STATEMENT OF WORK

PerkinElmer Optima 8300 ICP-OES Service Contract

GENERAL INFORMATION

1.0 Scope of Work:

Service contract agreement for one (1) full year support for preventative maintenance and unexpected repair of the following instrument and components, with exact serial numbers to be:

• PerkinElmer Optima 8300 ICP-OES

• Autosampler

• Chiller

2.0 Background:

The USDA National Soil Erosion Research Laboratory (NSERL) requires a service contract for preventative maintenance and unexpected repair of the following instrument: PerkinElmer Optima 8300 ICP-OES and associated components, as listed. This instrument is used almost daily for critical and priority research, with some samples that have a 72-hour analysis window. As such, our top priority is the ability to schedule and complete corrective repairs by a PerkinElmer trained Service Engineer within 72 hours.

The Government anticipates award of a firm fixed price contract for a base year with four option years.

BASE YEAR – 12 MONTHS FROM DATE OF AWARD

OPTION YEAR 1 – 12 MONTHS FOLLOWING BASE CONTRACT

OPTION YEAR 2 – 12 MONTHS FOLLOWING OPTION YEAR 1

OPTION YEAR 3 – 12 MONTHS FOLLOWING OPTION YEAR 2

OPTION YEAR 4 – 12 MONTHS FOLLOWING OPTION YEAR 3

CONTRACTOR REQUIREMENTS

3.0 Technical Objectives and Tasks:

Objectives: Timely technical support for PerkinElmer Optima 8300 instrument, including autosampler and chiller in the form of remote and on-site assistance. Assistance will be in the form of troubleshooting, diagnosing, repairing, maintaining, and updating analytical instrument and computer operations.

Tasks:

• Priority status for technical support inquiries including communication with a certified service engineer within 24 hours. A certified service engineer will conduct troubleshooting diagnosis and Corrective Repair procedures, using the latest digital remote support tools as appropriate.

• Field Service Engineer labor, travel, and parts required for on-site Corrective Repair visits.

Contractor shall respond to schedule a service visit within 72 hours of initial contact.

• One (1) or more scheduled annual Preventative Maintenance visit, including standard PM tools and equipment.

4.0 Government Furnished:

Resources for instrument function, including required gases and electrical supply will be made available. Access to the building will be available during normal business hours, and escorting will be available when needed.

3 Preventative Maintenance Scheduled annual preventative Maintenance visit, including parts, labor, travel, and/or software. One or more per year.

Visit will be scheduled with NSERL staff.

4 Software and Firmware Updates

Software and firmware updates intended to improve instrument performance.

Updates will be suggested by instrument manufacturer and/or service provider.

6.0 Travel:

Travel to complete Preventative Maintenance visit AND Corrective Maintenance visits will be included in the cost of the service contract with no additional charge to NSERL. Repairs will be attempted remotely before charging for an on-site visit.

7.0 Contractor’s Key Personnel:

Only PerkinElmer trained Service Engineers are to perform any service procedure on this instrument.

8.0 Security Requirements:

All Field Service Engineers must be escorted when inside buildings and comply with current safety restrictions at the time of service.

Working hours are between 8:00am and 5:00pm daily.

9.0 Data Rights:

Service Engineers have no right to the data acquired by analysis instrumentation, including operating computers. Any data backed up during software and/or firmware updates will be the sole property of the USDA NSERL.

10.0 Section 508 – Electronic and Information Technology Standards:

Not Applicable.

11.0 SECTION 889 OF THE NATIONAL DEFENSE AUTHORIZATION ACT CERTIFICATION:

Offeror will represent that:

(1) It will not provide covered telecommunications equipment or services to the Government in the performance of any contract, subcontract or other contractual instrument resulting from this solicitation.

(2) After conducting a reasonable inquiry, for purposes of this representation, the Offeror represents that It does not use covered telecommunications equipment or services, or use any equipment, system, or service that uses covered telecommunications equipment or services.
