About this file

This is an Amendment 2 to solicitation 127EAU26Q0047 consisting of Questions, Answers, and Clarifications for a temporary power system installation project at a USDA Forest Service facility.

The project requires contractors to install a temporary six-month prime power system using a rental 450kW, 4160-277/480V natural gas-powered trailer-mounted generator to support full building load at the Sierra Blanca National Forest (SBNF) SO facility while existing switchgear is demolished and replaced. The temporary generator will serve as prime power with the existing diesel generator as backup. The rental generator and Automatic Transfer Switch (ATS) will be positioned near the current panel, with approximately 500 feet of cable routing from the back of the building through a metal grate near the front entrance into the basement electrical room. The government clarified that contractors must bypass the existing 4160V switchboard completely to enable demolition without affecting the temporary feed. Prime power can be provided by tying into the 480V side of the outside step-up transformer and connecting the 4160V output directly to the 4160V cable entering the building. Contractors are solely responsible for obtaining all permits (AQMD, CARB PERP, and local building/electrical permits) and associated costs with no government assistance. The government has not performed load studies or verified natural gas capacity but confirmed natural gas service is available nearby. Invoicing is accepted in 30-day increments. The contractor must coordinate scheduled outages and after-hours/weekend work with the Contracting Officer's Representative (COR) or Local POC, with the understanding that the facility requires 24/7 power and any disruptions must be mitigated. Existing switchgear replacement will be handled by a separate contractor, and the rental generator cannot block switchgear work activities.

Amendment 2: Questions, Answers and Clarifications for solicitation 127EAU26Q0047

Question 1) For the temporary six-month setup, our understanding is that you want to bring in a rental generator as prime power and to keep the existing generator as back up power. In order to do that, it appears we would need to bypass the existing 4160V switchboard area completely so that it can be demolished and replaced without affecting the temporary building feed.

Answer 1) That is correct and that approach to eliminating any dependence on the existing 4160V switchboard outside is the preferred approach for this project.

Question 2) The rental generator and ATS would sit next to the current panel (near the current generator) and the cable going from the ATS would have to go all the way from the back of the building to the front dropping down through the metal grate in the ground near the front entrance then going into the basement substation room. This run is approximately 500’. Unless you know of another way we can feed the cable into the substation room, this look like the only way to run the cable. Please confirm

Answer 2) Confirmed, there is no other known way into the basement electrical room, for this approach.

Question 3) How often is invoicing allowed?

Answer 3) Invoices will be accepted in 30 day increments.

Question 4) Has a load study, demand data, or historical load analysis been performed to support the specified 450kW generator size? If so, please provide any available documentation or confirm the basis used to determine that the generator will support the full building load.

Answer 4) No load study, demand data, or historical load analysis been performed to support the specified 450kW generator size. The size specified is based on the existing, diesel back-up generator. The SOW 3.1 “USDA Forest Service requires one (1) 450KW, 4160-277/480V or suitable output prime natural gas generator to be connected to the SBNF SO to support the full load at SBNF SO. The generator is to be natural gas powered and trailer mounted (outdoor enclosure).

Question 5) Has the Government verified that the existing natural gas service and meter capacity can support continuous operation of a 450kW prime generator? If verification has been performed, please provide available data including:

- Existing gas service size and pressure

- Available capacity

- Any coordination with the serving utility

Answer 5) The FS has not verified that the existing natural gas service and meter capacity can support continuous operation of a 450kW prime generator. FS is only aware that there is a natural gas line available nearby.

Question and Answer set 6) The Statement of Work indicates that the contractor is responsible for obtaining permits including AQMD, CARB PERP, and local building/electrical permits.

Please answer the following:

- Will the Government provide any assistance or coordination with permitting agencies?

No

- Is the contractor solely responsible for all permitting, associated costs, and approvals?

Yes

- Are there any known permitting constraints or pre-approved conditions for this site?

No known permitting constraints or pre-approved conditions for the site.

Question and Answer set 7) Installation and tie-in of the generator and transfer switch will require planned shutdowns/outages. Please clarify who is responsible for:

- Coordination with building occupants and facility personnel

The government Contracting Officer’s Representative (COR) or Local POC will coordinate with building occupants and facility personnel.

- Scheduling of outages

Contractor to coordinate scheduled outages with the COR or Local POC.

- Requirements for after-hours or weekend work

Contractor to coordinate after-hours or weekend work with the COR or Local POC.

- Any restrictions on allowable outage durations

No restriction within reason and as along as the contractor coordinates with the COR or Local POC. Note: Any disruption length has to be mitigated, as the facility requires power 24 hours a day/7 days a week.

Question 8) Should the temporary generator connect at 4160V, or should it be configured at 480V with step-up/step-down to match the building distribution?

Question 9) Is the tie-in point on the medium-voltage side or low-voltage side within the substation?

Answer 8 and 9) There are multiple ways to provide prime power to meet our project intent, please refer to the below single line diagram to help clarify an approach we see as feasible.

Here is an option for an approach: Provide prime generator power by tying into the 480V side of the outside step-up transformer (same location the current generator is tied into).

Now, in order to meet the intent of answer 1 (eliminating any dependence on the existing 4160V switchboard outside), this project would take the 4160V output of the outside step-up transformer and connect directly to the 4160V cable that goes into the building, thereby temporarily eliminating the outside 4160V switchboard gear (utility service). The follow-on repair project will then address reconnecting the utility service.

Other general notes:

1) Existing switchgear change out will be handled by a separate contractor. The plan for actual fix is full switchgear replacement and that solicitation for that project will be out very soon.

2) The rental generator can be placed anywhere on pavement but cannot block work on switchgear.

3) Both buildings on the gated compound are forest service owned.

4) The current switchgear is oversized.

5) We understand and expect to have an interruption in power while switchgear is actively being removed/installed.
