Statement of Work
Specifications for Snow Plowing Services for the Syracuse Air Traffic Control Facility, Syracuse Hancock International Airport, 200 Constellation Way N, North Syracuse, NY 13212.
The contractor will have access to the parking lot only. To enter the site the contractor must press the button at the front gate and AT personnel in the cab (Manned 24/7) will open the front gate remotely to allow site access to the parking lot. The names of contractor personnel shall be provided for security requirements.
The contractor shall be responsible for any damage caused by himself/herself and his/her employees and equipment while on government property. Contractor is responsible for any damage which includes, but is not limited to, the fencing, light fixtures, etc. and must be reported immediately to the SSC Supervisor or COR.
Requirements:
a. The snow has to be removed from the drives and the parking areas, as there is no place to plow the snow.
The fence is within a foot or two of the parking spaces. There is one area that the snow can temporarily be piled; the back parking lot (no more than 20' high snow pile). All of the parking lot is bounded by curbs.
b. Due to the narrow drives involved and the architectural spaces, the snow around the building will be removed, there is no place to push or store it. Individual parking spaces are to be kept clear. Proper equipment will be utilized to ensure vehicles are not damaged. The contractor must submit the type of equipment he intends to use for snow removal.
Suggested equipment:
• Snow plows –with minimum capacity of five (5) tons, minimum seven (7)’ width and one (1) with a six (6)’ plow for perimeter walkway. Plows must be properly maintained to ensure the clearest surface possible.
• One (1) front end loader – minimum capacity three (3) cubic yards (farm type excluded). Only needed if snow needs to be removed off the premises.
• At least one dump truck to remove snow from the cleared areas in a timely fashion – minimum capacity six (6) cubic yards.
• Sanding equipment – The type of equipment utilized must provide for an expeditious, even distribution of sand to the widest extent possible and at the same time operated in such a manner as not to cause possible damage to any personnel/real property in vicinity of operation.
• A snow blower may be utilized in those areas where it is practical and where it will not violate any other terms of the contract.
• Snow shovels to clear out all drainage, and exit/entryways (includes emergency exits).
c. Snow removal shall begin when two (2) inches accumulates. The lot must be sanded and salted with a 50/50 mix. Freezing rain/sleet will require sanding and salting. If freezing rain/sleet occurs without snow, sanding/salting will be required during all shift changes of Air Traffic personnel to ensure safe access in and out of the facility. All doorways require snow removal including rear exit fire door, telco room and engine generator room. Ensure that fire hydrants are not blocked.
d. The sidewalks must be done at the same time. Sidewalks will be treated with flake calcium and sand to provide a safe walking surface reasonably free of ice and snow. Plastic containers of flake calcium and sand will be provided at each entrance, to be used by FAA employees to dust the walk as necessary in between contractor visits. Contractor will replace/refill each container when its supply of flake calcium and sand is depleted.
e. In the spring, the contractor shall clean up, sweep, and remove the sand/salt mixture. Additionally, any landscape damaged in the course of snow removal shall be repaired or replaced at no additional cost to the FAA.
Invoices:
The contractor shall invoice the FAA for services performed at the end of each month.
Coordination:
a. Prior to the start of plowing season, contractor will meet with the SSC Supervisor or COR to determine type of equipment contractor intends to utilize and go over a storage location. Spring cleanup will be coordinated with the SSC Supervisor or the COR and the contractor.
