15. Perform no exterior repainting work unless environmental conditions meet paint manufacturer’s requirements or until adequate weather protection is provided. When necessary, suitable weatherproof covering and sufficient heating facilities shall be in place to maintain minimum ambient air and substrate temperatures for 24 hours before, during and after paint application.
16. Paint all metal with Urethane Alkyd Enamel 113.11 as prescribed by MSDS and product specifications.
The paint color specification to be provided by CO.
17. During work stoppage (e.g., overnight) and at completion of the project, cleanup work areas and properly dispose of all waste materials, debris, and supplies and store or remove equipment. Do not leave materials where visitors could access when CONTRACTOR’s employees are absent from work area.
18. Submit two sets of Material Safety Data Sheets (MSDS) to COR prior to commencement of work for review and for posting at job site as required. Deliver all painting materials to this job site in sealed, original labeled containers bearing manufacturer's name, brand name, type of paint or coating and color designation, standard compliance, materials content as well as mixing and/or reducing and application requirements.
19. Store all paint materials in original labeled containers in a secure/lockable and well ventilated single designated area meeting the minimum requirements of manufacturer. Only materials used on this project are to be stored on site. The Government cannot provide storage space; consult with CO/COR on arranging minimal storage. Where toxic and/or volatile / explosive / flammable materials are being used, provide adequate fireproof storage lockers and take all necessary precautions and post adequate warnings (e.g. no smoking) as required by OSHA.
20. Protect National Park Service sign and emblems from paint spillage.
Light Post Prep:
21. Clean the light posts and prep as required. Sand all rust areas and prime with appropriate primer for the metal type.
22. Removal lights and light covers prior to cleaning and painting
23. Surface must be clean, dry, and in sound condition. Remove all oil, dust, grease, dirt, loose rust, loose paint and other foreign material to ensure adequate adhesion. Power wash surfaces if work is outside.
24. Minimum surface preparation is Hand Tool Clean or use powered air tools. Prime any bare steel within
8 hours or before flash rusting occurs.
25. Atmospheric Conditions. Paint shall not be applied when the receiving surface and ambient temperatures are less than 45 degrees or greater than 100 degrees. If the temperature range listed on the manufacturer’s data sheets are more restrictive, the manufacturer’s range shall be used. No paint shall be applied unless the receiving surface is dry. Paint shall not be applied when the relative humidity is more than 85% unless the painting manufacturer’s data sheets have a more restrictive range. Paint shall not be applied if the receiving surface is less than 40 degrees above the dew point temperature.
26. Paint Application. Painting shall not begin until cleaned surfaces have been inspected and approved by the COR. Paint may be applied using spray, brush, or roller, unless otherwise indicated by the contract documents. All paint shall be applied so as to produce a uniform, even coating free of runs, sags, drips, ridges, or other defects. Roller nap shall be limited in accordance with the paint manufacturer’s recommendation. Brushes and rollers used to apply the paint must be of a quality to produce a smooth uniform coating without leaving fibers in the coating, spraying to 3.5-7.0 mils wet preferred.
Previously Painted Surfaces:
27. If in sound condition, clean the surface of all foreign material. Smooth, hard or glossy coatings and surfaces should be dulled by abrading the surface. Apply a test area, allowing paint to dry one week before testing adhesion. If adhesion is poor, or if this product attacks the previous finish, removal of the previous coating may be necessary. If paint is peeling or badly weathered, clean surface to sound substrate and treat as a new surface as above.
Metal Paint Application:
28. General - Apply paint according to manufacturer’s directions. Use applicators and techniques best suited for substrate and type of material being applied. All workmanship shall be of high quality, and all materials evenly spread and smoothly flowed on without runs or sags.
The maximum container size for the paint is limited to 5 gallons.
29. Apply 2 coats. The second coat shall be the finish coat and shall meet the color specifications listed above. Should the cleaning or scraping remove any paint to bare metal, that area shall be primed prior to applying the first coat of paint. All areas where rust is removed shall also be primed prior to the first coat of paint. The contractor shall provide a uniform spread rate of 3.0 – 4.0 mil. per coat.
30. The number of coats and the film thickness required are the same regardless of the application method.
The contractor shall not apply succeeding coats until the previous coat has cured for a minimum of 24 hours. The contractor shall not apply a subsequent coat of paint without prior inspection of the proceeding coat by the COR. Sand between applications where sanding is required to produce a smooth, even surface according to the manufacturer’s directions.
31. Apply additional coats as necessary if undercoats, stains, or other conditions show through final coat of paint until paint film is of uniform finish, color, and appearance. Give special attention to ensure that surfaces, including edges, corners, crevices, welds, and exposed fasteners, receive a dry film thickness equivalent to that of flat surfaces
32. Dispose of all waste and contaminates in an approved legal manner in accordance with hazardous waste regulations. Close and seal tightly any open cans or containers including sealant and paint / primer containers or solvents. Two copies of Material Safety Data Sheets (MSDS) for all materials will be furnished to the COR. If and mechanical heating device is being used to remove old sealant or paint, care must be taken to prevent damage to the wood and surrounding surfaces. A serviceable portable fire extinguisher will be in the immediate area of work when using heating devices. No Open Flame devices will be used.
33. Take all necessary precautionary and safety measures to prevent fire hazards and spontaneous combustion and to protect the museum and environment from hazardous spills. Maintain good ventilation in the work and immediate surrounding area. Under no circumstance will any toxic and/or volatile / flammable materials or solvents be stored in the museum areas or buildings overnight. No open flame heating devices will be used to remove paint, sealant or tape outside of the buildings.
