STATEMENT OF WORK

DORMITORY 481 FURNITURE REPLACEMENT

JOINT BASE MCGUIRE DIX LAKEHURST, NJ 08641

1.0. DORM FURNITURE SPECIFICATIONS:

1.1. GENERAL: The contractors shall provide dorm furniture for Dorm 481, Joint Base McGuire-Dix-Lakehurst.

This includes dorm room furnishings, delivery, installation, removal of old furniture and disposal services to the specified facilities/locations. This will be an occupied dormitory.

1.1.1. The contractor shall provide dorm room layout, join, fill, and assemble in accordance with the specifications.

Contractors shall supply manufacturer assembly specifications on all items upon request.

1.1.2. Upholstered Furniture. Upholstery must be fitted, and padding must be even. Stripe patterned fabric shall be aligned between adjacent components. Casters shall rotate smoothly and be securely attached. All wood surfaces not covered with upholstery materials shall have a smooth finish. The natural grain of the wood shall not be clouded by finishing materials. The application of materials shall be controlled to produce items with smooth, uniform exposed surfaces without blisters, pits, wrinkles, runs, tackiness, or orange peel appearance. Ferrous metal shall not be exposed.

1.1.3. The contractor shall be responsible for all personnel, equipment, tools, materials, supervision, storage, assembly, transportation, incidentals, and all other items and services necessary to provide and install dorm room furniture and furnishings.

1.2. INSTALLATION AND REMOVAL /ANCILLARY SERVICES:

1.2.1 The contractor shall un-install and remove all existing furniture in the dormitories and dispose.

1.2.2. The contractor shall place items in building as directed by the Government Acceptor. All rooms shall be started/completed within the same day. A schedule of how many rooms per day should be provided by the contractor to the Government Acceptor so a schedule can be set up.

1.2.3. The contractor’s authorized representative shall have a physical presence during delivery and installation.

1.2.4. The contractor shall unload truck or delivery vehicles, remove dorm furnishings from packaging or boxes, assemble, if necessary, install furnishings in designated rooms, and remove all refuse, waste and debris from the installation. The contractor is responsible for damages incurred during shipping and installation.

1.2.5. Light fixtures shall have appropriate bulbs in working order.

1.2.6. Stickers and labels shall be removed to ensure no adhesive residue remains on the surface of the furniture or ancillary items.

1.2.7. New Alkaline batteries shall be provided with all battery-operated items.

1.2.8. Provide power cords for all electrical items, which are appropriate for the item and the building’s electrical service. The contractor shall complete all basic electrical connections from existing power to appliances, which includes plugging in lamps to wall outlets.

1.2.9. Furniture shall only be polished with approved manufacturer’s recommended cleaning agents/products.

1.2.10. During installation the contractor shall protect newly installed furniture products or new carpet with industry approved protective coverings inclusive of kraft paper, moving blankets and such type of material. The contractor shall not use protective materials that will leave any type of residual print, outline or imaging on newly installed furniture or carpeting.

1.2.11. The contractor shall remove and dispose of all trash from the base.

1.3. ASSEMBLY:

1.3.1. The contractor shall uncrate all items and perform required assembly in accordance with the manufacturers’ instructions.

1.3.2. The contractor shall provide all components, completely assembled, installed, and operational.

1.3.3. Furniture, equipment, and accessories shall be level, square, and in proper alignment with adjoining furniture.

Furnishings shall be securely attached to the building where applicable. All drawers should operate smoothly.

1.3.4. The contractor shall inspect to ensure the furniture is free of surface dirt and defects, the installation is complete, and the furniture is ready for use.

1.4. PRODUCT MARKINGS/DOCUMENTATION/TOOLS:

1.4.1. Items shall be properly marked with manufacturer’s name, part number, contract number, and the month and year of delivery in a hidden, but readily available location. Markings shall remain readable through warranty expiration.

1.4.2. All documentation (Owner’s manuals, warranty information, assembly instructions, maintenance and care instructions, operating instructions, etc.) shall be provided to the Government Acceptor upon completion of the installation.

1.4.3. Special assembly tools (security hardware wrench, spare parts provided with the furnishings, etc.) shall be provided to the Government Acceptor prior to Government acceptance of products and services.

1.5. WARRANTY:

1.5.1. Case Goods and Upholstered Frames: A minimum 7-year replacement warranty for all case goods and upholstered frames is required. The contractor shall specify the exact terms and conditions of the warranty. The contractor is responsible for repairs or replacement in accordance with (IAW) the warranty.

1.5.2. Ancillary Items: The manufacturer shall specify the exact terms and conditions of their standard commercial warranty.

1.5.3. Fabrics: The contractor shall specify the exact terms and conditions of their standard commercial warranty.

1.5.4. Mattress/Foundation/Boxspring: A minimum 10-year replacement warranty for all mattresses, foundation, and boxsprings is required. The contractor shall specify the exact terms and conditions of the standard warranty.

1.6. INSPECTION/ACCEPTANCE CHECKLIST:

1.6.1. A post-installation walkthrough shall be coordinated with the contractor’s authorized representative and Government Acceptor. All areas requiring correction shall be documented by the contractor.

1.7. ENVIRONMENTAL AND SUSTAINABILITY REQUIREMENTS:

1.7.1. Consistent with the requirements of the Energy 4olicy Act of 2005 (E4Act05), Executive Order 13423, and Executive Order signed 5 October 2009 (Federal Leadership in Environmental, Energy and Economic 4erformance), the contractor shall provide dorm furnishings which are energy efficient, water efficient, bio-based environmentally preferable, non-ozone depleting, contain recycled content, or are non-toxic or less-toxic alternatives, where such products meet the performance requirements listed in the dorm specifications. 4roducts conforming to USGBC’s LEED for Commercial Interiors, Low-Emitting Materials and Resource Reuse shall be considered in compliance with federal requirements.

1.7.2. The contractor shall demonstrate conformance with ISO 14001, Environmental Management Systems.

1.8. STANDARDS AND CODES:

1.8.1. Work shall comply with applicable building standards and codes, specifically:

National Electrical Code (National Fire 4rotection Association (NF4A) 70) National Life Safety Code (NF4A 101)

1.8.2. The contractor shall be responsible for security of the area in which work is being performed. The contractor shall maintain accountability and control of any keys provided and shall return them to the Government Acceptor upon completion of work.

1.8.3. The contractor shall prevent its personnel from entering any area other than the designated work area. The contractor shall maintain a means of egress within all designated work areas to comply with fire codes. All corridors must remain clear. Unless otherwise instructed by the Government Acceptor, the contractor shall ensure its personnel do not eat, drink, or smoke in any of the buildings.

1.9. GENERAL PROVISIONS:

1.9.1. Work shall be accomplished during a standard, 5-day week, Monday through Friday, between the hours of 7:30 A.M. and 4:00 4.M. local time, excluding Legal Federal holidays and non-workdays resulting from holidays occurring on weekends. When the contractor desires to work other than standard times, a written request shall be submitted to the Government Acceptor for approval. Written approval from the Contracting Officer must be received before proceeding with the work. The request shall be submitted at least five (5) workdays prior to the proposed performance of work, and it shall indicate the day/days, time/amount of work, and reason why performance is necessary during nonstandard hours.

1.10. SECURITY PROVISIONS:

1.10.1. The Contractor shall comply with all applicable base security regulations, directives, and procedures to obtain Government furnished installation pass and identification items, in addition to escorts as required for the performance of delivery and installation. For access to controlled areas, the contractor shall arrange for an escort through the using agency’s Facility Manager. If there is a conflict in security provisions, the local base security requirements shall apply.

1.10.2. All contractor personnel including deliverymen who enter JB MDL will be required to divulge Privacy Act information as required to meet local Air Force security requirements.

1.10.3. The contractor and/or subcontractor shall not employ persons for work that are identified as a potential threat to the health, safety, security, general well-being or operational mission of the installation and its population, nor shall the contractor or subcontractor employ persons under this contract who have an outstanding criminal warrant as identified by Law Enforcement Agency Data System (LEADS) through the National Crime Information Center (NCIC). All contractor and subcontractor personnel must consent to LEADS background checks or they will be denied access to JB MDL. Information required by the government to conduct a LEADS check includes full name, driver’s license number, and/or social security number, date of birth of the person entering the installation, and possibly a background check questionnaire. The contractor’s Consent for Background Check shall be submitted in conjunction with the contractor’s request for either base or vehicle passes. An escort is still required when contractor or subcontractor personnel are working within controlled or restricted areas. Contractors shall ensure their employees and those of their subcontractors have the proper credentials allowing them to work in the United States. Persons later found to be undocumented or illegal aliens will be remanded to the proper authorities. The contractor shall not be entitled to any compensation for delays or expenses associated with complying with the provisions identified in this paragraph.

1.10.4. Property protection for the facility where the Contractors’ primary work center is located will be the responsibility of the local facility manager and local Government Security Manager, or their duly authorized representative IAW AFI 31-101, the Air Force Installation Security Program, and command/local directives.

2.1. CLASSIFICATIONS:

Class II: Mission/Shake Style in cherry or maple finish (red)

2.2. CASEGOODS: Casegoods refers to furniture made of hard materials, such as wood, metal, glass or plastic.

Pieces of furniture, such as bookcases or chests of drawers, that provide interior storage space and/or pieces of dining or bedroom furniture.

2.2.1. Description:

All items shall meet or exceed the appropriate sections of American National Standards Institute (ANSI)/Business and Institutional Furniture Manufacturers Association (BIFMA) X5.5-1989. Requests for quotes will be based on the construction type chosen. Construction Types:

Type : "Solid Wood"

2.2.2. Materials and Finishes:

Use of North American hardwoods such as Oak, Ash and Maple are required. All softwoods such as Pine or rain forest species are not acceptable. All wood shall be kiln-dried to a moisture content of 5-8Y. The furniture finish shall be a multi-coat formulation as per Architectural Woodwork Institute (AWI) 1500, System 1 or 7, Premium Grade, for woods with a filled finish. Laminates shall be matte-finish, high-pressure plastic laminate, Horizontal Grade Standard (HGS) series per AWI 200-G-5. Laminate color shall match the wood species and color.

2.2.3. Fabrication:

All case goods shall be constructed in accordance with AWI 400, premium grade, unless otherwise specified. No fiberboard, particleboard, or hardboard shall be used in any part of the furniture or in any plywood component unless specifically noted. Exterior surfaces and exposed interior surfaces shall be solid wood or wood veneer, #1 grade per AWI 100-S. All framing materials shall be solid hardwood. All joints must be stronger than the substrate itself and must resist racking and withstand loading. Lamination shall consist of planks no less than 19 mm (3/4") or more than 100 mm (4") in width. Adhesives shall conform to American Society for Testing and Materials (ASTM) D-905 average block shear strength. Other fabrication requirements follow:

2.2.3.1. Side Panels:

2.2.3.1.1. Type B (Solid Wood):

Side panels shall be minimum 19 mm (3/4") solid wood. All exposed edges shall be finished. As a minimum, side panels that will be visible, such as in wardrobes, drop-lid desks, one-drawer nightstands, etc., shall be finished on both faces to match other panels.

2.2.3.2. Back Panels:

For all construction types, standard back panels shall be minimum 10 mm (3/8") hardwood finished wood veneer plywood for pieces of furniture where the back panel is not a structural element (to resist racking, etc.). If the back panel is a structural element, it shall be minimum 5-ply hardwood finished wood veneer plywood, 19 mm (3/4") thick. Visible back panels, such as in wardrobes, one-drawer nightstands, etc. shall be finished on both faces to match other panels. All exposed panel edges must be finished as specified above for side panels, including all bottom edges to eliminate the possibility of water penetration and wicking through the core material.

2.2.3.3. Other Panels:

Headboard and footboard panels shall be a minimum of 13 mm (1/2").

2.2.3.4. Doors:

Construction shall be one of the two (2) following options for solid wood doors. These options are applicable for all construction types.

2.2.3.4.1. Option 1:

Construction shall be minimum 19 mm (3/4") 5-ply hardwood veneer-core plywood. If the door is recessed flush with the edges of the side panels or face frame, provide veneer edge banding on all 4 sides. If the door is on the face of the cabinet, so that the hinged-edge of the door is readily accessible and susceptible to damage, provide a minimum 10 mm (3/8") thick solid wood internal or exterior edge banding on the hinged-edge of the door. Other edges to have minimum of veneer edge banding.

2.2.3.4.2. Option 2:

Construction shall be minimum 19 mm (3/4") plywood with 20 kg (45 lb.) Medium Density Fiberboard (MDF) as the core material internally banded with solid wood around the perimeter. Wood banding shall be a minimum of 10 mm (3/8") for all doors except Computer Desks, TV Armoires, and Wardrobes which shall have a minimum of 13 mm (1/2") solid wood banding. The banding, along with the wood veneer or plastic laminate, shall completely seal the door so that moisture cannot penetrate into the MDF. Backer boards may not be used on doors. .

2.2.3.5. Tops:

For all construction types the following options may be provided for tops. Horizontal surfaces of interior compartments on the Drop-Lid Desk, TV Armoire, Microwave Stand, etc.; and all writing surfaces shall be plastic laminate in accordance with paragraph 2.2.3. All tops may be a minimum of 19 mm (3/4") hardwood plywood. All exposed edges must be finished with minimum 10 mm (3/8") thick solid wood edge banding or may be covered by solid wood front frame. Laminated tops may have minimum overall thickness of 19 mm (3/4") 42 - 48 pcf particleboard or 20 kg (45 lb.) Medium Density Fiberboard (MDF) core. Core must be provided with a minimum 19 mm (3/4") hardwood lumber band on all 4 sides. The top must be completely sealed from moisture by use of the laminate, the lumber band, and a backer sheet. The top may not be relied on for structural integrity. In other words, the top alone cannot be providing resistance to racking. In addition, the top must be able to handle moving of the furniture that will be accomplished by lifting the piece by the top. Consideration should be given to connecting the side and back panels to the top in the lumber band. This may be accomplished through blocking located behind the panels, or by a metal angle that allows the top to be connected to the other panels closer to the edges of the top. The glue line between the lumber band and the core material should be supported. If the glue line is unsupported and/or the top is not attached in the lumber band, an extended warranty should be considered as warranty term will be a determining factor in the durability of the piece. The front of the cabinet must be provided with a horizontal hardwood rail attached to the top. If the rail is exposed, it shall be solid wood. If the standard top construction is particleboard or MDF, an option should be made available for a hardwood plywood top to meet specific requirements at certain installations. Other core materials may be considered if test results are provided that clearly illustrate that the proposed material has a better screw holding capacity, absorbs less moisture, and provides as good of a surface for attaching the laminate as the particleboard or MDF.

2.2.3.6. Shelves:

Adjustable shelves shall be either wood veneer on hardwood plywood or plastic laminate on hardwood plywood.

Both faces of shelves must be finished the same to allow for flipping of shelves in case of warpage. Minimum of front and back edges must be edge banded with solid wood or wood veneer.

2.2.3.7. Drawers:

Drawer depth shall be within 50 mm (2") of cabinet depth. For all construction types, drawer fronts shall be minimum 19 mm (3/4") solid wood. Drawer sides and backs shall be minimum 11 mm (7/16") solid hardwood or all hardwood veneer-core plywood with no voids and shall have a sealed lacquer finish. Edges shall be finished smooth. The use of recycled material for drawer sides, back, and bottom may be considered based on test results for durability, screw holding, burning characteristics, maintenance, and appearance. Height of drawer sides and backs shall be within 25 mm (1") of the parting rail. Drawer width shall be within 25 mm (1") of opening. All drawers shall be provided with replaceable drawer fronts. Drawer construction and materials, to include drawer bottoms, shall be able to withstand a load of 125Y of the rated load of the drawer guides without sagging or failing. All drawer joints shall be glued. At a minimum, drawer bottoms shall be perimeter glued and vertically supported by routed grooves.

2.3. HARDWARE:

Provide all hardware and accessories required for each item. Hardware shall comply with applicable standards of the American National Standards Institute (ANSI) / Business and Institutional Furniture Manufacturer’s Association (BIFMA) A156.9, Grade 1. All exposed metal hardware shall be brass plated, or powder coated; the color shall complement the wood finish. All concealed hardware shall be finished to complement adjacent surfaces. Typical hardware items include, but are not limited to, the following:

2.3.1. Catches:

Double roller or magnetic.

2.3.2. Drawer Guides:

Side mounted with 34 kg (75 lb.) capacity guides for drawers less than 0.06 m3 (2.0 cu.ft.). Drawers between 0.06 and 0.11 m3 (2.0 and 4.0 cu. ft.), and keyboard shelves, shall be provided with 45 kg (100 lb.) capacity guides.

Drawers greater than 0.11 m3 (4.0 cu. ft.) shall be provided with 68 kg (150 lb.) capacity guides. Guides shall be provided with positive out and in stops.

2.3.3. Leveling Glides:

Non-skid rust-free steel with nylon leveling glides required. Glides shall be adjustable, easily accessible, and provided on all four corners of items more than 900 mm (36 inches) high. All other pieces shall be provided with screw-in nylon glides.

2.3.4. Hasp and Scuff Plates:

When required by the item description, lock hasps will be provided on both doors and will be notched into door edge. Lock hasps shall be screwed to back of doors with only the eyelet exposed. Through-door single hasps will not be acceptable. 4rovide screw-mounted brass scuff plates around eyelets on exposed side of doors. Some provision shall be made to reduce the potential for damage to side panels resulting from hasps striking the panels when the doors are opened.

2.3.5. Shelf Supports:

Four adjustable metal push or screw-in tabs per shelf.

2.3.6. Drawer and Door Pulls:

Pulls shall not protrude beyond front edge of cabinet. Two pulls shall be provided for drawers 760 mm (30") wide or wider. Options for drawer and door pulls are provided below.

2.3.6.1. Type P2:

Semi-recessed wood pull. This pull is an insert placed into the drawer front or door.

2.3.6.2. Type P3:

Full-length groove. This is a "concealed" type of pull that allows you to open the drawer or door by means of a groove or lip that runs the full length of the door or drawer.

2.3.7. Door Hinges:

Semi-concealed or butt hinges, brass plated, or powder coated, with minimum of 4 through-door bolt fasteners per hinge (2 per hinge leaf). Hinges shall be minimum of 5-knuckle, 2.29 mm (0.090 inch) thick (heavy-duty), 70 mm (2 3/4") long. "European-style" hinges shall not be provided. Hinges shall provide a 270-degree opening angle. If fasteners are exposed when door or drop-lid is closed, security fasteners must be provided.

2.3.8. Power Cords:

Where outlets are specified, the power cord shall be of sufficient length to extend vertically from outlets, where mounted in cabinet, through grommet, to the floor, and then extend horizontally a minimum of 1200 mm (4 feet).

Outlets shall be placed within the cabinet for ease of use, and within a distance that does not exceed the standard length of appliance power cord.

2.3.9. Grommets:

Holes in the back panels shall be provided as indicated in the item descriptions. Holes are to be sanded and finished in a manner to give the back of the case a finished appearance. . If grommets with covers are to be provided in lieu of sanding and finishing the holes, they shall be heavy duty and attached to the back panel to ensure that they are not easily removable, but yet not permanently attached so they can be replaced if damaged.

2.4. NIGHTSTANDS:

Single free-standing unit, 22”-24”w x 16”-20”d x 22”-24”h, with number of drawers or compartment doors as specified per requirement.

2.4.1. Hardware:

Includes 1 pull per drawer, glides, and drawer guides.

2.4.2. Options:

1 drawer or 2-drawer; top drawer unit with bottom compartment.

2.5. PEDESTAL DESKS:

Desk unit to be free-standing, 42" - 48" W x 20”- 25”D. Desks shall have three drawers, one of which being a file drawer. 4edestal shall be a minimum of 16" wide.

2.5.1. Hardware:

Includes drawer guides, leveling glides, and drawer pulls.

2.5.2. Options:

4rovide pencil drawer.

3.0. WOOD TABLES:

All items shall meet or exceed the appropriate sections of ANSI/BIFMA X5.5-1989. Occasional tables (coffee table, end table, corner table, etc.) will be provided with 4 legs or panels on both ends. Other tables (dining table, game table, etc.) may have 4 legs with connecting aprons, a pedestal base with four prongs, or other appropriate base. The base shall never be less than half the size of the tabletop to prevent tipping.

3.1. MATERIALS AND FINISHES:

No fiberboard, particleboard, or hardboard shall be used in any part of the furniture or in any plywood component.

All lumber shall be kiln-dried to a moisture content of 5-8Y. All internal framing shall be constructed from selected mixed hardwoods. All external frame parts shall be #1 grade oak or maple or ash per AWI 100-S. The furniture finish shall be a multi-coat formulation, similar to AWI 1500, system 4 or 5, premium grade for filled grained woods.

3.2. TABLETOPS:

Tops shall be a minimum of 30 mm (1-3/16") thick, 5-ply hardwood plywood unless otherwise noted in the item descriptions. All exposed edges must be finished with minimum 10 mm (3/8") thick solid wood edge banding. The top surfaces shall be matte-finish, high-pressure plastic laminate, HGS series per AWI 200-G-5 unless otherwise noted in the item descriptions. Laminate color shall match the wood in both species and color. Tabletops may have a 42 - 48 pcf particleboard or 20 kg (45 lb.) MDF core provided that a minimum 19 mm (3/4") hardwood lumber band is provided on all 4 sides. The top must be completely sealed from moisture by use of the laminate, the lumber band, and a backer sheet. The backing sheet used must not be easily separated from the lumber banding. The connection of the top to the rest of the table must be designed so that the table will resist damage from moving the table by the top. Consideration should be given to connecting the legs and panels/aprons to the top in the lumber band. This may be accomplished through blocking located behind the panels/aprons, or by a metal angle that allows the top to be connected to the panels/aprons closer to the edges of the top. In addition, the glue line between the lumber band and the core material should be supported. 4edestal base tables may not be provided with particleboard or MDF tops.

3.3. HARDWARE:

Hardware consists of non-skid, rust-free steel with nylon leveling glides. Tables at standing height (greater than 810 mm (32")) will be provided with a foot ring.

3.4. FABRICATION:

All tables shall be constructed in accordance with AWI 400, 4remium grade, unless otherwise specified. All table frame joints shall be secured with glue and double doweled, unless otherwise specified. Wood dowels shall be multi-grooved and kiln-dried to a moisture content of 5Y or less. All frames shall be reinforced with corner blocks, glued and screwed to the frame. The top of the table shall be joined to the frame with screws and glue blocks. If a pedestal base is provided, the base shall have a metal spider plate that bolts to the tabletop to assure stability.

Adhesives used for laminating panels and assembly shall conform to ASTM D-905. All exposed edges shall either be eased or rounded.

4.0. FOUNDATION/BOXSPRING:

Power beam foundation; Triton bar, non-flex steel struts; Unitized grid system, “L” brace construction; Frame testing 2000#; Available in 8.75” or 5.5” heights with tapeless Ero-Tailoring. Foundation/Boxspring sizes shall be same as mattresses in paragraph 7.0.
