About this file

This Statement of Work (SOW) details the procurement of a new 500 MHz Nuclear Magnetic Resonance (NMR) spectrometer system for the Molecular Foundry at Lawrence Berkeley National Laboratory. The comprehensive procurement includes a full NMR system with specific requirements such as a magnet system holding liquid helium and nitrogen, a high-frequency console, Topsin software, a 24-position autosampler, variable temperature cooling unit, and a solid-state probe with automated tuning and matching.

The subcontractor will be responsible for removing the existing NMR system, safely quenching the old magnet, delivering and installing the new system onsite, and providing comprehensive user and maintenance training for at least four users. The procurement timeline includes instrument delivery within 6 months of the subcontract agreement, installation completion within 60 days of delivery, and training completion within 60 days of system acceptance. The vendor must comply with LBNL radiation and safety standards, provide detailed documentation, and ensure all electrical equipment is approved by a Nationally Recognized Testing Laboratory.

STATEMENT OF WORK

FOR

Molecular Foundry NMR Spectrometer

Procurement Dated: July 22, 2025

1. Background/Introduction

The Molecular Foundry would like to purchase a new 500 MHz NMR system with a new console, new magnet, computer and software to replace an aging NMR system for the Organic Facility of the Molecular Foundry Division.

2. Objectives

The goal in this instrument selection will be the ease of use, system flexibility, and performance.

Additional key benchmarks include a fully automated NMR software, an accurate variable temperature controller, as well as a CP-MAS probe with integrated automated tuning, matching and magic angle adjustment.

3. Scope

The subcontractor will provide full NMR system with a magnet system that holds liquid helium and liquid nitrogen, a magnet stand, a high frequency console, a computer with the latest Topsin acquisition and processing software, a pre-amplifier system, a 24-position autosampler, a cooling unit for variable temperature experiments, and a solid state probe equipped with automatic tuning and matching.

The subcontractor will take down and remove the current NMR system then install the new NMR system and provide acceptance testing of the instrumentation onsite at the Molecular Foundry.

The subcontractor will provide a user training and general maintenance training.

4. Task Description(s)

Task 1. Removal of the current NMR system including the safe quenching of the old magnet.

Task 2. Delivery of the new NMR system and documentation.

Task 3. On-site installation. The vendor will install all the instrumentation onsite under supervision of LBNL staff following the EH&S guidance outlined in a Subcontractors Job Hazard Analysis (SJHWA) permit.

The access to the installation site is limited by the size and load capacity of the freight elevator, with door size 4’6” x 8’ and a max load of 5000 lbs.

Task 4. Acceptance testing

Factory:

A. Supporting data and description of tests to be provided to LBNL before delivery of the instrument.

B. The manufacturer must provide test strategies for confirming the performance specification listed above.

C. The instrument shall meet all manufacturer acceptance tests at the factory before delivery. Certificates of conformity must be provided.

Onsite:

A. Final acceptance shall occur upon the instrumentation being fully installed, performance tested, and operational in the Molecular Foundry, Lawrence Berkeley National Lab.

B. The instrument must pass all vendor installation acceptance tests.

C. The instrument must satisfy performance requirements. LBNL may negotiate additional acceptance tests if the vendor tests do not cover all aspects of the system performance.

Task 5. Training

A. Onsite training to be provided for at least four users on the operation and maintenance of the system after the instrument has been certified.

B. Describe and itemize any additional or optional training packages, including costs.

5. Deliverables

Task 1. All instrumentation, its components, and software that meet the specifications outlined in the attached Required Documentation:

A. Full performance specifications of the instrument shall be provided.

B. General users guides, software manuals, and operations manuals C. All product declarations of conformity D. Software licensing information

Task 2. Onsite installation

A. The subcontractor will provide detailed site preparation and installation manual as a part of the request for proposal. The following must be provided:

a. List of facilities.

b. Site preparation checklist.

c. Detailed installation guide/procedure.

B. The access to the installation site is limited by the size and load capacity of the freight elevator, with door size of 4’6” x 8’ and max load of 5000 lbs.

Task 3. Acceptance testing Factory:

A. Supporting data and description of tests to be provided to LBNL before delivery of the instrument.

B. The manufacturer must provide test strategies for confirming the performance specification listed above.

C. Certificates of conformity must be provided.

Onsite:

A. A record of onsite acceptance testing will be provided.

Task 4. Training

A. Describe onsite customer training to be provided with the instrument, (length of training period, etc.). Onsite training to be provided for at least four users on the operation and maintenance of the system after the instrument has been certified.

B. Describe and itemize any additional or optional training packages, including costs (at vendor site, etc.).

C. Training course manuals, presentations, and media will be provided.

6. Schedule

1. Instrumentation delivery within 6 months of subcontract agreement.

2. Installation completion and system acceptance agreed within 60 days of delivery.

3. Training completed or credit towards future training issued within 60 days of acceptance.

7. Applicable Documents

The Subcontractor shall comply with the following documents in accomplishing the work:

1. All system components must conform with LBNL radiation and safety standards.

2. LBNL EH&S manual (Publication 3000) as detailed at http://www.lbl.gov/ehs/pub3000/pub3000c.html

3. The list of hazards materials used in construction, installation and operation of the instrument must be disclosed. The handling of those materials must confirm with the safety standards practiced at LBNL. Vendor personnel working at the LBNL site must follow the environment, health, and safety requirements described in the LBNL EH&S manual (Publication 3000) as detailed in http://www.lbl.gov/ehs/pub3000/pub3000c.html

4. Electrical equipment provided under the proposal must be approved by a Nationally Recognized Testing Laboratory pursuant to US 29 Code of Federal Regulations 1910.7 and 29CFR1910.303.

Details on this program, including a list of recognized laboratories, are described at http://www.osha.gov/dts/otpca/nrtl/. It is acceptable to obtain a “field approval” from a nationally recognized testing laboratory, which approves a specific piece of equipment without offering approval for the entire line of equipment.
