The project will be performed at the Denton, Texas Federal Regional Center (800 N. The Department of Homeland Security (DHS)

6 September 2026
1.0 GENERAL
1. 1 Background
The Federal Emergency Management Agency (FEMA) coordinates the Federal Government's role in all presidentially declared Emergencies and Major Disasters, whether natural or human- caused, including acts of terror. To accomplish this mission FEMA maintains 24-hour situational awareness through the FEMA Watch program. The program provides situational awareness that enables leadership at all levels to make informed decisions whether to activate incident support/management personnel and provides continual monitoring of incidents during activations.
Elements that support the FEMA’s Watch capability, from the National Watch Center (NWC) to the Regional
Watch Center (RWC) functions, fulfill unique responsibilities, operate under distinct authorities, and provide specialized capabilities, and are charged with providing for a common mission, maintaining awareness of potential and occurring incidents, conducting analysis to identify potential threats and determine impacts, notifying appropriate stakeholders of incident activity, and disseminating reports during the initial stages of incidents.
This project will take place at Denton, Texas Federal Regional Center (FRC), located with FEMA Region 6.
This refresh focuses on the Regional Watch mission, which serves as the 24-hour ‘Watch capability’ for
FEMA Region 6 and the five states in their Area-Of- Responsibility (AOR) – Arkansas, Oklahoma, New
Mexico, Louisiana, and Texas, as well as the Tribal Nations within those geographic boundaries. The Watch is responsible for maintaining around-the-clock situational awareness; providing timely alerts, notification, and decision-making support; the preparation, coordination and dissemination of day-to-day Watch and initial incident reports; and the operational transition of incidents to activated region response elements.
