About this file

This is a Statement of Work for the installation of chilled water system filtration and steam condensate polishing equipment at the Dallas Veterans Affairs Medical Center (4500 South Lancaster Road, Dallas, TX 75216). The procurement seeks a Firm Fixed Price contract to address critical water conditioning challenges at the facility through consolidated equipment installation managed by the Engineering Department.

The chilled water filtration system requires installation of a cartridge-type filter housing (Model S4UFH44-28-60-12F-150) with 140 replacement filters (Model XP-G1-6100E) capable of filtering the entire 4.2 million-gallon system volume within a 12-hour period. The steam condensate polisher component includes 304/L stainless steel resin tanks (30"x84" ASME 3/8" tanks rated 150 PSI with 20 cubic feet resin capacity each), a galvanized steel skid, butterfly fluid control valves, high-capacity cation softening resin, Omron PLC control panel, and a 39x60 poly brine tank. Both systems require integration with the facility's APOGEE/DESIGO building management system. Installation scope includes site preparation with concrete pad placement, piping removal and installation, weld inspection (100% visual testing and 10% magnetic particle or ultrasonic NDT), equipment anchoring, piping insulation, and building penetration sealing. The contractor must conduct four mandatory site visits (one pre-proposal, one post-award, and two pre-installation), develop detailed renovation drawings and timelines, perform manufacturer-specified startup checks, and flush water supply lines for minimum 30 minutes. Weekly quality assurance inspections by the Contracting Officer Representative are required, with performance standards allowing no more than one customer complaint per month. The contractor assumes all responsibility for labor, subcontractor conduct, procurement permits, equipment integration, and remediation of damaged products at no cost to the VA.
