FINGERPRINTING SERVICES

STATEMENT OF WORK (SOW)

1.0 BACKGROUND

As part of the security requirements for employment at the Air Force Research Laboratory (AFRL), Wright-Patterson Air Force Base, Ohio, perspective employees and interns are required to submit fingerprints using the Defense Counterintelligence and Security Agency (DCSA) approved Secured Web Fingerprint Transmission (SWFT) process to support their background investigation.

Applicants who are geographically dispersed around the United States and its territories are either fingerprinted manually on fingerprint cards or, when available, courtesy SWFT fingerprints are completed by Air Force bases; however, it is difficult for perspective employees to gain access to Air Force bases even when one is close to their location or to obtain manual fingerprint cards. This process is inefficient and unreliable. AFRL requires SWFT fingerprinting services to meet the demands involved with quickly bringing new employees onboard and/or eliminating unsuitable perspective employees in a timely manner.

The AF anticipates an annual estimate of up to 1,500 individuals requiring to be fingerprinted nationwide. This contract is to be awarded with a base year, four out year options and an Extension of Services Clause for up to an additional six months.
