Statement of Work

(SOW)

WSMR RAPCON Watch Supervisor Desk

PROJECT-SPECIFIC INFORMATION

1.1. Location: White Sands Missile Range, Building 335

1.2. User Contacts: CMSgt Ben O’Mara / SMSgt Jonathan Jackson 575-678-8002/8030. benjamin.omara@us.af.mil, jonathan.jackson.10@us.af.mil

1.3. Design Effort: 100% (Contractor-led Design)

1.4. Working Hours: 0700-1700 MDT, Monday-Friday

1.5. Security: All Contractor personnel must be registered in the WSMR Security Database.

1.6. RAPCON Access: Access to RAPCON is limited and requires coordination with the User Contacts due to scheduled and unscheduled closures.

2. SCOPE OF WORK

The Contractor shall design, fabricate, deliver, and install a new Watch Supervisor Console at the RAPCON to enhance oversight, situational awareness, and flight safety. The Contractor is responsible for providing all labor, materials, equipment, and services to meet the requirements of this SOW.

2.1. General Requirements:

2.1.1. Integration: The console shall seamlessly integrate with existing RAPCON infrastructure and equipment. The Contractor is responsible for verifying compatibility.

2.1.2. Ergonomics: The console shall be ergonomically designed to maximize operator comfort and efficiency.

2.1.3. Durability: The console shall be constructed of durable, high-quality materials suitable for a 24/7 operational environment. Materials shall resist wear, scratches, and common cleaning agents.

2.1.4. Cable Management & Airflow: The console design shall promote optimal cable management and airflow.

2.1.5. Future Expansion: The console shall be designed to accommodate future equipment upgrades and expansions.

2.1.6. Staging Area: The Contractor shall establish a staging area for equipment and materials in coordination with the User Contacts. Work shall not commence until the staging area is approved and all materials are on-site.

2.1.7. Demolition & Disposal: The Contractor shall remove and dispose of the existing Watch Supervisor Console in accordance with all applicable federal, state, and local regulations. The Contractor shall provide a certificate of proper disposal to the Government.

2.1.8. Design Proposal: The Contractor shall provide a detailed design proposal, including 3D renderings and technical specifications, for Government approval before fabrication.

2.2. Specific Requirements:

2.2.1. Dimensions: The console shall adhere to the following maximum dimensions: Approximately 18' in length, 46" depth with a work surface height of 27 3/4". The Contractor shall verify exact dimensions on-site during the design phase.

2.2.2. Materials:

2.2.2.1. Structure: The primary console structure shall be constructed of wood and steel with a laminate finish with a slatboard backwall for mounting monitors.

2.2.2.2. Work Surfaces: Work surfaces shall be constructed of scratch-resistant high pressure laminate.

2.2.2.3. Compliance: All materials shall meet or exceed industry standards for durability and fire resistance.

2.2.3. Equipment Integration:

2.2.3.1. Compatibility: The console shall accommodate the following existing equipment: up to 6 computers and associated monitors. Enhanced Terminal Voice Switch with controls and 1 headset jack. These items are installed on the current console and will need to be moved to the new console. Must be able to accommodate a mounted multi-channel radio.

2.2.3.2. Mounting & Ventilation: The console shall provide secure mounting locations and proper ventilation for all integrated equipment.

2.2.3.3. Cable Management: The console shall provide accessible and organized cable management solutions.

2.2.4. Ergonomics:

2.2.4.1. Adjustable Height: An adjustable-height work surface is not required.

2.2.4.2. Monitor Mounts: The console shall provide adjustable monitor mounts for optimal viewing angles.

2.2.4.3. Glare Reduction: The console shall incorporate features to minimize glare and eye strain.

2.2.5. Electrical:

2.2.5.1. Outlets: The console shall be equipped with a minimum of 18 sufficient electrical outlets to power all integrated equipment, compliant with applicable electrical codes.

2.2.5.2. Surge Protection: The console shall include surge protection and grounding for all electrical components.

2.2.5.3. Circuit Capacity: Electrical circuits are [Specify Voltage/Amperage, e.g., 120V/20A]. The Contractor shall verify existing circuit capacity prior to installation.

2.2.5.4. The console must have integrated lighting.

2.3. Installation Requirements:

2.3.1. The Contractor shall provide all tools, equipment, and personnel for installation.

2.3.2. Installation shall be performed by qualified personnel with experience in console installation.

2.3.3. The Contractor shall minimize disruption to ongoing RAPCON operations.

2.3.4. All work shall be performed safely and professionally.

2.3.5. The Contractor is responsible for repairing any facility damage caused by installation.

2.3.6. Holloman RAWS personnel will be on site during the console removal and installation.

2.3.7. Disconnect all associated computers and communication equipment from the old console, then reconnect all computers, communication systems, and related equipment to the new console to ensure full operational capability

2.4. Training:

2.4.1. The Contractor shall provide on-site training to designated personnel on the console's operation and maintenance.

3. DELIVERABLES

3.1. Detailed Design Proposal (3D renderings, technical specifications, material samples)

3.3. Certificate of Insurance

3.4. Demolition and Disposal Plan

3.5. As-Built Drawings

3.6. User Manuals and Maintenance Schedules

4. ACCEPTANCE CRITERIA

4.1. The Government will conduct a final inspection to ensure the console meets all SOW requirements.

4.2. The console shall be fully functional and operational.

4.3. All documentation (as-built drawings, user manuals, warranty information) shall be provided.

4.4. Written acceptance will be provided upon successful inspection.

5. GOVERNMENT-FURNISHED PROPERTY/SERVICES

5.1. Access to the RAPCON facility.

5.2. Escort during the first visit.

5.3. Safety briefing by customer.

6. CONTRACTOR RESPONSIBILITIES

6.1. All materials, labor, equipment, and transportation.

6.2. Compliance with all applicable regulations and safety standards.

6.3. Obtaining all necessary permits and licenses.

6.4. Maintaining a clean and safe work environment.

6.5. Providing adequate insurance coverage.

7. PLACE OF PERFORMANCE

7.1. White Sands Missile Range, Building 335

8. SECURITY REQUIREMENTS

8.1. All personnel working on site must be registered in the WSMR Security Database.

9. PERIOD OF PERFORMANCE

9.1. The period of performance is 120 calendar days, commencing upon contract award.

10. REGULATIONS & STANDARDS

10.1. The contractor shall comply with all applicable Federal, State, and local regulations, codes and standards.
