About this file

This Statement of Work (SOW) details a lighting and fan upgrade project for Building 642 at the ATF National Academy in Glynco, GA. The project scope includes replacing existing light fixtures with LED Round High Bay fixtures featuring selectable color temperature (3000-6500K) and adjustable lumens (23,839-39,295), installing individual lighting switches, adding safety lights at pedestrian doors, and installing a large industrial ceiling fan near the building's center. The upgrade is needed to improve safety and training conditions for Special Agent Basic Training (SABT), as the current lighting is inadequate and creates dark spots that pose safety risks.

Contractor requirements include passing a background check, having no disqualifying criminal convictions, following national/local electric codes, providing a project manager/on-site supervisor, and being willing to undergo random drug testing. The ATF National Academy Point of Contact will coordinate scheduling, and contractors must obtain facility access through a visitor access request form submitted at least 30 days prior to the planned work date. The project is scheduled for June 11, 2025, with invoicing expected upon completion of each project phase.

STATEMENT OF WORK

1.0 OVERVIEW

Over the last nine years, building 642 has transitioned from a garage for ATF National Academy (ATFNA) Arson and Explosives training vehicles to a multi-use Special Agent Basic Training (SABT) training facility. As the number of federal agencies training at the Federal Law Enforcement Training Center (FLETC) has increased from 90 to 130, training venues have become very difficult to get when needed for SABT.

As a result of less availability, the “mezzanine” at the southwest end of the building was constructed in 2017. This addition originally allowed a viewing platform during tactics training and is currently being used for CAT training. Due to the lack of weight training facilities available during SABT, the south side of the building was converted into physical fitness area for staff and students to conduct strength and cardiovascular training. Under the mezzanine, door breaching and techniques are practiced. Dry fire, tactics, and first aid training are conducted in the remaining open space at the north end.

The overhead lighting currently installed was adequate for the building’s original intent but is completely inadequate for safely training SABT students and staff. The current lighting has a very low illumination level that does not cover all areas of the building; resulting in many dark spots that present a safety hazard to staff and students during training. When more light is needed, ATFNA staff is forced to shut off the HVAC systems and open the roll up doors at the north and south ends of the building.

This building has four 5-ton package unit HVAC systems and insulated walls. During the summer, those units struggle to keep the building at the set temperature. Installation of a large industrial ceiling fan in the center of the building will allow for enhanced air circulation that will result in a longer lifespan of HVAC units and lower energy consumption.

2.0 SCOPE

The contractor shall:

- Replace existing light fixtures with LED Round High Bay with Selectable CCT and Lumen fixtures, adjustable to 3000/3500/4000/5000/6500K color, 23,839-39,295 lumens, and 156W-239.1 watts at 120 volts. Vendor shall consult with COR and ATF facilities personnel to add new light fixtures to ensure a complete and adequate lighting level throughout the entire building.

- Lower light fixtures to no more than 12” below the bottom of the HVAC duct work.

- Replace existing light fixtures above the mezzanine with new adjustable brightness LED light fixtures. Do not replace existing LED light fixtures under the mezzanine.

- Install individual switches at the east pedestrian door for each section of lighting.

- Install one led interior light above the north, south, east, and west pedestrian doors that are not switched and continuously on for safety.

- Install one large industrial ceiling fan at/near the center of the building. Install fan switch at east pedestrian door.
