Statement of Work Railcar Mover Locomotive Rental for NNSY, Portsmouth, VA
Statement of Work:
NAVFAC MID ATLANTIC requests the contractor to deliver a train railcar mover locomotive to
Norfolk Naval Ship Yard (NNSY) to support shipbuilding, overhaul and nuclear refueling operations inside the controlled industrial area (CIA) of the shipyard.
Background:
NNSY’s current locomotive is going out for overhaul for the next 11 months at a contractor starting 06/01/2023. This locomotive is used to move oversize, heavy loads and nuclear cask cars in and around the piers. NNSY is required to move cars around the shipyard to support all ship operations. Though market research a railcar mover locomotive was determined to be sufficient to move train cars and loads at the shipyard and meet the minimum needs of the yard. The railcar mover locomotive has the ability to drive on roads using wheels with tires and move large loads on rail tracks. The unit will be needed until NNSYs current locomotive is returned to service.
Scope of Work:
The contractor shall provide a Shuttlewagon NVX8040 or equivalent railcar mover. Period of performance is 06/01/2023 to 04/30/2024. The railcar mover locomotive shall meet or exceeds the following requirements:
60,000 LBS of Tractive Effort without using weight transfer methods (single coupled)
Axle guide wheel
80 cfm compressor rail brake system with two (2) 30 gallon air tanks
90 gallon fuel tank

2 Dual Blast air horns
Tier 4 engine emissions
Engine: 300 Horsepower and 1050 FT LBS of Torque
Rail guidance system: (8) 16” (406mm) diameter AAR profile rail guide wheels
Cast steel full size AAR coupler with automatic latch, cab controlled air unlatch.
NON-WEIGHT TRANSFER coupler design, width range AAR sliding couplers with buffer system
Hydraulic power steering controlling both front and rear trucks
Tubeless tires
Air operated Sanders, electrically controlled from cab
The Contractor shall be responsible to deliver the unit to NNSY on a scheduled date and time.
The Contractor shall give training on operation and general maintenance of the unit. Preventive maintenance (PMs) should be scheduled with the government to minimize operational impact due to PM downtime.
The Contractor shall be responsible for performing maintenance and trouble shooting. NAVFAC and NAVSEA will be responsible for getting the contractor access to the unit, removing the unit from the controlled industrial area whenever possible. A phone number identifying who to call for issues should be posted somewhere inside or outside of the unit.
For trouble calls, the contractor should respond within 8 hours of being called. If the unit is damaged by the government during the rental period the contracting officer and COR should be notified and plan made for payment to the contractor.
In the event that the contractor discovers any other damage, work required, or parts requiring replacement beyond the scope of work in this SOW the Contractor will stop all work and notify the Contracting Officer that additional work or where associated items are required for replacement. The Contracting Officer will make the determination to approve or disapprove any additional work.
