About this file
This is a Statement of Work (SOW) for the rental, connection, and maintenance of a prime generator and transfer switch for the San Bernardino National Forest Supervisor's Office in San Bernardino, California.
The USDA Forest Service requires one 450KW prime natural gas generator rated at 4160-277/480V (or suitable equivalent output), trailer-mounted with outdoor enclosure, to provide continuous temporary power to the Supervisor's Office building. The generator will alternate with the Government's existing standby generator via a transfer switch with no synchronization required. If the natural gas supply line cannot support the generator, a diesel-powered prime generator of equal size and rating with block heater, battery charging circuit, and 24-hour minimum fuel capacity is an acceptable alternative. The contractor must provide all scheduled maintenance, materials, and labor included in the monthly rental price, with 24-hour support availability. All electrical work must comply with NEC, NFPA 70E, Cal/OSHA, NFPA 110, and CARB standards. The contractor is responsible for obtaining South Coast AQMD air permits, CARB Portable Equipment Registration Program (PERP) registration, and local building/electrical permits. Monthly rental charges begin upon successful generator installation and operation, with any downtime not caused by Government negligence extending the rental period. The contractor must respond to emergency service calls on-site within four hours and provide an emergency response plan within seven days of contract award. Equipment breakdown repairs beyond minor work (e.g., wire splicing) require replacement unit provision at no additional Government cost, with all delivery and pick-up expenses borne by the contractor.

Project Title Rental, connection and maintenance of a Prime Generator and Transfer Switch for the San Bernardino National Forest
Supervisor’s Office General Information
1.0 Background and Purpose
The San Bernardino National Forest Supervisors Office (SBNF SO) main electrical power has been shut down since November 2025 and has been relying on a Standby/Backup Generator which is built for emergency backup power for short outages and not for continuous power and operation. It is recommended to rent a prime rated generator for continuous operation until the replacement of main electrical outdoor switch gear is complete. The rental is estimated to last several months before normal power will be restored to the building.

If the nearest existing site gas supply line is unable to support the natural gas generator, a Diesel-powered Prime Generator (trailer mounted with outdoor enclosure) of equal size and rating of the existing standby generator complete with a block heater, battery charging circuit, diesel fuel capacity capable of twenty-four (24) hour minimum run time prior to refueling at full continuous base load shall be provided.
The prime generator will be installed to provide continuous temporary power to the building and alternate with the Government owned, Standby Generator when the Prime generator requires maintenance or if the Prime generator fails during operation.
Only one generator provides power to the building at a time via a transfer switch No synchronization is needed, as the loads are switched between them.
3.2. The contractor should have access to service the generators in the event a generator needs service while in use and to perform maintenance during the period of performance. All associated scheduled maintenance, material and labor is to be provided in the monthly rental price. The contractor shall provide 24hr of support for the generator if needed.
