Performance-Based Work Statement General Information Introduction The Puerto Rico Army National Guard (PRARNG) maintains several facilities that require water quality sampling to support environmental permitting processes. These facilities include Camp Santiago Joint Maneuver Training Center in Salinas, The Fort Allen Training Center in Juana Diaz, The Army Aviation Support Facility in San Juan, and the Vehicle Maintenance Shop at Ceiba, Puerto Rico. The United States Geological Survey (USGS) is responsible for collecting surface water samples at these sites to analyze for Total Suspended Solids (TSS) as Residue on Evaporation Suspended Solids (ROE SUSO), Chemical Oxygen Demand (COD), Polycyclic Aromatic Hydrocarbons (PAHs), and Per- and Polyfluoroalkyl Substances (PFAS). Due to limitations at the USGS National Water Quality Laboratory regarding timely analysis of all required parameters, the Caribbean Florida Water Science Center (CFWSC) must contract a private laboratory to conduct these analyses. The results from this testing will be used to determine compliance with local and federal regulatory standards.
Background The USGS, CFWSC has conducted site inspections for PRARNG for over twenty years as part of the requirements for permits under the National Pollutant Discharge Elimination System (NPDES). In 2019, the Office of the Secretary of Defense (OSD) mandated the reporting of PFAS under the same permit. In addition to previously collected data, which included automatic ISCO® samplers and conductivity measurements, PRARNG requested that the USGS begin collecting PFAS samples starting in the second quarter of fiscal year 2021. In 2022, PRARNG expanded the sampling program to include additional samples for TSS, COD, PAH, and in-situ pH parameters.
Definitions
· TSS/ ROE SUSO: Total Suspended Solids are measured to determine the concentration of suspended material in water samples collected from open channels.
· COD: Chemical Oxygen Demand quantifies the oxygen equivalent of organic matter content in a sample that is susceptible to oxidation by a strong chemical oxidant, typically reported as milligrams of O2 per liter (mg O2/L).
· PAHs: Polycyclic Aromatic Hydrocarbons are a class of chemicals naturally present in coal, crude oil, and gasoline, and are also generated when materials such as coal, oil, gas, wood, garbage, and tobacco are burned. These compounds can bind to or form small airborne particles.
· PFAS: Per- and Polyfluoroalkyl Substances are chemicals used in manufacturing fluoropolymer coatings and products that resist heat, oil, stains, grease, and water.
· Sample Holding Time: This refers to the duration between sample collection and its final analysis, following regulatory specifications to ensure valid results.
Scope The CWSC requires laboratory analysis as follows:
· One (1) sample for each required analysis will be collected quarterly at four different sampling locations.
· One sample (1) for each required analysis will be collected bi-annually at two different sampling locations.
· Two (2) additional samples, consisting of one (1) field replicate and one (1) field blank, will be collected yearly for each required analysis.
· 22 sample sets will be received and analyzed.
22 SAMPLES PER PERIOD OF PERFORMANCE
· In addition to collecting 22 samples for each period of performance, the base year sample collection begins on the third quarter and requires twenty (20) additional samples in the first quarter and sixteen (16) additional samples in the second quarter to comply with cooperator requirements.
Samples will be collected and delivered to the selected analytical laboratory by CFWSC personnel, following established chain of custody and handling specifications. All analyses must use methods and requirements accepted by the United States Environmental Protection Agency (USEPA).
Work Requirements Technical Requirements The selected laboratory must provide services in accordance with CFWSC work specifications. These services include analysis for TSS/ROE SUSO, COD, PFAS, and PAHs. All sample analyses must follow USEPA-approved methods, specifically SM 2540D, EPA 410, EPA 1633, and EPA 8270D for each respective parameter. Laboratory results must be transferred to CFWSC as soon as analyses are completed and data have been validated.
Deliverables The delivery time for results is set by the selected analytical laboratory based on the complexity of the analyses, but results must be provided no later than one month after sample delivery. Results will be delivered electronically and must include the station numbers, names, sample date and time, method number and detection level, analysis results, reporting units, parameter names, analysis dates, and minimum detection limits. Quality assurance and control (QA/QC) information used by the laboratory should be submitted along with the results. Data must be delivered as soon as the results are finalized and validated as acceptable by the analyzing laboratory.
Supporting Information Place of Performance The analyzing laboratory must be located within proximity to the CWSC, preferably less than 20 miles away. Water samples collected by the USGS must be delivered to the laboratory immediately after collection to comply with holding time requirements for each analysis: TSS (within 7 natural days), COD (28 days), PAHs (7 days), and PFAS (28 days).
