CONTRACTORS MUST BE REGISTERED IN THE SYSTEM FOR AWARD MANAGEMENT (SAM) AT WWW.SAM.GOV. THIS IS A 100% SMALL BUSINESS SET-ASIDE. YOUR BUSINESS SIZE METRICS INFORMATION IN SAM MUST MEET THE SMALL BUSINESS SIZE STANDARD REQUIREMENT FOR NAICS CODE 221310 (reference FAR provision 52.219-1 in the Representations & Certifications section of your SAM registration).

The Government intends to make a single award for a firm fixed price contract, to a quoter, pursuant to an affirmative determination of responsibility, whose quotation, conforming to the solicitation, is determined to be the best value to the Government, considering price and relevant past performance history.

DOCUMENT REQUIREMENTS

*SUBMIT: PAGES 1, 5, 40-52 OF THE SOLICITATION DOCUMENT AND BID BOND (SF-24)(if required).

Each offeror SHALL complete and submit the following forms, clauses, and statements with his/her offer.

Failure to furnish all required information or any rejection of or addition to the terms and conditions of the solicitation may cause your offer to be considered as non-responsive and ineligible for award.

A.

Standard Form-1449 – Solicitation/Contract Form, page 1

Page 1 – Complete blocks 17, 20 and 30a-c Ensure the address typed in block 20 matches the address in your SAM registration.

Include UEI#, CAGE code, email address and phone number where indicated in block 10.

B.

SECTION 1: Commodity or Services Schedule, page 5 Complete the unit price (SV = service) and Amount blocks (these amounts will be the same).

SF-24 BID BOND (Must Utilize Form Provided)

Electronic bid submissions must include a scanned copy of the original bid guarantee. The original bid guarantee with “wet” signature and raised seal (if “applicable” must be mailed to the below referenced address and received by the bid closing time and date:

Beaumont, TX 77705 Penal Sum of the bond must be at least 20% of the bid price, not to exceed $3M, whichever is less. Ensure that the surety information matches the information for the surety as posted in Treasury Circular 570, at the Department of the Treasury website: https://www.fiscal.treasury.gov/surety-bonds/list-certified-companies.html Ensure the liability limit for the surety (located at the bottom of the SF-24) is expressed as a dollar amount (not a percentage). Ensure the liability limit is either equal to the amount reflected for the surety in Treasury Circular 570 or is the amount at least equal to the penal sum of the bond.

In the bid identification section, ensure the bid date reflects the current date that bis are due per the solicitation (review all amendments, if applicable, to check for any bid due date extensions).

Ensure the information for the Principal matches the information as posted in your WWW.SAM.GOV registration (e.g. company name, address, etc.).

A bid bond is not required for bids of $150,000 or less.

SECTION 4: Representations and Certifications, pages 40-52

FAR Provision 52.212-3 Complete Offeror Representations and Certifications – Commercial Products and Commercial Services All potential quoters are advised that this solicitation includes the provision at FAR 52.204-7 System for Award Management which requires that an offeror be registered in SAM when submitting an offer or quote and continue to be registered throughout the duration of the contract. Quoters shall include their Unique Entity Identifier (UEI) number in their quotations. The Contracting Officer will verify registration in the SAM database prior to award by entering the potential awardee's UEI number into the SAM database. Failure to complete the registration procedures outlined in this clause may result in elimination from consideration for award. For the purposes of this solicitation, all quoters SAM registration should include NAICS code 221310.

All communications regarding this RFQ, including any of a technical nature, must be made in writing to the Contracting Officer. Questions will not be answered by telephone or in person. Please read the important instructions that are incorporated by reference in the provision at FAR 52.212-1, “Instructions to Offerors-Commercial Items”, and any addendum thereto. The Contracting Officer assigned to this procurement is the undersigned.

Quotes shall be received on or before the deadline of Thursday, December 28, 2023, at 11:00 a.m. Central Time. Quotes shall be submitted electronically, via email, to sburke@bop.gov and will be deemed received at the time as indicated on the email notification. Faxed and hand delivered quotes will not be accepted. Quotes received after the quote deadline will be handled in accordance with FAR 52.212-1(f).
