EMCS (Energy Management Control System) COINv2 Server

STATEMENT OF WORK
Project Manager
Ms. Brandy Scurlock
1.0 SCOPE
1.1 Project: The project is located on Eglin AFB, Main Base, Jackson Guard, Duke Field, and Range locations. The Contractor shall be required to furnish all materials, equipment, plant, labor and personnel necessary to design, manage, and accomplish this task order in accordance with the contract requirements. Contractors will be required to coordinate, enter, and work in secure facilities. Multiple Facilities located at Eglin AFB have outdated EMCS (Energy Management Control System) that require upgrading. The EMCS network must be updated to maintain connectivity to multiple outdated facility controls, meet the current cybersecurity requirements, and install a server to support COINv2.
Work includes but is not limited to: Install a new server with Niagra N4 software. The contractor will verify equipment to identify additional degraded controls equipment, bringing attention to Eglin AFB.

1.2 Existing Conditions: There are multiple facilities located on Eglin AFB with outdated EMCS controls.
Due to aged equipment connectivity and control to these facilities have been lost via the EMCS. The main EMCS server is in Building 696 data center. It is the contractor’s responsibility to ensure the completed project meets all applicable current codes, regulations, guidelines, manuals, acts, laws and standards. Materials shall be GSA approved or equal where applicable. Conduct a site visit prior to bid to assess exact site conditions.
1.3 Title and Location. Base wide EMCS (Energy Management Control System) Equipment Upgrades;
Eglin AFB, Florida. The Project areas are in multiple facilities on Eglin Air Force Base. See Attachment 2 for Identified facilities.
1.4 Work Required: The work shall be designed to comply with all applicable Federal, State and local requirements and other standards referenced herein. The Florida Department of Environmental Protection regulations referenced in this SOW are considered as contract documents; thus, they should be applied to all work performed under this contract. The work includes but is not limited to the following:
a) General Scope: Provide labor and materials for controls upgrade for the facilities listed in
Attachment 2.
b) Controls: Install new server with software to current latest version of Tridium Niagra N4 with necessary modules and a 5-yr service maintenance agreement (SMA). This will be utilized as the COINv2 server. Contractors cannot use hallways/corridors as storage or phase staging. Material storage must be coordinated prior to any work being done. Means of egress shall be continuously maintained free of all obstructions or impediments to full instant use in the case of fire or other emergency per NFPA 101, chap 7 and AFI 91-203, para 7.2.1.2.
c) Phasing: Work areas shall be isolated and in compliance with base regulations to reduce disturbance to personnel working around the area. Evening and weekend work hours, if approved by the Government, shall be coordinated in advance with the Air Force project manager. Contractors are required to coordinate with base personnel to access all facilities, some facilities are secure areas and have limited access times.
d) Permits: If required, prepare and obtain all environmental permitting including:
• Eglin Air Force Base permits, etc.
• The Contractor shall pay all permits fees.
• The Contractor shall be responsible for obtaining the permits required to perform this project including digging permits, storm water, burning permits, and NPDES permits.

1.5 Site Visit: The Contractor is responsible for visiting the project site to obtain a firsthand look at existing conditions. The Contractor shall validate all materials and labor indicated in field and advise Contracting Officer of any significant variations. The Contractor is also responsible to meet with the project manager, security manager, user, and Contracting Officer before submitting the cost proposal to validate intent of scope. The purpose of this meeting is to address any scope questions prior to price submission. The Contracting Officer will schedule the date and time of a Site Visit to visually assess the existing condition of the project area. Any verbal questions at the Site Visit shall be addressed to the Contracting Officer.
After the Site Visit, any concerns or questions shall be in writing, directed at the Contracting Officer.
1.6 Base Access: Any person, individual, entity, or company requiring base access shall contact the Contracting Officer to obtain and process an access permit. Current Photo Identification, Current Driver’s License, Current Registration, and Current Vehicle Insurance shall be required for vehicle access pass.
Allow up to 10 days for Base access. Base Contracting can submit completed Base Access Request for up to six-months. Commercial vehicles shall use the Contractor’s Gate and are subject to research. The entire contractor workforce shall be U.S. citizens.
1.7 Performance Time: The Period of Performance for the project will be 90 calendars days. Any work performed on federal holidays must be coordinated by the Contracting Officer. Work shall be performed during the facilities normal work hours: 0700 – 1700.
