Lame Deer Adult Jail

Boiler System Replacement

LAME DEER, MONTANA

1.0 DEFINITIONS AND ACRONYMS:

“BIA” means Bureau of Indian Affairs “CONTRACTOR” means commercial vendor “A/E” means the Architectural-Engineering firm “CM” means Construction Management “ECCAA” means estimated construction contract award amount “QC” means Quality Control “RFI” means Request for Information “SOW” means Statement of Work “NFPA” means National Fire Protection Association “TERO” means Tribal Employment Rights Office

1.1 INTRODUCTION AND OVERVIEW:

The BIA, through a contract will provide for the replacement of the existing two boiler system, work to be performed in this Statement of Work (SOW). All work will adhere to the approved drawings/plans and specifications provided under the SOW. The contractor will provide professional and contracted services for the boiler replacement at the Bureau of Indian Affairs, Lame Deer Adult Detention Center, building #120. Any additional work must be through an addendum to this agreement based upon the availability of funds and requires prior approval.

1.2 BACKGROUND:

Lame Deer Adult Jail, building #120, was constructed in 1963. The one-story Building #120 has footprint of 6,659 sq ft square feet. The building is heated by a two-boiler system using a water/glycol mixture. Note this is NOT a STEAM boiler system. The boilers are damaged beyond repair requiring the entire system to be replaced and upgraded to new energy efficient water boilers including associated components of the system i.e. pumps, control valves, supply and return lines, supply and/or return tanks, etc. The specifications of the existing system are as follows:

1.3 PROJECT SCOPE:

The scope of this project is to demo and replace the existing boiler system including all components and replace it with a completely new system and install new direct digital controls (DDC). The new DDC shall allow for remotely monitoring the new boiler system with safety shutdown protocols integrated, so if issues arise with the system, facilities management can return to a safe environment, notification of system shutdown must be made wherever the facilities manager is 24 hours a day 7 days a week.

1.4 OBJECTIVE:

The objective of this SOW is to define and establish a general scope of services necessary for the replacement of the existing two-boiler system meeting the same or acceptable specification of the existing system to provide the necessary heat for the Lame Deer Adult Jail, Building #120 safely and efficiently.

1.5 PERIOD OF PERFORMANCE:

The period of performance shall begin at Notice to Proceed and continue for 90 days.

1.6 PROJECT LOCATION:

The project is located at 25 Eagle Feathers Street, Lame Deer, MT 59043

3.0 REQUIREMENTS:

The contractor shall provide all labor, equipment, materials, and other incidentals necessary for the performance of the work required under the SOW.

The Contractor shall provide oversight to complete the project in accordance with manufacturer’s recommendations and the attached plans and specifications.

The contractor shall verify all replacement equipment dimensions, and material required to complete the project, providing preparation for the two-boiler system to include all costs associated for the two-boiler system.

The contractor shall be responsible for the replacement of boilers, boiler digital controls and associated devices, equipment to include plumbing and piping, manufacturing, shipping, and storage for the boiler replacement.

Boiler system shall comply with all the provisions required in the NFPA 31 and State and Federal Building Code latest edition for boiler installation.

A Montana registered professional engineer shall complete the boiler design, if necessary and a suitable standard commercially manufactured system cannot be implemented.

Furnish all drawings, schematics and supporting documentation required for agency approvals.

Provide submittals for approval for all equipment and design.

Warrant the design and performance of the system.

Contractor shall provide a Project Schedule to include:

Anticipated project tasks include:

Heat loss analysis.

Submittal for new boiler and all related equipment and appurtenances.

Submittal of pressure reducing valve and all related equipment and appurtenances

Demolition of existing boiler and all associated equipment.

Installation of new boilers and all associated equipment and appurtenances

Installation of new pressure reducing valve and all associated equipment appurtenances.

Repair of line leaks and faulty connections (TBD) various locations/various sizes.

Test new boiler and all associated equipment and appurtenances.

If the contractor determines pipe installation shall be disturbed, Contractor shall be responsible for storage, final shipping, and delivery costs from the factory to the materials final site.

The contractor shall furnish all supervision for his project until project close out.

The contractor shall perform field measurements and identifying work items, so the replacement boilers are anchored securely without rocking.

The contractor shall provide a work plan two weeks in advance of the proposed start date, to the BIA Regional Facilities office and the project COR so that proper planning and provisions can be made for the protection of artifacts, public and staff.

The contractor shall provide a 48-hour advance notice to the BIA Region Facilities office and the Agency facility manager onsite before beginning the replacement work on the boilers and shall proceed until completed.

All material with technical specifications shall be submitted to be approved before installation.

All work shall be in accordance with NFPA 101 Life safety Code (2018 Edition).

Substitution request shall be submitted if specified material changes are necessary.

Work shall proceed during normal business hours (7am-5pm). Exceptions are extremely rare.

OSHA requirements shall be enforced on this project.

If damages occur and it is determined by the BIA the damages are the result of work done by the Boiler Replacement contractor, the contractor will be responsible for permanent correction of the damage area to the satisfaction of the BIA.

The contractor is responsible for all fees and permits and proper disposal of refuse.

The contractor shall set the boiler to manufacturers specifications to provide heat throughout the detention center.

The contractor will balance and have the Boilers operating on a rotating basis.

The contract shall be responsible for attaching boilers to fuel lines.

Daily construction reports shall be submitted to the COR on a weekly basis.

Project schedule shall be submitted for approval prior to the start of any work.

The contractor is responsible for all quality control for this project

The contractor shall be responsible for auxiliary heating during boiler project as the facility may be occupied while work is proceeding.

The contractor shall be responsible for the removal and disposal of all debris created by the removal of the existing boiler and the installation of the new boilers, to include any pipe insulation that may be an environmental hazard.

3.1 TASKS:

The contractor shall retain three copies of each submittal for the use and review and provide three copies to the BIA.

The contractor shall contact the local TERO Office before beginning project work.

3.2 End Results/Deliverables:

All work shall have a professional and finished appearance.

The contractor shall provide a report, with costs, on any work he may deem necessary to the boiler system, to keep the boilers running effectively and efficiently.

The work area shall be free of debris and material that was generated by the Boiler project.

Warranty forms and information shall be completed by the contractor and presented to BIA on final completions of project.

3.3 Other Considerations:

Site visit is encouraged before proposal is submitted.

Persons, firms or corporations licensed by the State of Montana, shall perform all boiler installation.

COVID 19 Federal protocol shall be enforced.

3.4 System Training:

The contractor shall schedule and provide one (1) training session to no more than 30 detention personnel on the system's functionality and operability prior to full implementation of the system. The training will cover, at a minimum: system operation;

storage; preventative maintenance within operator control; and administrative levels of use. The contractor shall provide three (3) comprehensive users manuals and three (3) flash/thumb drives at the completion of training session. The training session shall be within three (3) days of completed installation of the system.

4.0 Government Furnished Materials:

N/A

5.0 Operation and Maintenance Manuals and Warranties:

The Contractor shall provide the BIA with both electronic files of the Warranties.

Warranty period of this project is 365 days. The number and type of electronic files shall be mutually agreed upon between the BIA and the contractor.

6.0 Construction Contract Closeout:

The contractor shall be responsible for the closeout of the contract with the subcontractors. Closeout procedures shall conform to those in the contract clauses.

The BIA shall be provided with a copy of the signed original report prepared by the contractor, documenting the closeout.

7.0 Security Requirements:

In the event the detention center is occupied when the Construction work is to take place, the following is mandatory.

Employee Background Checks:

No contractor employees will be allowed access to the building without a background check. The contractor shall provide the names of all personnel that are going to be working at the site for the purpose of background checks.

Employee Identification:

All contractor employees shall wear a uniform with company logo, and ID badges with company credentials. Badges and uniform logo shall be readable at four (4) feet distance. Badge shall have name of employee, employee picture, company logo and employee ID number.
