a list of contract personnel of the general and subcontractors, who will be emergency contacts, including address, and telephone numbers for use in an emergency. As changes occur and additional information becomes available, the CC shall update the list. |
| 4. | Contractor is responsible for any damage to adjacent items or property that may become damaged during demolition. The Contractor is responsible for making repairs to meet or exceed conditions prior to damage. |
| 5. | The Contractor is responsible for visiting the site prior to submitting a bid to observe existing conditions. No compensation will be provided for conditions that would be visible during an on-site visit for persons experienced performing this type of work. |
4.3 Government Furnished Equipment\Services
1. The Government will furnish a reasonable amount of electricity and water.
5.0 GENERAL REQUIREMENTS:
5.1 Permits: Where governing regulations and imposed codes and standards require notices, permits, licenses, inspections, tests, and similar items or actions in order to lawfully proceed with the required work, the Contractor shall obtain items and take those actions in accordance with the regulations of the governing authority. The costs of such permits, licenses, inspections, etc., are the obligation of the Contractor.
5.2 Existing Installations / Demolition: Contractor shall coordinate demolition of existing installations with Owner. All disturbances of existing systems shall be thoroughly coordinated with the Owner to prevent disconnecting equipment that might jeopardize on-going research.
5.3 Quality Control: The work performed under this contract shall be subject to continuous audit by the COR. Quality control is the exclusive responsibility of the Contractor.
5.4 Protection of Work and Property/Safety Requirements:
1. The Contractor shall protect the work, the site, and all existing property and structures within the limits of the construction activities or that may be affected thereby until acceptance of the work. Any damage to property shall be repaired at the Contractor’s expense, to pre-damaged condition to the satisfaction of the COR.
1. Safety and health matters, as they relate to the work, are the exclusive responsibility of the Contractor. The Contractor shall furnish, erect, and maintain barricades, warning lights, signs, guards, or take other precautions as may be required by law or local authorities of the protection and security.
5.5 Temporary Facilities:
1. Temporary utilities (water and electricity) may be furnished to the Contractor by the Government, if so requested. The Contractor shall maintain and protect all such utilities during the course of construction and shall repair or replace any items damaged through its own actions.
1. Should the Contractor require any power or utility shutdowns during demolition, the Contractor shall obtain approval for such shutdown from the COR three working days prior to the need.
5.6 Cleanup: The construction site shall be kept clean and free of debris at all times. Restore areas disturbed as nearly as possible to the original appearance and condition. Upon completion of the project, and prior to final inspection, the Contractor shall remove from the premises all unused material, trash, and debris resulting from the work to the satisfaction of the COR.
5.7 Final Payment/Contract Closeout: The following documents are REQUIRED PRIOR TO FINAL PAYMENT (other documents may also be required):
1. Release of liens.

1. Invoice
6.0 PROJECT SCHEDULE: The Contract time for this project is 90 calendar days.
