1.0 SCOPE OF WORK
The Contractor must furnish all labor, management, tools, equipment, transportation, and materials, necessary to construct the ZAN ASTI new concrete walkway path improvements approximately 300 LF of new sidewalk at the ASTI MEB building per the attached drawing. All pathways and proposed routes will need to be approved in writing by the (RE) and facility prior to any work starting. The Contractor is responsible for accomplishing all items of work in accordance with the applicable drawings, specifications, and conditions of the subcontract. Any additional labor, materials, equipment and/or appurtenances not specifically detailed or specified, but required to complete this project, must be provided by the Contractor as an integral part of the statement of work specified. Refer to the attached proposed walkway path. All actual measurements and dimensions must be verified by the contractor and approved by the (RE).
The most current version of the Municipality of Anchorage Standards and Specifications (M.A.S.S.) Municipality of Anchorage Standard Specifications is provided on the Municipality website at https://www.muni.org/Departments/project_management/Pages/MASS.aspx. Each user of M.A.S.S. is responsible to verify that they are using the most current version. All standards for this project will follow the Anchorage M.A.S.S specifications.
2.0 SUMMARY
This Project includes work to construct and complete a new concrete walkway path to the ASTI MEB improvements at the FAA Air Route Traffic Control Center (ARTCC) in Anchorage, Alaska, identified as (ZAN). ZAN is located about 10 miles northeast of the Anchorage International Airport at 700 North Boniface Parkway, Anchorage, AK 99506, at latitude 61o 13’ 47.7” N and longitude 149o 46’ 48.6” W. The site is a secure site that is next to, but not on, Elmendorf Air Force Base, the property is owned by the United States Air Force. The FAA operates the site, not the Air Force, and ZAN operates 24 hours per day, every day.
3.0 EXECUTION
Contractor must be responsible to:
3.1 Layout new sidewalk
3.2 Call all required locates, coordinate with (JBER) and the (RE) on site. Multiple signatures and approvals are required for the ZAN facility prior to any work starting.
3.3 Over X is described in DIV- 20 Earthwork. Excavate new pathway down to suitable material for new subbase. Review specification for detail.
3.4 Install approved subbase material per the M.A.S.S requirements.
3.5 Compact materials per M.A.S.S standard compaction requirements.
3.6 Form and fine grade shall conform to section 30.02 Portland cement concrete per M.A.S.S specifications.
3.7 Placing and finishing concrete will follow DIV- 30 paragraph C. Placing and finishing concrete cement sidewalk per M.A.S.S. See specification for detail.
3.8 Additional requirements for placing and finishing concrete in cold weather shall be as outlined in section 30.01, Article 1.9- cold weather limitations.
3.9 Curing and protection the materials and procedures outlined in section 30.02; Article 2.3 construction http://www.muni.org/Departments/project_management/Pages/MASS.aspx shall prevail.
3.10 Article 3.4 Sidewalks shall be measured per square yard, complete in place for all 6” thicknesses.
3.11 Contractor’s Construction Schedule
CONSTRUCTION SCHEDULE
A. The Contractor must submit a Preliminary Construction Schedule of the entire project within seven (7) calendar days of the award, and upon receipt of comments, make revisions and issue a final Construction Schedule prior to the Pre-Construction Conference.
B. Preliminary Schedule Review Meeting: Schedule and conduct a preliminary schedule review meeting on site with the (RE) approximately seven (7) calendar days of the award after the contractor’s preliminary construction schedule is submitted and before the pre-construction meeting. Provide copies of the preliminary schedule, briefly describe the work, and describe the proposed progression of work and work areas around the facility on the schedule to facility representatives. Facility representatives’ concerns expressed during the meeting shall be incorporated into the sequence.

C. The Construction Schedule must be separated into logical tasks within the divisions listed in these specifications and linked to the scopes of work used in the SOV. The Construction Schedule must show the progression of work areas around the facility and include dates.

5.0 CONTRACTOR PERSONNEL
5.1 Construction Manager
The Contractor must provide a Construction Manager who must be responsible for all work performed and the daily operations of this contract. The name of this person and an alternate person, who must assume management duties when the manager is absent, must be designated in writing to the contracting officer prior to the contract start date.
5.2 Hours of Operation and Duration of the Contract
The work shall be done between normal working hours of 7:00 AM and 4:00 PM M-F AKT, unless discussed differently with the government inspector and the facility manager. Requests for longer daily hours or weekend work will be considered if deemed necessary. Notice will be given to the FAA at least 48 hours in advance of any request to extend the stated working hours.
The contractor must establish and coordinate a work schedule with the government inspector and the facility manager where work will be performed. The work schedule is not to conflict or inhibit any other work that may be going on at the facility at the same time.
The notice to proceed will be issued when Work will continue during the stated working hours until the construction is finished, equipment and materials removed off the site and the site is cleaned. It is expected that the period of performance for contract work will be completed withing 30 days of Notice to Proceed.
5.3 Certification and Warranty
The Contractor must provide evidence of certification and that the Contractor has experience in similar work and provide acceptable warranty for the completed installation, including having a contractor personnel available to repair any work failing during the warranty period at no additional cost to the Government.
5.4 Contractor Employees
The Contractor agrees to utilize responsible capable employees in the performance of contract tasks. The Contractor may be asked to remove persons who pose a threat to the health, safety, or security of the installation. The Contractor personnel must be easily recognized as contractor employees while on duty.
5.5 Interference with Facility Operations
The Contractor must schedule work that will cause minimum interference with the facility operations.
The Contractor hereby is advised that the work area is located at an air traffic control facility. Construction work on the premises must be closely coordinated with the government inspector and the facility manager, as to not having an adverse impact on the operation of air traffic. The FAA personnel will continually escort workers. When interference is unavoidable, coordination with the government inspector and the facility manager must occur prior to work performance, or schedule change.
If any areas of emergency egress need to be closed off to perform the scope of work, the contractor must send prior written notice to the government inspector and the facility manager for approval. This must include alternate routes for emergency egress. The fire Marshall and/or governing entity must also be notified 10 days prior to working in that area for approval from the fire Marshall.
5.6 Security Requirements
All contractor personnel must meet the minimum requirements of all short-term visitors. They must be US citizens, have proper state issued ID and be escorted while on sit The Contractor must submit names of

All contractor personnel shall be instructed on and adhere to the security protocol at the facility.
All contractor personnel shall follow egress and ingress routes, per instruction conveyed by the facility manager representative prior to start of the project.
All contractor personnel shall use designated areas for rest, sanitation, eating and smoking. This will be a joint coordination with the (RE) of record.
5.7 Pre-Construction Conference
The Government will convene a pre-construction conference approximately two weeks after contract award when the contracting officer and other managerial and technical Government representatives will meet with the Contractor. The contractor's Project Manager and Quality Control Manager must attend this meeting.
The Contractor must have an individual who has decision-making responsibility for the company attend this meeting along with representatives for any sub-contractors. During the conference, the Government will present all information pertaining to the project, provide comments on submitted plans, introduce government inspector, identify any additional work.. Notice to Proceed will be conveyed when the contractor demonstrates that they are able to commence the work in earnest.
All questions pertaining to work specified in this this SOW and supporting contract must be addressed to the Contracting Officer’s Representative (COR) and Contract Specialist.
6.0 GOVERNMENT INSPECTOR
6.1 Project Inspector
A project inspector will be designated to represent the Government and will inspect all work performed according to the contract, the appropriate specifications, and this contract. When observations indicate improper work or questionable conditions, the inspector will notify the COR of the condition and request corrective action. The COR will communicate with the Construction Manager.
6.2 Warranty of Work
The contractor warrants that work performed under this contract conforms to the contract requirements and is free of any defects including workmanship performed by the contractor or any subcontractor. The Contractor must remedy at the Contractor's expense any failure to conform condition, or any damage to government-owned, or controlled real, or personal property, when that damage is the result of the Contractor's failure to conform to contract requirements, or specifications. The terms of this warranty must continue for a period of one year from the date of final work acceptance.
7.0 GOVERNMENT SERVICES
The Government will furnish electricity and water, required to support this effort.
8.0 CONTRACTOR INFORMATION AND PROJECT DATA
8.1 Liability Insurance
The Contractor must provide confirmation of Liability Insurance to cover the project that extends to visitors and persons occupying areas adjacent to the work site.
8.2 Licenses and Permits
The Contractor must submit applicable licenses for review to the Government at least 10 days prior to work start.
9.0 SPECIFIC TASK REQUIREMENTS
9.1 Protective Safety Equipment
The contractor must furnish to contractor employees all personal protective equipment (PPE) sufficient to complete the job.
9.1.1 Construction and Support Equipment
The Contractor must provide all construction and support equipment items to control and secure the site, including but not limited to ladders, scaffolding, protective dust control, caution/danger signs. The Contractor is responsible for the safe application of all equipment and certified operators.
9.2 Potential Hazards Monitoring
The Contractor must monitor all areas for potential hazards and ensure following all health and safety precautions. Eating, drinking, smoking, and rest room procedures must be established and followed. Coordinate this with the (RE) of record.
10.0 FINAL INSPECTION AND CLEARANCE
10.1 Work Site Area
Upon finishing the construction, the Contractor must remove all construction debris, temporary structures, trailers, waste, and packaging materials from the work site area. The Contractor must remove any remaining construction materials and construction equipment from the site and thoroughly clean and restore storage areas to their original condition in kind before the final inspection.
10.2 Official Visual Inspection
Upon completion of the final cleaning, the Contractor must notify the contracting officer and request an official visual inspection. This will be jointly inspected by the contractor and the FAA (RE) for final completion.
