About this file

This is a Statement of Work (SOW) for the rental and weekly service of portable restrooms on the Lakeside Ranger District in the Apache-Sitgreaves National Forests, Arizona. The contract requires the contractor to provide and service 3 portable restrooms—1 ADA-compliant unit and 2 regular units—at Scott Reservoir near Lakeside, Arizona. The service period is seasonal, running from April 2026 through September 30, 2026, with the same schedule applying each year of the 5-year contract term. Two units should be positioned at the flat dirt area near the boat ramp, with the third unit located at the end of FS-45C in the dirt parking lot, preferably in shaded areas if available.

Weekly service requirements include sweeping walls and ceilings to remove cobwebs, removing dirt and solids from floors and walls, sanitizing toilet risers and seats with antibacterial cleaner, and restocking toilet paper. The contractor must notify the Contracting Officer's Representative (COR) of any vandalism or graffiti and immediately report any missed services due to road closures, blocked access, or weather. The contractor is responsible for furnishing all labor, equipment, materials, supplies, and motorized transportation. Payment will be made monthly per recreation site at the unit price quoted for each completed and accepted site through the Invoice Processing Platform (IPP.gov). The contractor must perform periodic inspections and repairs, with unsatisfactory work subject to rework requirements and potential payment deductions for inspection costs. The government will provide no services unless public safety is at risk.

1.5 QUALITY CONTROL:

The contractor will perform periodic inspections of all portable restrooms and repair or replace any items needing maintenance.

Acceptance of the work under the contract will be made when the Contracting Officer/COR determines it acceptable and processes and/or deliverables conform to the contract requirements.

When inspections indicate the performance objectives were not met, the work will be deemed unsatisfactory and payment will not be made until the Contractor has assured the Government that its Quality Control measures have corrected the deficiencies. Inspections after rework will be made in the same manner as the first inspection.
