About this file

This is a Statement of Work (SOW) for a maritime database subscription to support the U.S. Merchant Marine Academy (USMMA) Schuyler Bland Memorial Library.

The USMMA requires a comprehensive, real-time maritime database providing detailed information on ships, shipping companies, ship builders, ports, terminals, berths, and risk analytics including IMO compliance data and sanctions exposures. The database must include integrated AIS Live vessel tracking with predictive voyage data and support global shipping operations, trade pattern monitoring, suspicious activity investigation, and risk mitigation. Data must be current, continually updated, fully integrated, and searchable through a single intuitive portal with export capabilities for reports and analysis. The subscription must be remotely accessible to midshipmen, faculty, and staff members via IP Authentication or Single Sign-On (SSO) using library card credentials. The database should be organized in easy-to-navigate modules covering ship systems and fixtures, performance data, ship casualties, ship status (including newbuilds, active, inactive, and scrapped vessels), and global ports with security risk assessment information. The vendor is required to provide monthly usage statistics reporting the number of patron accesses. The contract period runs from August 11, 2026 through August 10, 2027 (base period) with four optional one-year renewals extending through August 10, 2031. The project is authorized under 46 U.S.C. 51301 Maintenance of the Academy and is intended to support curriculum needs in the Marine Transportation and Marine Engineering Departments.

The USMMA Schuyler Bland Memorial Library requires a comprehensive maritime database, providing detailed, real-time, constantly updated information on ships, shipping companies, ship builders, ports, terminals and berths, risk analytics (including IMO compliance data, sanctions exposures, etc.) as well as ship movements for the worldwide commercial fleet. The information must be fully integrated and searchable into one, intuitive and easy to use portal with the ability to export data for reports and analysis in order to monitor trade patterns, investigate suspicious activity, and mitigate risk.

The data must be current and continually updated to support global shipping operations and risk management for operational and strategic insights.

1.2 Title of Project: World Maritime database subscription

1.3 Authority for the Project: 46 U.S.C. 51301 Maintenance of the Academy

1.4 Purpose of the Project: To provide online, remote access to a worldwide maritime database to support the curriculum needs of instructors, as well as faculty and student research.

1.5 Background: The database should include data in easy to navigate modules or other configuration to search and locate current data on ships, ship systems and fixtures, ship performances, shipping companies, ship builders, ship casualties, ship status (e.g.

including newbuilds, keel lay date, active, inactive, scrapped, etc.) ports from around the world, and security and other information needed to assess security risks, to support shipping management. This information is needed to support courses in the Marine Transportation and Marine Engineering Departments.

Additionally, the database must include a fully integrated AIS Live, constantly updated global vessel tracking or positioning system with predictive voyage data.

1.6 Scope and methodology.

The subscription needs to be accessible remotely by midshipmen, faculty, and staff members. Preferably, the subscription should be accessed by IP Authentication or by Single Sign On (SSO), using the student’s library card number and password.

2. Tasks and Associated Deliverables.

2.1 Description of tasks and associated deliverables. Access to the database will be provided from:
