About this file

This is a Statement of Work for a boiler replacement project at Mountain Home Air Force Base (MHAFB) in Idaho, a Total Small Business Set-Aside opportunity under NAICS code 238220 (Plumbing, Heating, and Air-Conditioning Contractors). The project requires the dismantling and replacement of two existing boilers—one Lochinvar KnightXL Model KBX-1000N-M13 in Building 2310 and one Lochinvar KnightXL Model KBX-0400N in Building 1610, or approved equal units. The contractor must furnish all personnel, equipment, supervision, and materials necessary for removal, installation, and commissioning of fully integrated boiler systems. Work is scheduled for late spring, summer, and/or early fall 2026, with all boilers required to be installed and functioning by October 2, 2026. The project includes three inspection phases: Dismantling, Installation, and Final, with Base Civil Engineering Quality Assurance conducting site visits during each stage. A mandatory pre-construction meeting (approximately one hour) will be conducted on base prior to work commencement, and a final acceptance site meeting demonstrating boiler operation is required prior to final inspection.

The boilers must meet minimum salient characteristics including a 7-inch touchscreen LCD display, 97% thermal efficiency, flow switch, condensate trap neutralizer, and 10:1 turndown modulating burner system. Installation requirements include connecting to existing electrical, water, and gas lines; isolating existing boilers from the main loop; installing new appliance regulators and condensate neutralizer kits; providing BACnet (over IP) cards for Building Management Systems integration; installing isolation valves, tee connections, wye strainers, and flow switches; insulating new piping; and programming boilers to specified parameters including a 140-degree set-point with outdoor reset capability. All work must comply with Mountain Home AFB Temporary Environmental Controls standards and manufacturer specifications. The contractor must submit all operation and maintenance manuals and manufacturer start-up performance sheet results (two copies). Contract personnel must be fluent in English, obtain base identification and vehicle passes, and wear distinctive company identification at all times. No service interruptions are permitted during cold weather months when boilers are required for facility heat.

Statement of Work

Replace Boiler Bldg. 2310/Bldg. 1610

Revised 2/24/2026

GENERAL:

The contractor shall furnish all personnel, equipment, supervision, and materials necessary to remove, install, and commission a complete and functional boiler in B2310 and B1610 that will be fully integrated into the existing facility infrastructure IAW the SOW.

Requirements:

Contracting is requiring the removal of two boilers, one located in Bldg. 2310 and the other in

Bldg. 1610 and replaced with new units. The following work shall be IAW with manufacture instructions in conjunction with the SOW.

The contractor shall furnish and install two Lochinvar boilers or equal with the following required features to replace existing equipment. The minimum salient characteristics of the boiler are as follows.

a. Bldg. 2310 Lochinvar KnightXL Model KBX-1000N-M13 (1 EA) or equal.

b. Bldg. 1610 Lochinvar KnightXL Model KBX-0400N (1 EA) or equal.

c. Minimum 7” touchscreen LCD display

d. 97% Thermal Efficiency

e. Flow Switch

f. Condensate trap Neutralizer

g. 10:1 Turndown Modulating burner

System Installation:

The following items will be inspected to ensure compliance:

1. Connect new boiler to existing electric, water, and gas lines.

2. Isolate existing boilers from main loop. If the loop must be drained because existing valves fail, or no valves available contractor must notify Project

Manager prior to draining.

3. Provide and install a new appliance regulator as required and coordinate with existing building gas pressure. If an in-line regulator is used, it must be a minimum of 10 feet from boiler. Ensure interior regulator is vented to the outside.

4. Install condensate neutralizer kit on boiler and ensure a union is installed for future maintenance and is plumbed to floor drain not to be connected to any other drain system.

5. Provide BMS with BACnet (over IP) cards with the new boiler.

6. Re-establish existing ECS capability in each boiler if they are currently connected.

7. Install exhaust and intake ducts as required by manufacture instructions. (PVC is acceptable where manufacturer allows).

8. Install Supply and Return isolation valves between existing systems and unions on the new boiler. Valves need to be full port ball valves sized to boiler connections.

9. Install Supply and Return tee connections between existing system and new isolation valves to include Full port ball valves on offset of the tee for future emergency connection capped or plugged. Tee and offset connection valves to be sized to boiler connections. Ensure location of emergency hook up is within reasonable reach for future tie ins. Field verification of location by Project

Manager prior installation. Tie ins will be 2 ½”.

10. Install new wye strainer on the boilers return line with a blow down valves and plugged/capped.

11. Install field flow switch tying it back to the boiler’s controls. (In the event boiler manufacture does not provide one.)

12. Minor modification will be required to the existing supply and return lines connecting to the boilers to ensure proper flow between boilers and the system.

Field verification will be required for pipe sizing and material.

13. Insulate all new piping.

14. Perform new boiler start-up and place into operation by a manufacture specific certified start-up technician and submit manufacture start-up performance sheet results. *Note* Two copies, one left with the boiler and one presented to the PM.

15. Install either a manufacturer’s Outdoor sensor or provide one tying it into the boiler controls for outdoor reset.

16. Program boilers to base HVAC Shop’s parameters as follows:

17. Set-Point of 140 Degrees.

18. Cascade features to be wired-up if more than one boiler is installed. Building

2310 will be off outside air reset.

19. Outdoor reset schedule of minimum temperature set to outdoor temperature of 78 degrees making boiler 80 degrees and maximum temperature set to outdoor temperature of 25 Degrees making boiler 140 degrees.

Prior to final inspection, contractor shall attend final acceptance site meeting and demonstrate boiler operation.

Provide all Operation and Maintenance Manuals for all equipment installed under this project.

All work shall be in accordance with the current Mountain Home AFB Temporary

Environmental Controls section 01 57 19. (See Attachment).

Contractor will be furnished with the equipment room key which will be returned upon completion of the project.

List of required submittals:

1. All O&M manuals for equipment installed.

2. Start-up performance sheet result.
