About this file

This statement of work outlines requirements for a fleet fuel service to support the Federal Emergency Management Agency on the island of Guam. FEMA requires fuel and fuel tracking for twenty mid-size SUVs and four crew cab trucks totaling an estimated 2,800 gallons of standard unleaded gas per month. Offerors may propose either providing fuel at one or multiple commercial fueling points on Guam with individual fuel cards for each vehicle, or bringing a small fueling truck to the FEMA fleet yard twice weekly with on-site backup fueling. The selected contractor must invoice monthly with detailed records including vehicle license plates and fuel amounts. The initial term is three months with optional extensions as needed. The award will be made based on technical evaluation of the proposed fuel management and tracking plan's fit with FEMA's needs, and pricing with all fees included on a price per gallon basis. Technical factors are slightly more important than price in this best value determination.
