Statement of Work Summary

This Statement of Work (SOW) from the National Park Service (NPS) Pacific Island Network (PACN) requires contracted laboratory analysis of water quality nutrient samples collected from freshwater and coastal ecosystems across Pacific Island parks. The contractor must provide all labor, materials, supplies, equipment, quality assurance procedures, and data management to analyze government-furnished water samples for nutrient parameters, with the primary analytical laboratory physically located on Hawaiʻi Island to minimize transport time, preserve frozen sample integrity, and maintain scientifically defensible analytical quality.

The contractor shall analyze 861 samples for Nitrate + Nitrite (NO₃ + NO₂), Total Dissolved Nitrogen (TDN), and Total Dissolved Phosphorus (TDP), and 45 samples for Total Nitrogen (TN) and Total Phosphorus (TP) using scientifically accepted analytical methods appropriate for freshwater and coastal nutrient analyses. Quality assurance and quality control procedures must include method blanks, laboratory duplicates, calibration standards, detection limits, and documentation of qualified or flagged results. Analytical results must be delivered in Microsoft Excel format using the government's standard PACN data template with sample identification numbers, analysis dates, parameter names, reported concentrations, units, detection limits, QA/QC qualifiers, and notes regarding data quality issues. The final deliverable is due no later than March 31, 2027, with partial data deliveries permitted on a rolling basis as batches are completed. The contractor must maintain chain-of-custody integrity, notify the Contracting Officer's Representative of any compromised samples within two business days, and protect all government data associated with sample identifiers. No off-island subcontracted laboratory analysis is permitted without prior written approval of the Contracting Officer. The government provides stored water samples, sample identification information, chain-of-custody documentation, and a PACN standard Excel data template.

STATEMENT OF WORK

Water Quality Nutrient Analysis for Pacific Island Network Monitoring Samples – Water Quality Protocols Pacific Island Network, National Park Service at Hawaiʻi National Park, Hawaiʻi

1.0 BACKGROUND

The National Park Service (NPS), Pacific Island Network (PACN) Inventory and Monitoring Division, conducts long-term water quality monitoring to assess nutrient conditions and ecological trends in freshwater and coastal ecosystems across PACN parks.

PACN collects water samples under established water quality protocols to support resource stewardship, trend analysis, and reporting requirements under the National Parks Omnibus Management Act of 1998. Laboratory analysis is required to quantify nutrient concentrations and maintain continuity of long-term monitoring datasets.

PACN currently has a backlog of stored water samples collected during calendar years 2024 and 2025 that require laboratory analysis to support timely database entry, interpretation, and reporting.

Because these samples must remain frozen or otherwise preserved under strict handling conditions prior to analysis, prior off-island shipment has resulted in sample thawing during transport, increased Government shipping costs, and elevated risk to analytical data quality. To mitigate this documented performance risk and preserve continuity of PACN long-term monitoring datasets, the Government requires laboratory performance on Hawaiʻi Island.

This requirement directly supports scientifically defensible nutrient analyses used by park managers to assess ecosystem health, identify nutrient enrichment or pollution concerns, and meet monitoring responsibilities under the National Parks Omnibus Management Act of 1998.

Background reference materials include PACN water quality protocols, sample chain-of-custody documentation, and PACN’s standard electronic data template.

2.0 SCOPE

The contractor shall provide all labor, materials, supplies, equipment, quality assurance procedures, and data management necessary to perform nutrient analysis of Government-furnished water samples.

The contractor’s primary analytical laboratory shall be physically located on Hawaiʻi Island.

This geographic requirement is necessary to:

• minimize transport time between PACN sample storage and laboratory receipt

• preserve frozen sample integrity

• reduce risk of thawing or degradation

• maintain scientifically defensible analytical quality

The contractor shall analyze stored water samples for required nutrient parameters, maintain chain-of-custody integrity, implement laboratory quality assurance and quality control (QA/QC) standards, and provide validated analytical results in a Government-specified Microsoft Excel format.

3.0 OBJECTIVES

The objectives of this contract are to:

• Analyze backlog water samples collected during 2024 and 2025

• Quantify nutrient concentrations for required parameters

• Ensure laboratory processing is completed within the period of performance

• Produce high-quality defensible analytical results

• Support PACN long-term monitoring datasets and trend assessments

• Provide data suitable for entry into the PACN water quality database

• Support park resource management decisions regarding nutrient enrichment and ecosystem condition.

4.0 TASKS/ DELIVERABLES

The contractor shall perform the following tasks:

1. Sample Receipt and Chain of Custody The contractor shall coordinate with PACN staff for transfer of water samples and associated chain-of-custody records. The contractor shall:
