Statement of Work for Repair AWOS Conveyor System, DDRV Bldg. 66, Bay D

1. Background:

a. Requiring Organization: Defense Distribution Richmond, VA, Bldg. 66, Bay D, 8000 Jefferson Davis Highway, Richmond, VA 23226.

b. Project History: DLA Distribution Richmond, VA has an Automatic Weight and

Offer System (AWOS) Conveyor System consists of two 150 ft input packing conveyor lines from 38 packing stations, which sends the material via two Modsort diverts to the Automatic Weight and Offer System (AWOS). From the AWOS the material travels down the main line to five 50 ft. offer lines where the manifest is placed on the material for palletization and shipping at the end of the lines. The system broke down on 18 Nov with the following problems: 1) The drive motor for the conveyor section on the Mettler Toledo Scale Conveyor Section has failed and needs replaced. 2) The south packing induction line Modsort Divert has failed and needs repaired.

c. Purpose of the Statement of Work: 1) Remove and replace the drive motor for the

Mettler Toledo AWOS conveyor Section. 2) Rebuilt the Modsort divert on line 2 packing induction line to make it operational. This work must be expedited in order to restore the AWOS Conveyor system for shipment of mission critical maps. DDRV has a sectional out-loading event the week of 29 Dec 25 where the workload could exceed 4000 MROs per day. Therefore, the system needs to be repaired by 28 Dec

25.

d. Contract Line Items: The offeror shall bid the system with separate prices for each contract line item. CLIN 0001 and CLIN 0002 are both part of the base bid and will be awarded during the initial award. The performance period will be 15 days after contract award. The contractor shall include supply, installation and freight to make the repairs turnkey.

2.0 APPLICABLE SPECIFICATIONS, STANDARDS AND CODES

The offeror shall be responsible to ensure that all such applicable regulations are satisfied. Special attention shall be given to federal state and local requirements. 3. Requirements:

3.1 General Requirements:

3.1.1. Components, Accessories, and Materials: Unless otherwise specifically stated, all items shall be new and of the most suitable grade for the intended purpose. All components shall be manufactured to such standards as will permit replacement or adjustment without modification to the installed components. The racks and components shall be capable of operating in an industrial warehouse environment impacted by extremes of temperature from 0 to 105 degrees Fahrenheit and humidity from 5 to

95 percent relative (non-condensing). The racks and components shall be designed, manufactured, and installed to meet the seismic conditions of

Central PA.

3.1.2 Dimensions and Quantities: Where required to install replacement components, dimensions shall not be taken from drawings but shall be taken in the field from measurements at the site location. All dimensions and quantities given in this specification and on the drawings are given in nominal values; therefore, the Contractor will be required to make on-site measurements.

3.2 Special Provisions and Installation Requirements:

3.2.1 Interruption of Operations: Production operations shall not be curtailed nor suspended except as absolutely essential during the upright replacement installation. Operators will be working in the area manually processing maps but will not interfere with the contractor repair work.

Any required curtailment or suspension shall be coordinated with at least 5 days notice to the Government through the Contracting Officer’s

Representative (COR) or designee.

3.2.2 Utilities available for Contractor use during installation.

Electricity (120v, 15a, 60 Hz receptacles as a minimum) and nominal amounts of city water required by the Contractor will be furnished by the

Government from existing sources. The Contractor shall provide compressed air and any additional power requirements.

3.2.3 Working Hours: The principal period of access to Buildings 499, for this contract is 8 1/2 working hours per day, Monday through Friday, from 7:00 AM through 3:30PM, excluding federal holidays and base closures. The Government observes the following federal holidays:

If the holiday falls on a Saturday, it will be observed on the preceding

Friday. If the holiday falls on a Sunday, it will be observed on the following Monday. The Contractor shall not be required to be onsite on these days. Also, in the event an Executive Order issued by the President of the United States that declares Agencies of the Federal Government closed on a Contractor-scheduled work day, the COR will advise the

Contractor on whether work should be performed for that day or it should be rescheduled.

The Contractor may be allowed, as required to minimize interruption of production operations, to perform work outside of regular hours. Where work is desired to be performed other than during regular hours, the

Contractor shall request permission from the Contracting Officer or his representative at least 48 hours in advance to allow for the necessary arrangements to be made.

3.2.4 Installation and Phasing: The contractor shall perform the repairs in the following order:

a. Replace the drive motor for the scale to get the main system running again.

b. Replace the Modsort parts to make the south packing station divert operational again.

3.2.5 Government Furnished Property/ Equipment (GFE): The existing conveyor system is the only GFE. If additional modifications to the GFE equipment are required that are not covered by the scope of this contract to make repairs to the existing system, the contractor shall promptly supply a list of equipment that requires modification, the scope of the modifications and the cost of the modifications to the COR/Contracting Officer. The contractor can not proceed with these modifications until a change order is awarded to cover the change in scope of the contract.

3.2.6 Contractor Equipment and Material: The Contractor shall furnish all the necessary personnel and special equipment (MHE, cranes, etc.) and shall be responsible for unloading of all Contractor furnished equipment and material delivered to the site. The Contractor shall give the Contracting

Officer Representative 48 hours advanced notice of all Contractor material and equipment deliveries to work site.

3.2.7 Safety Requirements: It is the responsibility of the Contractor to be aware of the safety requirements of personnel, equipment and products during the installation. All necessary protective coverings, shields, protective barriers, warning signs, etc., shall be furnished and installed by the Contractor where a hazard or potential hazard exists. The Contractor shall coordinate with the Government Inspector prior to installing protective coverings, shields, barriers, signs and barricades for concurrence and approval. The Contractor shall comply with all pertinent provisions of OSHA standards 29 CFR 1910 and 29 CFR 1926 when applicable. The Contractor will not be excused from requirements of all generally accepted safety standards, practices, rules and regulations as well as those established by this Statement of Work and/or the

Contracting Officer. The Safety and Health office personnel may inspect the worksite at any time for compliance.

3.2.8 Personnel Protection. Personal protective equipment such as hard hats, safety shoes, safety glasses, etc., shall be worn in all areas and on all jobs as required by the Safety and Health Office. All hard hat areas shall be indicated by Contractor furnished signs.

3.2.9 Contractor Material. Housekeeping shall be maintained at a high level at all times. Scrap, waste and spoil material shall be removed on a daily basis.

3.2.10 Smoking is prohibited except in designated areas.

3.2.11 Security Requirements:

3.2.11.1 A new security system was implemented on 3 January 2023 to screen visitors and contractors for installation access at DSCR. The new system is designed to increase efficiencies, enhance the protection of personal information during the vetting process and eliminate the use of hard copy DLA Form 1815s.

The new screening system will require visitors and contractors to pre-enroll in

DBIDS (Defense Biometric Identification System). To begin the process, visitors and contractors will complete registration through the pre-enrollment website:

https://dbids-global-enroll.dmdc.mil.

Upon entry of their information, visiting personnel will be provided an electronic form to download, which will have an individualized barcode and alpha numeric code. The codes will be electronically sent to the visiting person’s sponsor which would be the COR Tim Flynn. Once in receipt of the barcode, the sponsor will email Security and Emergency Services and provide the barcode and sponsorship information. Once the visitor/contractor is vetted and approved for installation access, Security & Emergency Services will notify the sponsor that the visitor/contractor can go to the DSCR Visitor Center to obtain his/her pass. At the Visitor Center, the visitor provides the barcode and code provided earlier in the process and completes the credentialing process.

3.2.11.2 The security registration bar code shall be furnished to the COR within 5 days from the date of the projected start of work on site. As Contractor personnel changes occur, the Contractor shall submit new security requestss to the COR within five (5) working days. The prompt submission of this information will keep to a minimum any delay and inconvenience to the Contractor and Contractor personnel in performance of the contract.

3.2.11.3 Contractor personnel on the first day they report for work shall bring the following documents (a Real ID driver’s license and original social security card) to the visitor center at DSCR. Contractor personnel must bring personal identification to the DSCR Security Office for badge photographs and identification. Contractor personnel operating motor vehicles on the installation shall provide a valid Driver’s License, vehicle registration, and proof of insurance.

All contractor vehicles driven onto the installation will be required to have current state registration and proof of insurance. These vehicles are required to be registered for passes with the Pass and ID Office before access is granted to the installation. The Pass and ID Office hours of operation are 0700-1600 Monday through Friday and closed Saturday, Sunday and all Federal Holidays. After receiving a vehicle pass and badge and passing the background check, the

Contractor shall access the installation only through the Main Truck Gate. The contractor shall report Bldg. 66 Bay D to Vincent Price to be escorted to the

Classified Storage Vault in Bay E. The contractor must sign in, wear his visitor’s badge and must have an escort the entire time while working in the Classified

Storage Area. This badge must be worn at all times while working in the building to ensure that only authorized personnel are working in the building. Any additional questions shall be directed to the COR or Mr. Andre Lowan.

3.2.11.4 The Contractor and Contractor personnel shall comply with all security requirements imposed by the DDRV and DSCR Commanders at all times while on base. Contractor personnel involved in civil crimes and/or other incidents of misconduct will not be granted access to the installation. The Contractor is responsible for insuring the badges are returned within three days of employee termination or contract completion.

3.3 Scope of Work to be performed: The proposed repairs will include the following 1)

Replace the drive unit for the Mettler Toledo scale. 2) Repair the south (second)

Modsort divert in Bay C7 which currently does not function.

3.3.1 Replace Drive Unit for AWOS Mettler Toledo In-Motion Scale:

a. The current drive unit for this conveyor section no longer functions. The specifications for the drive unit are as follows: Baldor or equivalent ½ HP, 1800 RPM, 230/460 volt, 3 phase super heavy duty and shall be compatible with variable frequency drives, Frame Type 56 C. A picture of the original data plate is attached. All mechanical and electrical installation as well as freight shall be included.

b. If the calibration of the scale is affected during installation, the contractor shall perform the calibration to ensure the system is restored to original condition.

3.3.2 Repair Modsort Divert: The contractor shall perform the following work to restore the divert so it is fully operational again: 1) Replace the roller top belt head roller.

This roller moves the material forward direction. 2) Replace the divert MDR - This system controls the orientation of the material and does the rotating of the package. 3)

Replace the control card for the divert. This electronics control card was tested and was found to be not operational. 4) Supply and install 8 each Ai2/M8 MEC-2M-M8 Motor extension cables. If the divert, once it is repaired with these parts still requires more components to be replaced, the contractor shall notify the Contracting Officer in writing with a price quote before additional costs are incurred to make the necessary repairs.

3.3 Warranty: Not withstanding inspection and acceptance by the Government or any provision of this contract concerning the conclusiveness thereof, the Contractor shall warrant for a period of one year after final acceptance by the Government the parts furnished and installed under this contract that the system will be free from defects in materials, workmanship, or requirements. During the warranty period and in the event the Contractor is not able to make remedial action his or herself; they shall make arrangements to have such work accomplished. The Contractor shall furnish to the

Contracting Officer the name and address of the selected individual and/or firm who can arrive at DDRT with 24 hours after notification of equipment breakdown to perform the necessary repair.
