About this file
This is a Statement of Work for historical film digitization and archival preservation services required by the Department of the Navy Secretary of the Navy Office of Naval Research. The SOW outlines the contractor's responsibility to digitize historical film materials held by the Navy and preserve them in archival formats to ensure long-term accessibility and prevent deterioration of original materials. The work encompasses the complete digitization process, including assessment of film condition, selection of appropriate digitization standards, conversion to digital formats meeting federal archival requirements, quality assurance testing, and delivery of files with comprehensive metadata documentation. The contractor must utilize industry-standard equipment and techniques compliant with standards established by organizations such as the National Archives and Records Administration (NARA) and the Society of American Archivists.
The digitization deliverables must include preservation master files in uncompressed formats, access copies in standardized compressed formats, and complete technical documentation for each digitized item. The contractor is responsible for cataloging and organizing digitized materials according to Navy archival standards, creating finding aids to facilitate research access, and providing secure storage and backup protocols for all digital assets. Additional requirements include coordination with Navy archival staff, recommendations for optimal storage media, and training support for Navy personnel on accessing and maintaining the digitized collections. The SOW specifies adherence to federal information security standards and compliance with records management regulations governing government historical materials.
