FCC Beaumont
STATEMENT OF WORK
FCC Beaumont – Water Distribution Potable Water Supply (PWS) Sampling
A) INTRODUCTION:
The Federal Bureau of Prisons (FBOP) Federal Correctional Complex (FCC), Beaumont, TX, intends to make a single, firm-fixed price award to a responsible entity for the 2024 PWS Water Distribution Sampling.
The Contractor has sole responsibility and discretion for choosing and implementing the manner and method of performing tasks outlined in this Statement of Work, so long as the requirements are met in accordance with the policies described.
Any deviations from this Statement of Work must be authorized via modification issued by the Contracting Officer.
B) BACKGROUND:
FCC Beaumont is a Correctional Complex with a rated capacity of 4,146 inmates. Security levels range from minimum security to high security. The complex includes a United States Penitentiary (USP), Federal Correctional Institution Medium (FCIM), Federal Correctional Institution Low (FCIL) and a Satellite Camp Prison (SCP). The first institution was activated in 1996 and the final activation occurred in 1999.
C) Period of Contract:
January 1, 2024 to December 31, 2024
D) SCOPE OF WORK:
See Attached Drawings for site locations.
Contractor must ensure they meet all state licensing requirements for the samples and tests described below.
All fees incurred for sampling will be paid for by the contractor.
1) Coliform Monitoring
a. Must perform seven samples a month (four first half of month, three second half of month).
2) Disinfectant Residual (Daily)
b. Thirteen sample sites
c. Twice a day Monday-Friday
d. Once a day Saturday and Sunday
3) Lead and Copper (Every 3-years)
4) Mono – Chloramine and Free Ammonia (Weekly)
e. Must pull one sample from system and one from entry point.
5) Nitrate and Nitrites (Quarterly)
f. Must pull 12 samples a quarter from system and entry point.
6) Chlorine and Mono/Free NH3 Analyzer Calibration Test (Quarterly)
7) Dead End Flush (Monthly)
E) Working Conditions:
1) Hours of Work: Typically require less than four hours per day, however, specific work hours are largely dependent on tests being performed. Work may be performed 24 hours a day 7 days a week. Once started, work shall be performed on the test or inspection daily until completed. The Contractor will avoid scheduling conflicts and ensure sufficient contract staff are on site to perform the work efficiently.
a. Any work required to be completed outside of Monday through Friday 7:30 – 3:00 should be coordinated with the COR and approved in writing no less than five working days in advance. Contractor should not assume that such requests will be approved.
b. This is an operational correctional institution and delays may be encountered due to security concerns within the institution. Contractor should plan for time necessary for security screening of personnel, tools, materials, and equipment, and for reasonable delays due to inmate movements, institution lock‐down or other emergency, fog, severe weather, etc. In the event of an Institution emergency, the Contractor will be instructed to stop all work, secure and store all tools, equipment, and materials, and will be escorted from the work site. Work will be suspended until the institution emergency passes.
2) Delivery of Materials: All materials/equipment required for these tests or inspections is required to be processed by the Contractor and coordinated with the COR for temporary storage.
a. All deliveries which are directly shipped to the Contractor may be received between the hours of 8:00 AM – 2:00 PM, Monday – Friday, excluding Federal Holidays. At no point will a Bureau of Prisons (BOP) staff member receive or sign for a delivery. The Contractor or his representative must be present to verify and accept the delivery.
b. The Contractor shall be responsible to provide for its own means of loading and unloading Contractor material and equipment.
c. Buildings will remain in operation throughout the inspection. The Contractor must obtain written permission not less than 48 hours prior to obstructing Owner access to drive lanes and pedestrian walkways.
3) Storage of Materials and Equipment: Equipment, and tools must be removed from the work site each day. Arrangement may be mutually agreed to between the COR and the Contractor, after consultation with the Captain.
a. All tools will be accounted for on a daily tool inventory sheet at the beginning and end of each workday, when entering/exiting the premises. Report lost or broken tools to the escorting staff immediately. All parts of broken tools must be accounted for.
b. No cutting tools, ropes, extension cords, ladders, motorized equipment or vehicles will remain on the premises overnight, unless specifically approved by the Captain.
4) Security Clearance: All personnel must successfully undergo an NCIC background check prior to being allowed access to the institution.
a. All security clearance forms shall be submitted to the COR by the Prime Contractor, a minimum thirty (30) working days prior to the start of work. Security clearances will be in effect for the term of one year. Prior to the time of expiration, it is the responsibility of the Contractor/worker to notify the COR to have clearance conducted.
b. In cases of disapproval, the FBOP will only inform the Contractor that approval has been denied. In compliance with the Privacy Act, the FBOP cannot release information to the Contractor regarding the reason any worker is denied clearance.
5) Safety and Personal Protective Equipment: The Contractor is responsible for jobsite safety. All Contractor personnel shall have and wear the required personal protective equipment (PPE) prescribed by Occupational Safety & Health Administration (OSHA) regulations and industry standards at all times while on the job site. It is the responsibility of the Contractor to provide all such equipment.
a. All ladders, regardless of the size, shall be secured to a stationary fixture with a chain and lock in a pre‐determined area, in a way that they cannot be removed.
b. Extension cords, regardless of length, must be in good condition with no broken outer insulation, and must be secured in a locked construction gang box.
c. Systems requiring lock‐out/tag‐out will require both Contractor and institution locks on the isolation point to prevent shock. All lock‐out/tag‐out procedures shall comply with the institutional lock‐out program. The institution will ensure all power sources required for safety to prevent back feeding are locked‐out and tagged‐out with Contractor and institution representative signatures.
d. The Contractor shall provide to the COR (3) three copies of the material Safety Data Sheet (SDS) on all materials and substances that may be used over the course of the inspection. In the event the material is not approved by the Institution Safety Manager via the COR, it is the responsibility of the Contractor to locate and procure an alternative product.
6) Worker Restrictions: Workers will be escorted by Bureau of Prisons staff at all times. The COR will ensure a representative is present to allow access to all areas requested by the Contractor.
a. Workers may not wear khaki or olive-green clothing, as inmates wear these colors. Sleeveless shirts, shorts, and camouflage clothing are not permitted.
b. Use of tobacco products and other controlled substances is not permitted during the inspection. On Federal property, smoking is only allowed in designated outdoor areas. This policy will be strictly enforced. If prescription or other medication is required, bring only the amount of needed during the work shift.
c. Interaction with inmates is prohibited.
7) Employee Identification: Contractor personnel working on site must bring valid photo identification to the institution each day.
8) Electronic Devices: Cellular devices, two‐way radios/pagers, cameras, tablets, and laptop computers are not permitted on the work site.
a. FCC Beaumont Facilities Department maintains a digital camera that will be utilized by staff to document the inspection work. Upon request, the Contractor may have copies of these photos, and may request that photos be taken of specific conditions.
b. Requests for electronic devices necessary for the performance of the inspection, must be submitted at least 30 days in advance of the inspection. Contractor must specify the specific purpose of the device to receive approval.
F) Temporary Facilities and Controls:
1) Utilities: Electricity (120V) for battery chargers and small hand tools, potable water, and toilet facilities will be available for the Contractor’s use, at no charge.
a. The Contractor, with the approval of the COR, may extend temporary lines from existing service as needed. All temporary lines must be removed by the contractor when the inspection is completed, or the line is no longer needed.
b. Any other utilities required to accomplish the Work must be provided by the Contractor for no additional cost.
2) Do not interrupt existing utilities, except under the following conditions:
a. Notify the Institution not less than two days in advance of proposed interruption and obtain written permission before proceeding with the interruption.
3) Waste Storage and Removal: Unless otherwise indicated, all waste created during these test or inspections become the property of the Contractor, and shall be removed from the inspection site, and disposed of legally.
4) The Contractor is responsible for protecting Government property while performing tests and inspections. Damage caused by the Contractor shall be corrected and restored to previous condition at no cost to the Government.
G) Closure:
1) Once a test is completed, the Contractor will submit the following documents within 15 calendar days,
a. Test or Inspection Report.
i. The Test or Inspection Report will provide the results of all required tests and inspections. General comments or recommendations will not be included with the report. General comments or recommendations may be submitted separately for consideration; however, they will not be considered a part of the report.
ii. The report will include an executive summery which will annotate all deficiencies identified during the inspection in a condensed and easy to read format.
iii. The BOP will remain on email list for all lab test results.
b. Repair Proposal.
i. Contractor will provide a quote for all discrepancies identified in the test or inspection. The quote must include the amount of time necessary to complete repairs, taking into account the lead time to procure the necessary materials.
c. Invoice.
H) Miscellaneous Services: All miscellaneous services in connection with the services described herein, unless noted otherwise (e.g.: travel, postage, delivery services, long distance telephone calls, etc.) shall be provided by the Contractor as part of this work at no additional cost to the government.
