Statement of Work for FY21 Bldg 9 ARS Renderer Seal Replacement and Rebuilds
USDA NCAH, Ames
GENERAL INFORMATION
1.0 Scope of Work: Contractor shall provide all labor and material necessary to remove the existing Chesterton 280M seals (two total – one non-drive side mechanical seal and one drive-side mechanical seal) and contractor will install new, USDA NCAH-provided Chesterton 280M exact match seals as per manufacturer recommendations and specifications. Contractor will then take the two Chesterton 280M mechanical seals that the contractor removed from the existing renderer back to their facilities, investigate the cause of the seal failure, provide a report to the USDA as to what the cause of the failure was, rebuild the two seals to meet the Chesterton manufacturing standards and then ship seals back to the USDA for the USDA’s stock use as redundant seals.
2.0 Background: The contractor shall perform all necessary labor to remove existing mechanical seals and replace with USDA-provided Chesterton exact match seals. All steps taken by contractor shall be performed by Chesterton trained and certified installers and shall follow the Chesterton manufacturer’s recommendations and specifications.
CONTRACTOR REQUIRMENTS
3.0 Technical Requirements/Tasks:
The contractor shall perform all necessary labor to remove existing mechanical seals and replace with USDA provided Chesterton, exact match seals. All steps taken by contractor shall be performed by Chesterton trained and certified installers and shall follow the Chesterton manufacturer’s recommendations and specifications. Steps to be taken by contractor include but are not limited to:
1. Remove existing bearing on the non-drive side of renderer.
2. Remove existing 280M Chesterton seal on non-drive side of renderer.
a. Disconnect and flush the seal water lines.
b. Loosen the seal locking collar set screws.
c. Remove seal gland nuts.
d. Remove the seal from the shaft.
e. *Contractor may utilize the USDA’s hoist system for removal and replacement of seals.
3. Install new 280M Chesterton (USDA-provided) seal on the non-drive side.
a. Install new USDA provided 280M Chesterton seal on shaft.
b. Reinstall and tighten gland nuts
c. Reconnect seal water lines and flush.
d. Reinstall and tighten locking collar set screws.
4. Reinstall existing bearing on the non-drive side of the renderer.
5. Remove existing 280M Seal on Drive Side.
a. Remove existing renderer belt drive cover on the renderer drive side.
b. Remove existing motor from renderer.
c. Remove existing gear box from renderer.
d. Disconnect and flush the seal water lines.
e. Loosen the seal locking collar set screws.
f. Remove seal gland nuts.
g. Remove the seal from the shaft.
h. *Contractor may utilize the USDA’s hoist system for removal and replacement of seals.
6. Install new 280M Chesterton (USDA-provided) seal on the drive side.
a. Install new USDA provided 280M Chesterton seal on shaft.
b. Reinstall and tighten gland nuts
c. Reconnect seal water lines and flush.
d. Reinstall and tighten locking collar set screws.
7. Reinstall existing gearbox onto renderer.
8. Reinstall existing motor onto renderer.
9. Reinstall existing renderer belt drive on the renderer drive side.
10. Once new seals have been installed on renderers. Contractor shall work with Owner to test and commission new seals and verify operation and integrity of the seals.
11. Contractor shall then take the two Chesterton mechanical seals that were removed from the existing renderer back to their facilities, investigate the cause of the seal failure, provide a report to the USDA as to what the cause of the failure was, rebuild the two seals to meet the Chesterton manufacturing standards and then ship seals back to the USDA for the USDA’s stock use as redundant seals.

4.0 Government Furnished:
1. Two Chesterton 280M seals for installation by the contractor.
2. The contractor may use the USDA bldg. 9 hoist system for removing and reinstalling both bearings as well as removing and reinstalling motor and gear box in order to access the seal on the motor (drive) side of the renderer.
3. Utilities: The existing USDA utilities at the site may be used by the Contractor for completion of the contract work at no cost to the Contractor. The Contractor shall be responsible for making and removing any utility connections.
4. Telephones: The Contractor shall equip all his foremen and work leaders with cell phones as necessary to coordinate the work effort. The Government will not provide any phone service to the project.
5. Construction Trailer: There should be no reason for a construction trailer onsite due to the minimal construction duration and the location inside. If trailer is needed for material storage, location shall be coordinated with COR one week in advance of delivery of trailer
6. Toilet Facilities: The Contractor may utilize the location’s facilities as designated by the
COR/LC.
5.0 Deliverables/Schedule:

7.0 Security Requirements:
1. Work Restrictions & Conditions
A. Site Security Access
1. Access to the construction site is controlled by a security fence and visitor/contractor-in/check-out system. All contractor/subcontractor employees shall sign-in and out at the main site entrance gate and wear a contractor/visitor identification badge at all times while on the site. The ID badges will be turned in at the end of the work day. A current government-issued identification with a picture ID is required for entry.
2. Contractor shall supply the COR with a list of individuals for contractor and/or subcontractors and their associated company, what days and times they will be onsite a minimum of 48 hours in advance (any requests for Monday and Tuesday work shall be made prior to Friday of previous week).
3. Access to each individual site shall be arranged by the Contracting Officer's Representative according to the schedule submitted by the contractor and approved by the Contracting Officer’s Representative. The contractor shall coordinate and schedule his/her work under this contract to cause the least interference with the normal operations.
4. All contractors and sub-contractors shall be American Citizens.
5. Construction vehicles will be allowed access adjacent to the work; contractor employee’s personal vehicles shall be parked in the facility parking lots.
6. The Contractor shall use only the service roads and access routes approved by the Contracting Officer’s Representative.
7. Work shall be confined to the areas within building 9 on the NCAH campus.
Unless accompanied by a NCAH/USDA employee, the Contractor, subcontractors, and their employees shall not enter buildings or facilities not specifically part of this project. Reasons included, but are not limited to, disease control and health requirements.
8. Additional security requirements may be imposed when the Federal Government raises the Homeland Security Alert Level. Additional directions will be provided if the situation occurs.
9. Failure to comply with access requirements shall be adequate grounds for removal of the Contractor/subcontractor employees from the site and barring further site access to individuals.
B. Work Hours: Regular work hours for the site are 8:00 am to 4:30PM, Monday through Friday, excluding Government holidays. Requests for exceptions to this schedule shall be made in writing forty-eight (48) hours in advance and approved by the Contracting Officer's Representative.
C. Work Outside Regular Work Hours: Work scheduled outside regular work hours including late hours, Saturdays, Sundays, and Government holidays requires Contracting Officer’s Representative (COR) approval in advance. Make application to the COR at least 7 calendar days prior to such work to allow arrangements to be made by the Government for access to the work area and inspection & monitoring arrangements. Requests shall include the exact dates, hours, location, and purpose of the exception. If approved, the COR will coordinate access with the site security office.
D. Coordinate use of premises under direction of the COR. Contractor shall confine construction equipment, storage of materials and equipment and operations of workers to areas permitted by law, ordinances, permits, or requirements of Contract Documents, and shall not unreasonably encumber premises with construction equipment or other material or equipment.
1. Assume full responsibility for protection and safekeeping of items under this
Agreement, stored on site.
2. Move any stored items, under Contractor’s control, which interfere with operations of Owner or separate contractor.
3. Obtain and pay for use of additional storage or Work areas needed for operations.
E. Owner will occupy premises during entire period of construction for conduct of its normal operations. Coordinate with Owner’s Representative/COR in all construction operations to minimize conflict, and to facilitate Owner usage.
Contractor shall at all times conduct its operations as to ensure least inconvenience to Owner.
2. Coordination
A. The contractor shall coordinate all work with the Contracting Officer's Representative.
B. The contractor shall submit an installation schedule for review and approval by the Contracting Officer's Representative within ten (10) days of task order award.
C. The contractor shall be solely responsible for coordinating work with all subcontractors and ensuring that all items of joint use in conjunction with installations are completed.
3. Special Provisions
A. There are buildings on campus and within this building that are bio-security facilities and contains biohazard materials; therefore, the contractor must complete any area specific training before entry and follow bio-security procedures for entering and exiting any such facility. In addition, any tools or equipment carried into the facility must be decontaminated if required before they can be removed from the facility.
B. The Contractor shall confine all operations to within the work limits of the project and exercise special care to maintain natural surroundings undamaged. All surfaces that have been altered for the installation of the concrete shall be refinished to match original condition by skilled personnel of the trades involved at no additional expense to the Government.
C. Finished surfaces of existing facilities that are affected, marred, scratched, or damaged by the contractor shall be refinished to match original condition.
1. Patching material shall be of the same type, style, and thickness, and shall be finished to match existing adjacent surface construction in color and texture.
2. Patching material, paint color, paint material and paint application methods shall be approved in advance by the Contracting Officer’s Representative.
D. No building structural members shall be cut or altered without prior approval of the Contracting Officer's Representative.
E. Any damage resulting from contractor's operation shall be brought to the attention of the Contracting Officer's Representative immediately.
F. The contractor shall take all necessary and reasonable measures to keep the work site clean of trash and debris. Work areas shall be cleaned immediately as work in that area is completed, and before moving to a new work site. Place all trash and debris in OSHA approved containers, remove, and dispose of trash off site daily.
G. Under no circumstances shall there be any use of food or drink in the renderer room. For all contractor use of food or drink, they must exit the room and proceed back to the renderer control room where food and drink may be used there.
H. The contractor shall move all materials and equipment, including ladders and scaffolding from the site at the completion of each day's operation unless otherwise approved by the Contracting Officer's Representative.
I. The contractor shall provide proper safety equipment to workmen and ensure a safe environment for employees and the public always. The contractor shall work to ensure free, unobstructed, and safe access to and about the work area.
J. The contractor may use the USDA 4-ton hoists for removal and installation of the existing renderer seals, bearings, motor, etc.…
4. Confined Space Program:
A. The Contractor and/or subcontractor employees who will be entering Confined
Spaces shall be adequately trained and equipped for access and extraction. The Contractor shall provide all ventilation equipment, air quality monitoring, harnesses, and other safety equipment as appropriate for OSHA compliance.
B. The Contractor’s Confined Space program shall substantially conform to the NCAH Confined Space Plan. The Contractor shall submit a written copy of their plan(s) for acceptance by the COR prior to entry into any confined spaces.
C. The Contractor shall provide copies of entry logs and monitoring to the Owner’s Representative at any time requested during the project effort.
5. Lock-out/Tag-out Program
A. The Contractor and/or subcontractor employees who will be working on the job will apply a lockout/tagout (LOTO) process to control dangerous energy sources.
The Contractor/subcontractor shall have a LOTO program established and use Contractor LOTO locks, tags, and procedures.
B. The Contractor/subcontractor shall review their LOTO program with NCAH FEU personnel to coordinate LOTO programs before implementing LOTO.
7. Hot Work Plan
A. If necessary, the Contractor/subcontractor shall have a written plan in place to manage the safety and fire hazards associated with hot work. The Plan shall include fire watch and all other requirements in accordance with OSHA. The Contractor/subcontractor shall maintain written records of hot work until final acceptance of the project and shall provide copies to the Owner’s Representatives at any time requested.
