About this file

This is a Questions and Responses document for solicitation 140P5425Q0004 regarding the conservation of metal fixtures and commemorative plaques at San Juan National Historical Site, with questions submitted prior to the January 17, 2025 deadline.

The document clarifies several key requirements: contractors must be registered in SAM to do business with the federal government; the NPS Metal Objects Condition Survey will be provided to the selected contractor; multiple site visits are permitted but material storage at the site is conditional and at contractor's risk; work must begin quickly after notice to proceed; treatment includes rust removal and patina work on 5 plaques; three plaques can be moved while two are mounted on concrete bases requiring restoration if removed; and the project involves approximately 156 feet of railing at Del Carmen Bastion and 110 feet at La Princesa Battery (subject to contractor verification). Historic photos exist only for the World Heritage Site plaques and political prisoner plaques.

QUESTIONS AND RESPONSES

SAN JUAN NATIONAL HISTORICAL SITE – CONSERVE METAL

FIXTURES AND COMMEMORATIVE PLAQUES – 140P5425Q0004

Note: The following questions were received prior to the deadline for questions which was 01/17/2025 at 04:00PM EST as per the solicitation.

We have previously provided proposals for conservation work in Puerto Rico for other institutions and were required to register our company with the government. Would this be required if our bid was selected for this project? Yes. In order to do business with the Federal government you need to be registered IN SAMS among other requirements.

I see that the NPS Metal Objects Condition Survey is referenced in the SOW document. Would this be provided to us if selected, or would we need to reach out directly to the NPS conservators for access to this document?

Yes, we can provide it if selected.

Is it acceptable to carry out the work over multiple trips to the site? Yes.

And if so, is there a location within the park in which we could store materials for the duration of the project? It depends on what is that the contractor would like to store. Also, the park cannot be held responsible if something were to happen to the materials and or equipment left on site.

Please clarify “Contractor must be able to start work within the next day upon receipt of the notice to proceed. “Do you mean the planning process needs to begin, or onsite work needs to start immediately? It is the park’s intention that the contractor can begin onsite treatment as fast as possible.

And it should not take the contractor months to be completing the tasks in the scope. The planning process is part of the work to be done but at the same time we would like to see hands on work on the objects very quickly.

For the 5 plaques, can you clarify the intended outcome? Do you want any patina work carried out on these? We want to remove the rust from the plaques and from the etchings to be legible. We would also like to get the plaques to look aged but with rust and deteriorating agents removed. Yes, in the SOW there is patina work involved.

Do you have original or historic photographs of the plaques? I think we have photos of the World Heritage Site plaques and the political prisoner plaques when they were installed. Have not seen anything on the other two plaques.

Can the park provide the Metal Objects Conditions Survey described in the SOW under section II. Standards for review before the RFP proposal due date? Yes.

Three of the six commemorative plaques are in-situ in the SOW photographs provided. Is it expected that these commemorative plaques will be treated in-situ, or is the contractor expected to de-install/re-install the commemorative plaques for treatment?

Three commemorative plaques can be moved (the two World Heritage Site plaques and the Political Prisoners). Two are mounted on concrete bases.

The two on concrete bases may depend on the proposal submitted by the contractor. If treated on site, the park would like to see included in the proposal how will that work be done and all the security and safety precautions that the contractor will take. If the contractor plans on removing them, the park will also request that the bases are restored, and the plaques placed back on site.

Approximately how many feet or cm total of rails are slated for treatment at Bastion del Carmen and at the World War II Battery at La Princesa?

At Del Carmen Bastion- Approximately 156 feet of railing

At La Princesa- Approximately 110 feet of railing

It is the responsibility of the contractor to verify the numbers.
