About this file
This is a Statement of Work (SOW) for thermal imaging device repair services for the U.S. Coast Guard (USCG) Maritime Security Response Team West (MSRT-West) Precision Marksmanship-Observer Team (PMOT). The primary objective is to secure qualified contractor support to inspect, diagnose, repair, test, and return a government-owned FLIR RECON V Thermal Imaging Device (Serial No. EJ0190) to full operational condition, specifically addressing a malfunctioning internal cooling system in accordance with manufacturer specifications.
The contractor must provide all labor, tools, equipment, materials, replacement parts, technical expertise, testing equipment, documentation, packaging, and shipping coordination. The scope of work includes device intake and inventory, initial inspection and diagnostic assessment, repair cost estimates, component replacement (lens, sensor, housing, battery, display, connector, or circuit board), firmware or software updates if approved, cleaning and preventive maintenance, calibration and functional testing, and return-to-service certification. The contractor must be authorized and certified to repair FLIR RECON V devices, use original equipment manufacturer (OEM) parts or government-approved equivalents, perform repairs per manufacturer specifications, provide diagnostic findings before repairs begin, obtain written approval for repairs exceeding pre-established cost thresholds, maintain device tracking systems, and protect government-furnished property from damage or loss. Key performance standards require diagnostic turnaround within 28 business days of receipt and repair turnaround within 28 business days after authorization, with devices returned in full operational condition meeting manufacturer specifications. The contractor must provide a minimum 28-day warranty on repair labor and replacement parts from the date the government receives the repaired device, covering defects in workmanship and replaced parts under normal operating conditions. Deliverables include intake confirmation (within 48 hours of receipt), diagnostic report and cost estimate (within 7 business days of receipt), repair completion report, calibration/test certificate, and shipping confirmation, all in email or PDF format. The government will ship devices to the contractor, and the contractor must return repaired devices using a trackable shipping method with appropriate protective packaging. Invoicing occurs only after government acceptance of the repaired device and receipt of required documentation.
