About this file

This document is a Statement of Work (SOW) for a federal contract opportunity. The U.S. Department of Commerce, International Trade Administration (ITA) is seeking to obtain a deeper understanding of the upstream supply chain for wafer fabrication materials used in the U.S. semiconductor industry. The key materials to be analyzed include arsenic, hafnium, zirconium, cerium, lanthanum, and germanium.

The SOW outlines that analysts will develop a detailed segmentation and insights on the state of the existing supply chain, identify potential chokepoints, and propose potential short-term and long-term solutions, with a focus on possible government action. The final deliverable will be a PowerPoint presentation with data analysis and conclusions. The contract period of performance is 6 months, with pricing terms of 50% billed upon acceptance and the remaining 50% upon submission of the final report. No travel or government-furnished property is anticipated. The related federal contract opportunity is Solicitation Number TAIA0000-24-00080 for "ITA - Supply Chain Mapping".

Statement of Work International Trade Administration | Industry and Analysis

Office of Critical Minerals and Metals Washington, DC Headquarters

Project Management

1.0 Introduction:

The International Trade Administration (ITA) is the US Department of Commerce bureau that helps create economic opportunity for American workers and businesses by promoting trade and investment, strengthening industry competitiveness, and ensuring fair trade. ITA consists of three business units (for additional information, please see: http://trade.gov), including Industry & Analysis (I&A).

I&A’s staff of industry, trade and economic analysts devise and implement international trade, investment, and export promotion strategies that strengthen the global competitiveness of U.S.

industries. These initiatives unlock export and investment opportunities for U.S. businesses by combining in-depth quantitative and qualitative analysis with ITA’s industry relationships.

We do this by represenng the interests of U.S. industry in trade negoaons, advocang on behalf of industry with foreign governments, publishing research on global opportunies for U.S. industry, and execung export promoon programs. Our efforts ensure that foreign markets are open for U.S.

industry and help guide U.S. businesses toward the best export markets for their products and services.

Industry & Analysis also seeks opportunies to enter strategic public private partnerships with companies and non-profit associaons to achieve mutual export and compeveness objecves.

The Office of Crical Minerals and Metals (OCMM) works to advance U.S. trade, support U.S.

manufacturers of crical and strategic minerals, inform policymakers, and support Commerce’s internaonal commercial engagements by providing crical minerals related subject mater experse to key stakeholders. OCMM is engaged in implemenng ITA’s Crical Minerals Strategic Priories Workplan and the Department of Commerce’s Strategic Plan 2022-2026 and specifically the following strategic objecves:

·Strategic Objecve 1.1: Revitalize U.S. manufacturing and strengthen domesc supply chains.

·Strategic Objecve 1.2: Accelerate the development, commercializaon, and deployment of crical and emerging technologies.

·Strategic Objecve 1.3: Increase internaonal cooperaon and commerce; and ·Strategic Objecve 1.4: Protect naonal security interests and enforce trade rules.

2.0 Objecves

The US DEPARTMENT OF COMMERCE is interested in obtaining a deeper understanding of the upstream supply chain mapping, demand scenarios, and roadblocks for wafer fabricaon materials used in the US semiconductor industry. For this program, we will review the following materials within the semiconductor supply chain:

- Arsenic

- Hafnium

- Zirconium

- Cerium http://trade.gov/

- Lanthamum

- Germanium

3.0 Scope

To iniate this program, analysts will develop a detailed segmentaon lisng key products based on the above.

For each material (or relevant sub-segment of Advanced Deposion Materials and Electronic Specialty Gases as reviewed), analysts will develop insights on the state of the exisng supply chain and idenfy major potenal chokepoints over the next five years (based on ancipated semiconductor wafer fabricaon plant capacity build outs) for each material based on the state of the exisng supply chain in USA. The project will aim to idenfy potenal short term and long-term soluons to the idenfied chokepoints, with a focus on possible government acon, and informed by industry feedback and experse. Key consideraons for analysis for each material include the following:

• Adequacy of exisng capacity in terms of supply in comparison to demand

• Adequacy of exisng capacity in terms of product quality

• Dependency on imports to meet demand requirements

• Upstream raw material consideraons

• An impact assessment on how already announced capacity announcements can impact the state of the supply chain.

• Other criteria developed and discussed prior to program iniaon.

The report will be developed to inform policymakers about the predicted state of the advanced deposion and specialty gases industries via semiconductors and CHIPS Act-related priories, and to idenfy major issues that can potenally be addressed by the administraon.

4.0 Requirements

5.0 Deliverables

This program will be complete at a maximum within six months aer your acceptance of this proposal.

The approach will be based on gaining insights from the following industry parcipants:

• Wafer Fab Materials suppliers

• Semiconductor producers and other industry value chain parcipants

• Exisng knowledge base and forecasng models.

The final deliverables will include the final data analysis and conclusions presented in a Power Point format. Charts and visualizaons to map, summarize, and present the qualitave and quantave data gathered during the project are strongly encouraged.

LIMITATIONS

The chosen company will devote its analysts’ best efforts to the work to be performed under this assignment. Analysts will base their findings and recommendaons and the writen material on the analysts’ best professional judgment based on the informaon available to us. All forecast models will remain the property of the consulng company and can be used in other, subsequent efforts.

PROJECT CHARGES

Our professional fees for the program are estimated at TBD based on the 2 materials categories selected.

50% of fees will be billed upon your acceptance of this proposal. The remaining fees will be billed upon submission of our final report. Our invoices are due in the next 30 days. Fees for 31-61 payment terms will increase 5%. Fees for payment terms longer than 61 days will increase 10%. Past due payment fees will be assessed on a similar schedule.
