Statement of Work

(SOW)

Portable Highline Docks (Deployable) Royal Air Force (RAF) Mildenhall, Air Freight

Terminal, Bldg. 599 5 December 2023

1.0 Introduction

Mission The 727th Air Mobility Squadron (727 AMS) is a subordinate unit of the 721st Air Mobility Operations Group (721 AMOG) and is the sole Air Mobility Command (AMC) en route location in the United Kingdom. 727 AMS is a component of AMC under the Combatant Command (COCOM) of US Transportation Command (USTRANSCOM) and operates the Aerial Port for the movement of cargo and passengers.

1.1 Background

The 727 AMS is the single AMC presence in the United Kingdom. It is key to the rapid movement of cargo for all USAFE UK agencies. A requirement has been established as part of Agile Combat Employment (ACE) operations to procure Air-Portable Cargo Handling Docks (ACHD) to increase our readiness capability and allow us to execute cargo movement operations regardless of our operating location. This will also help us facilitate the pre-positional of Special Category Cargo as the Munition Storage Facility (MSA) to expedite the loading of aircraft.

1.2 Scope

The contractor shall provide all the necessary, transportation, equipment, power tools, materials, labor, loading/unloading and supervision required to provide six mobile, table type sections of cargo handling docks.

Specifications for Mobile Highline Docks: Dimensions/Weights:

• Each table must be 96” X 96” (2.44m X 2.44m)

• Have the facility for extended guiderails / handrails

• Minimum height 37.5” (0.95mm)

• Maximum height 43.5” (1.11m)

• Weight of typical ACHD configuration (6 tables) 6600lbs (2996.4kg), fits on single military pallet for air shipment

• Capacity of each table 13500lbs (6136kg)

Mobile Highline Dock features:

• ACHD table should be capable of holding fully loaded 463L pallets.

• Fabricated from Lightweight tubular aluminum construction to BS2901 and equivalent welding standards.

No special color requirements

• Fast deployment and set up. Two personnel 15 minutes per table

• No special tools required for ACHD set up

• Easily transported. Six tables dismantle to fit on a single 463L military pallet at 5500lbs (2497kg)

• Large capacity. Each table must support 13500lbs (6136kg)

• Each table should have a minimum of Six rows of full-length low-friction roller conveyors for ease of pallet movement

• Large contact pads to prevent sinking into soft ground. Pads are mounted on ball joints for flexibility

• Independent adjustable height legs (37.5” – 43.5”, 0.95m – 1.11m) for leveling and ease of docking

2.0 General Requirements

2.1 Business Relations

The Contractor shall successfully integrate and coordinate all activity needed to execute this requirement. The Contractor shall manage the timeliness, completeness, and quality of problem identification. The Contractor shall provide corrective action plans, proposal submittals, timely identification of issues, and effective management of subcontractors. The Contractor shall seek to ensure mission partner satisfaction and professional and ethical behavior of all contractor personnel.

2.2 Contract Management & Administration

2.2.1 Contract Management

The Contractor shall establish clear organizational lines of authority and responsibility to ensure effective management of resources assigned to the requirement. The Contractor must maintain continuity between the mission partner and the contractor’s corporate offices.

2.2.2 Contract Administration

The Contractor shall establish processes and assign appropriate resources to effectively administer the contract. The Contractor shall respond to the Governments requests for contractual actions in a timely fashion. The Contractor shall have a single point of contact between the Government and contractor personnel assigned to support the contract. The Contractor shall assign resources to maintain proper and accurate records related to this contract.

2.3 Subcontract Management

The Contractor shall be responsible for any subcontractor and any subcontractor management necessary to integrated work executed under this contract.

2.4 Hours of Work

Workdays are from Monday through Friday excluding US federal holidays and UK bank holidays.

Work hours are from 0630 to 1800 local UK time. Delivery can be coordinated during these operating times

3.0 Specifications/Installation/Delivery Requirements

3.1 Contractor would be responsible for the delivery of the gate to site and any lifting equipment/manning required to download the equipment from the delivery vehicle and any equipment required during installation.

Contractor should provide the necessary skip required to remove all debris from site.

4.0 Special Requirements

4.1 Security & Safety

4.1.1 Security

The warehouse in Bldg. 599 is a restricted area. All contractors are required to report to Cargo Processing in order to sign in/out to ensure accountability.

4.1.1.1 Operational Security (OPSEC)

The Contractor shall be familiar with the organizational critical information and indicators list (CIIL) and OPSEC policy of any installation they require access

to. The required CIIL can be provided by the Contracting Officer.

4.2 Contractor Access to Installations

Access to DoD installations is limited to personnel with a valid installation access pass. Contract employees will need to be escorted on/off the base each day. A valid form of picture identification such as a driver’s license or passport will be required for entry. Once signed in and escorted to Bldg.

599, employees must not leave this location without the escort present. Escort will also accompany them when leaving the installation.

4.3 Shipping Instructions/Consolidation Point

Equipment shall be delivered to Bldg. 599 for receipt and inspection of highlines.

4.4 Government Furnished Material

4.5 Environmental Requirements

All packing material should be removed from site and disposed of appropriately by the contractor.

There will be no access to a dumpster on the installation.
