1.0 DESCRIPTION OF SERVICES

Kalaupapa National Historical Park is located in an isolated setting midway along the north shore of the island of Molokai, in the State of Hawaii. The peninsula is a relatively flat lava plateau approximately 2¼ miles wide that extends outward from a 2,000-foot sea cliff. Access to Kalaupapa is limited to a 3⅛-mile foot trail traversing a steep cliff face, small commercial aircraft, or small ocean vessels. Making deliveries for large equipment, vehicles and bulk materials difficult to deliver. The park is unique among units of the National Park System because it remains home to an active community of individuals affected by Hansen’s disease, whose privacy, dignity, and respect are strictly protected.

The National Park Service (NPS) requires the purchase and delivery of bulk diesel fuel to Kalaupapa. The Contractor shall provide these services in coordination with the NPS’s annual round-trip barge sailing between Honolulu and Kalaupapa, Hawaii, which typically occurs once per year in July or August.

1.0.1 BACKGROUND

Nearly all supplies needed to sustain the park and the Kalaupapa community, ranging from food and fuel to equipment and other essential goods, are delivered by barge once per year. The annual Kalaupapa barge is a critical supply link for receiving the materials needed to support operations and the community throughout the year. The barge typically arrives to Kalaupapa on a Saturday at approximately 7:00 a.m. and departs later that same afternoon, at approximately 5:00 p.m.
