1. Background
Indiana Dunes National Park is looking to replace the Plumbing System RV Dumping Station located at the Dunewood Campground. The job is to replace all parts and tubing from the 1 HP pumps to the vault valve. Part of the project includes the replacement of all the fittings and features in the valve vault.
Any excavation will be done by NPS staff. The following table Included all the parts to be replaced:
2. Objectives
At the completion of the project, a Plumbing System will be replaced at the RV Dumping Lift Station.
3. Place of Performance
Indiana Dunes National Park Dunewood Campground Dunewood Pkwy Chesterton, Indiana 46304 One RV Dumping Lift Station (at the above location)
4. Period of Performance
Project to be completed 60 days after contract award effective date.
Work will be conducted within the hours of 7:00AM to 4:00PM - Monday through Friday. Saturday work may be accomplished at the direction of the COR.
Work on the weekends and after-hours will be at the discretion of the Contracting Officer Representative (COR) and/or Contracting Officer (CO). Work in this case will not be allowable unless pre-approved by COR or CO.

No work will be accomplished on federal holidays in which the park is closed.
The Contractor shall always conduct his operations to ensure the least inconvenience to the public.
5. Scope
The Contractor shall provide all labor, materials, tools, and other equipment necessary to replace the plumbing system. Any excavation needs to be coordinated with the COR.
6. Tasks
RV Dumping Lift Station:
Provide all labor, materials, tools, and other equipment necessary to replace the plumbing system at the RV Dumping Lift Station. See attached drawings in Appendix B. Install in accordance with manufacture’s requirements and installation instructions for the various fixture units. See Table in Appendix A.

PART 1 - GENERAL
1. RELATED DOCUMENTS:

A. Work Included: Provide plumbing piping valves and accessories as specified, and indicated in the SOW.

3. QUALITY ASSURANCE:

A. Shop Drawing submittals shall include, but not be limited to, the following:
2. Cut sheets on all valves, strainers, unions, flanges, gaskets, water meters, and gauges and thermometers, clearly showing all rating, capacities, and features.
3. Valve samples, when requested.
5. DELIVERY, STORAGE AND HANDLING:
A. Store plumbing piping valves and accessories in their factory-furnished coverings, and in a clean, dry indoor space which provided protection against the weather.
PART 2 - PRODUCTS
MATERIALS: See Table 1 in SOW.
Suggested Products/Materials. All product/materials specifications are subject to FAR Clause 52.211-6 Brand Name or Equal. Brand name or Equivalent product must use manufacturer’s instructions and recommendations for product installation.
2.1 VALVES
A. General: All valves shall be similar to numbers listed. All similar type and size valves shall be products of one manufacturer.
B. Applications: Valve application shall be as follows:

D. Flanges: Valve flanges and companion flanges for all valve applications shall be compatible with the valve rating and the system pressure at the point of application. Flanges shall conform to ANSI B16.1 and ANSI B16.10.
E. General Requirements:
1. All valves shall be of threaded or flanged type. No solder connected valves on water lines shall be used on this project. All bronze and iron body gate and globe valves shall be of one manufacture for each project. Manufacturers of other types may not be mixed on the same project; i.e., all butterfly valves shall be of the same manufacture, all ball valves shall be of the same manufacture, etc.
2. All valves at system points where the System Working Pressure (SWP) at the point of application, including appropriate pump shutoff head, does not exceed 150 psi, may use Class 150 valves.
3. All bronze gate valves for pressures up to 150 psi shall be ASTM B62 composition bronze. Bronze valves for pressures above 150 psi shall be ASTM B61 steam bronze. All bronze valves shall be union or screw over bonnet, rising stem type with ASTM B99 alloy 651 or ASTM B371 alloy 694 or equal stem material.
4. All bronze ball valves for pressures up to 300 psi shall be ASTM B62 composition bronze or ASTM B584 alloy 844.
5. All iron body valves shall have the pressure containing parts constructed of ASTM A126 Class B cast iron. Stem material shall meet ASTM alloy 876 or ASTM 371 Alloy 876 silicon bronze or its equivalent. Gates and globes shall be bolted bonnet with OS&Y (outside screw and yoke) and rising stem design. A lubrication fitting shall be provided on yoke cap for maintenance lubrication of the yoke bushing.
6. All valves shall be repackable, under pressure, with the valve in the full open position.
7. All gate valves, globe valves, angle valves and shutoff valves of every character shall have malleable iron handwheels, except iron body valves 2-1/2" and larger which may have either malleable iron or ASTM A126 Class B, gray iron handwheels.
8. Packing for all valves shall be selected for the pressure-temperature service of the valve. It is incumbent upon the manufacturer to select the
P a g e 9 | 25 best quality, standard packing for the intended valve service. At the end of one year period spot checks will be made, and should the packing show signs of hardening or causing stem corrosion then all valves supplied by the manufacturer shall be repacked at no expense to the Owner with a packing material selected by the Owner.
9. Valves located with stem in horizontal position shall be drilled and tapped in accordance with MSS-SP-45 at Boss G to accommodate a drain valve.
F. Plumbing Valves For Domestic Water Service at or Less Than 150 PSIG:
1. Ball Valves:
a. Ball valves shall be two piece with a standard or full line size port chromium plated brass balls for domestic water, 316L stainless steel and stems and reinforced seats and stuffing box rings. All ball valves shall be designed to permit repacking while valve is in line. Valves shall be furnished with blow outproof stems.
b. Ball valves 2" and smaller shall be threaded body bronze or brass valves of a full or standard port design. Valves shall be rated for 300 psi WOG and shall conform to Federal Specification WW-V-35B.
Valves shall be:
1) Apollo No. 77-100 Series.
2) Crane No. 9032 Series .
3) Nibco No. T-585 Series.
4) Red and White No. 5044F Series.
5) Stockham No. S-216-BR-R-T.
6) Victaulic Style 722
7) Milwaukee UBPA-475 Lead-free
2. Globe Valves:
a. Globe valves 2" and smaller shall be 300 psi WOG rated, all bronze globe valves with renewable-regrindable stainless steel plug disk and seat ring, union bonnet, and threaded connections. Valves shall conform to MSS SP-70 and shall be:
1) Crane No. 14-1/2-P.
2) Jenkins No. 546-P.
3) Lunkenheimer No. LQ-600-150.
4) Nibco No. T-276-AP.
5) Stockham No. B 29.
6) Walworth No. 3237-P.

b. Angle and Y-pattern globe valves corresponding to the standard globe valve models specified above may be used where more-suited to the installation location.
3. Check Valves:
a. Check valves 2" and smaller shall be Class 150 threaded bronze swing check valves with horizontal swing and replaceable discs.
Valves shall be rated for 300 psi WOG and shall conform to MSS SP-80 and shall be:
1) Crane No. 141.
2) Jenkins No. 352-C.
3) Lunkenheimer No. 230.
4) Nibco No. T-433.
5) Red and White No. 238.
6) Stockham No. B-321..
7) Milwaukee UP509 Lead Free
b. All swing check valves shall be installed in vertical piping only.
Allow adequate pipe clearance to allow for proper valve operation.
G. Flanges: Valve flanges and companion flanges for all valve applications shall be compatible with the valve rating and the system pressure at the point of application.
H. Valves for Gas Service:
1. Valves 2-1/2" and smaller Ball Valves, UL-AGA approved refer to Paragraph 2.1/G.1.
2.2 UNIONS:
A. General: Provide in lines assembled with screwed and soldered fittings at points of connection to items of equipment and elsewhere as indicated or required to permit proper connections to be made or so that equipment may be removed. Unions shall also be provided in welded lines at the connections to items of equipment, where flanges are not provided.
1. Unions in steel lines assembled with screwed fittings shall be malleable iron screwed pattern unions with bronze seats. Unions in copper or brass lines shall be all brass, threaded pattern unions. Where unions are required by the above in steel lines assembled by welding, they shall consist of two mating welding flanges.
2. Dielectric unions shall be used at all junctures of dissimilar metals.

3. Unions in 2" and smaller in ferrous lines shall be Class 300 AAR malleable iron unions with iron to brass seats, and 2-1/2" and larger shall be ground flange unions. Unions in copper lines shall be 125 pounds ground joint brass unions or 150 pounds brass flanges if required by the mating item of equipment. Companion flanges on lines at various items of equipment, machines and pieces of apparatus shall serve as unions to permit removal of the particular items. See particular Specifications for special fittings and pressure.
2.3 FLANGES:
A. General: All 125/150 pound and 250/300 pound ANSI flanges shall be weld neck and shall be domestically manufactured, forged carbon steel, conforming to ANSI B16.5 and ASTM A-181 Grade I or II or ASTM A-105-71 as made by Tube Turn, Hackney or Ladish Company. Slip on flanges will not be acceptable. Each fitting shall be stamped as specified by ANSI B16.9 and, in addition, shall have the laboratory control number stenciled on each fitting for ready reference as to physical properties and chemical composition of the material. Complete test reports may be required for any fitting selected at random. Flanges which have been machined, remarked, painted or otherwise produced domestically from imported forgings or materials will not be acceptable. The flanges shall have the manufacturer's trademark permanently identified in accordance with MSS SP-25. Submit data for firm certifying compliance with these Specifications. Gaskets used shall be ring form, dimensioned to fit accurately within the bolt circle, shall be 1/16" thick, Manville service sheet packing Style 60. Inside diameter shall conform to the nominal pipe size. Bolts used shall be carbon steel bolts with semifinished hexagon nuts of American Standard Heavy dimensions. All-thread rods will not be an acceptable for flange bolts. Bolts shall have a tensile strength of 60,000 psi and an elastic limit of 30,000 psi. Flat faced flanges shall be furnished where required to match flanges on pumps, check valves, strainers, and similar items. Only one manufacturer of weld flanges will be approved for each project.
2.4 GASKETS:
A. General: Gaskets shall be placed between the flanges of all flange joints.
Such gaskets shall be ring form gaskets fitting within the bolt circle of their respective flanges. Gaskets shall be 1/16" thick Manville Service Sheet Packing Style 60. The inside diameter of such gaskets shall conform to the nominal pipe size and the outside diameter shall be such that the gasket extends outward to the studs or bolts employed in the flanged joint.

2.5 FLEXIBLE CONNECTIONS: -Not Used.
2.6 GAUGES:
A. General: Provide gauges and thermometers for monitoring plumbing systems as shown on the Drawings and specified herein.
B. Gauges: Gauges shall be Ashcroft, Trerice, Weksler, Moeller, or U.S. with 4-1/2" dial face, phenol case, stainless steel movement with Grade A phosphor bronze bourdon tube and micrometer-type calibration adjustment screw. Accuracy shall be 1/2 of 1% of full scale. Provide a Crane No. 88 or equal needle valve gauge cock in pressure tube to gauge. Gradation shall be one pound or less.
C. Range and Gradations: Gauges and thermometers shall be selected to give range and graduations best suited for quantities to be measured. Generally, gauges and thermometers shall be selected so that normal operating pressures and temperatures are not more than 2/3 nor less than 1/2 of the range; scale division shall be 2°F or less. Typical ranges for domestic cold water shall be 0°F to 100°F and for domestic hot water shall be 30°F to 240°F.
D. Gauge Locations: Provide pressure gauges at the following locations:
1. Suction side of each pump.
2. Discharge side of each pump.
3. At the inlet and outlet of each water softener.
4. As shown on the Drawings.
PART 3 - EXECUTION
3.1 INSTALLATION:
A. General: Except as otherwise indicated, comply with the following requirements.
B. Isolation Valves: Provide isolation valves in domestic water systems at each runout to a piece of equipment, each fixture, and elsewhere as shown on the Drawings.
C. Valve Stems: Install valves with stems pointed up, in the vertical position where possible, but in no case with stems pointed downward from a horizontal plane. All valves shall be located so as to make the removal of their bonnets possible. All flanged valves shown in the horizontal lines with the valve stem in a horizontal position shall be positioned so that the valve stem is inclined one bolt hole above the horizontal position. Screw pattern valves placed in horizontal lines shall be made up with their valve stems inclined at an angle of 30 degrees above the horizontal position. All valves must be true and straight at the time the system is tested for final acceptance. Valves shall be installed as nearly as possible in the locations as shown on and Drawings. Any change
P a g e 13 | 25 in valve location must be so indicated on the As-built Drawings.
D. Swing Check Valves: Swing check valves shall be installed in horizontal piping only.
E. Unions and Companion Flanges: Provide unions or companion flanges where required to facilitate dismantling of valves and equipment.
F. Strainer Blowdown: Provide a blowdown valve with hose connection and cap at each strainer for blowdown.

8. Suggested Products/Materials All product/materials specifications are subject to FAR Clause 52.211-6 Brand Name or Equal. Brand name or Equivalent product must use manufacturer’s instructions and recommendations for product installation.
A. Additional Specifications
1. Contractor shall/will be responsible for the removal and safe disposal of existing plumbing system and fixtures.
2. Contractor work will be done to meet all codes and requirements.
3. Contractor shall/will coordinate scheduling of installation and which areas to be done with the COR.
4. Contractor shall provide valid drawings for plumbing systems that deviate from the existing system.
5. Contractor shall provide necessary accessories, materials, supplies and tools for installation.
6. All areas of work will be cleaned at the end of installation.
7. Contractor will ensure all debris is removed daily and at the completion of the project.
8. Fixture Units will be installed properly in accordance with manufactures guidelines, industry standards and current code requirements
9. Quotes should include equipment pieces, labor, any additional wiring, setup and installation, operational checks.
10. The contractor shall follow all OSHA requirements for confine space areas when is working inside the lift station.

B. General Guidance No additional work outside the scope of this Statement of Work will be started without approval by the CO. If additional work is needed the CO will request a cost estimate from the contractor.
C. Miscellaneous:
Protect all sidewalks, landscaping, building features/components, windows, pedestrians, staff, adjacent buildings, vehicles, interior and exterior surfaces that could be damaged during project.
D. Approved Equals:
1. For all specified materials established in this document, approved equals will be accepted as long as they meet or exceed the items listed. Approved equals will be accepted but the contractor needs to provide all the manufacturers specifications for approval. Additionally, all materials must be compatible with each other and meet the manufactures specifications and be acceptable to the manufacturer issuing the warranty.
2. The “or equals” will be submitted at time of proposal; supporting data may include:
a. Drawings and samples as appropriate.
b. Comparison of the qualities of the proposed item with the specified.
c. Changes required in other elements of the work because of substitution.
d. Name, address and telephone number of vendors.
e. Manufacturer’s literature regarding installation, maintenance, availability of replacement materials and warranty information.
f. Manufacturer’s specifications required for installation along with detailed shop drawings.
E. Work Stoppage:
The contractor will promptly notify in writing the COR of any work stoppage.
The reason for the delay along with expected return date will be included.
During work stoppage (e.g., overnight) and at completion of the project, cleanup work areas and properly dispose of all waste materials, debris off site.
Secure all supplies and store or remove equipment. Do not leave materials where visitors could access when contractor’s employees are absent from work area.

F. Storage:
Store all materials in original labeled containers in a single designated area with a secure/lockable and well-ventilated cabinet that meet the minimum requirements of the manufacturer. Only materials used on this project are to be stored on site. The Government cannot provide storage space; consult with CO/COR on arranging minimal storage facility.
G. Hazardous Materials:
Where toxic and/or volatile / explosive / flammable materials are being used, provide adequate fireproof storage lockers and take all necessary precautions and post adequate warnings (e.g. no smoking) as required by OSHA. Take all necessary precautionary and safety measures to prevent fire hazards and spontaneous combustion and to protect the environment from hazard spills.
Materials that constitute a fire hazard shall be stored in suitable closed and rated containers or shall be removed from the site on a daily basis.
H. Disposal:
Dispose of contaminants in an approved legal manner in accordance with hazardous waste regulations. Recycle waste materials to the extent possible.
Close and seal tightly, partially used cans of materials including sealant and adhesive containers and store protected in well ventilated fire-safe area at moderate temperature.
I. Special Material Requirements All components will be and must be user friendly, quick and easy to install and setup. Require no special equipment for installing additional units.
9. Delivery Contractor will ensure all delivery of materials, tools and supplies to specified locations as outlined in the contract. Storage on-site of the above items will be at the discretion of the COR.
10. Warranty Requirements A. A one-year warranty is required on all contractor and sub-contractor labor, which does not include the individual manufacturer’s part or product implied warranties. Warranty will be effective from the date of final acceptance by the park.
B. All material will be applied in accordance to manufacturer’s instruction.

C. Manufacturer’s product warranty will apply to all other parts, fixtures and products.
11. Project Closeout When project is complete, contractor shall request in writing a final inspection.
Upon receipt of this written request, the Contracting Officer Representative will proceed with inspection within 10 days of receipt of request or will advise the contractor of items that prevent the project from being designated as complete.
a. Areas rejected by the Contracting Officer Representative shall be made good at the expense of the contractor.
b. If following final inspection, the work is determined to be not complete; the Contracting Officer Representative will notify contractor in writing. The Contracting Officer Representative will prepare a list of deficiencies to be corrected. The Contractor shall complete the work described on the list of deficiencies within 10 calendar days. After completing work, the contractor shall request a new final inspection.
c. After all deficiencies have been corrected, final acceptance will be issued.
12. Quality Assurance
All work, wiring components, equipment and installation will meet or exceed manufacture’s recommendation and installation requirements. All final work must meet local and state requirements. Final acceptance Inspection will be done by the COR prior to final payment.
A. Contractor shall assure quality of project work.
B. Contractor shall maintain a qualified crew throughout the duration of the project and ensure quality control.
C. The services to be performed by the contractor shall be inspected by the Contracting Officer or his/her authorized representative, the COR/Inspector.
Inspection by COR/Inspector will be made daily or more frequently.
D. Other Applicable Standards: Electrical installation and other pertinent installation services shall comply with the policies and standards of the governing bodies and applicable regulations which include but are not limited to:
1. State and local codes [latest editions]
2. International Building Code IBC 2018. [IBC, latest edition]
3. Occupational Safety and Health Act [OSHA, latest edition]

4. Manufacturers Specifications and recommendations.
13. Government Furnished Property
The National Park Service will provide electricity, water, restroom facilities and limited storage. Existing Track Lighting and other installed fixtures will be used unless indicated above and listed in the specifications section. No other items will be furnished.
14. Special Precautions/Conditions
A. The subject buildings are part of a National Park with public visitation.
Contractor’s business should be conducted to respect the public nature of this property and, to the extent possible, not interfere with the visitor’s enjoyment and use of property.
B. Contractor will work with COR to ensure that work does not interfere with special events. Known dates with scheduled special events will be provided at the time of award. These dates are subject to change and additional dates may be added.
C. The original fabric of the buildings must be protected and preserved.
D. Contractor will keep all entrances, vehicular circulation lanes, and pedestrian circulation walks clear during normal operating hours. Visitor and worker safety is the highest priority.
E. The contractor is responsible to repair all damage caused by their personnel or equipment. Property and grounds must be brought back to original or better condition.
15. Barriers & Resource Protection Measures
Furnish, install, and maintain barriers to protect existing facilities and to protect visitors and staff from project operations. Erect barriers, lights, danger signals, and warning signs along with OSHA regulations/requirements. Completely remove barriers no longer needed when approved by the Contracting Officer (CO). The minimum is OSHA standards.

16. Security
The COR or his acting designate will available during the time of work. All access to each site will be during normal business hours (7:00AM-4:00PM Mon-Fri). All buildings will be opened or closed by the COR or his acting designate during this contract. An escort will be provided by the park to allow the contractor access into the secure areas for storage.
17. Other Unique Requirements - Not Used.
18. Greening Requirement
A. To the greatest extent possible, provide products and materials that have a lesser or reduced effect on the environment considering raw materials acquisition, production, manufacturing, packaging, distribution, reuse, operation, maintenance, and/or disposal of the product.
B. Use products meeting or exceeding EPA’s recycled content recommendations for
EPA designated products. Use materials with recycled content such that the sum of postconsumer recycled content plus on-half of the pre-consumer content constitutes at least 10% (based on cost) of the total value of the materials in the project.
