About this file
This Statement of Work (SOW) outlines conservation requirements for metal fixtures and commemorative plaques at the San Juan National Historic Site in Puerto Rico. The work involves treating two World Heritage Site plaques, a National Register plaque, a 65th Infantry plaque, a political prisoners plaque, an Old San Juan plaque, four rails and two pins at Bastion del Carmen, and metal rails at the WWII Battery at La Princesa.
The work period is January 15, 2025 - January 15, 2026, with work to be performed Monday-Friday between 7:00am-4:00pm. Treatment requirements include cleaning surfaces, removing oxidized patina, applying corrosion inhibitors, epoxy resin as needed, protective coatings including clear urethane and Coraflon, and photographic documentation before/during/after treatment. A professional conservator must directly supervise all work. The contractor must provide their own transportation, though the park will provide site access. All work must comply with NPS policies, OSHA regulations, and professional conservation standards. The images show the current condition of the plaques and fixtures requiring treatment, including significant deterioration from environmental exposure.

The various commemorative plaques memorialize different historic events and important designations associated with the historic site. The rails and pins are important structural remnants of the artillery emplacements that once were common throughout the park but that, because of the harsh environmental conditions (salt air, high humidity, abrupt changes in temperature), wear and human action have made them almost disappear. The features that will be conserved through this project are the last of their kind in the fortifications.
