Exterior Painting Project – DAAV Questions and Answers listed below:

QUESTIONS:

Question # Question Answer/Response

1. We understand that the COR will be designated at the time (or soon thereafter) of the award. The COR will be responsible for a number of inspections and approvals prior to moving along to the next step in several necessary sequences. Will the COR be local and “on site” daily and should we plan specific period of time to coordinate or notify required COR inspections?

The COR will be on site daily and available for inspections / approvals as needed.

2. Item 1 states “only qualified journeypersons, as defined by local jurisdiction, shall engage in exterior repainting work. Will the government please provide that definition or direct us to the jurisdiction having authority so that we can obtain the definition?

A certified Journeyperson is defined as; recognized as a qualified and skilled person in a trade and is entitled to the wages and benefits associated with that trade. A Journeyperson is allowed to train and act as a mentor to a registered apprentice

3. Item 1 a.1.4 states that State and Local codes shall be followed. Does that include all state and local codes?

Will the contractor need to be licensed in the State of Ohio? Will we need to pull a local permit, etc.?

Work permit is not required. Refer to page 14 of the solicitation FAR 52.236-7 Permits and Responsibilities.

4. Item 4 under tasks mentions roof heights. Just wanted to clarify that no roof work or work on buildings themselves would be necessary or expected.

No roof work is required for this project. No work on the building themselves is required.

5. Item 9 under tasks discusses cleaning and prep work.

It mentions that no “high‐pressure treatments shall be used”. Item 23 suggests that all surfaces should be power washed. Can we use a power washer is deemed necessary? Will power washing of all exterior surfaces be required?

Power washing can be used to remove residue. Bird droppings, sap, grime. See Item 9 and 10 for removal of paint and retainment of debris.

6. Item 27 discusses the adhesion testing process. Will a modification be entertained if we, as the contractor, are forced to remove the previous finishes due to lack of adhesion? We will bid the work assuming the adhesion test will satisfy the requirements. Removal of existing finishes would require a more costly process.

Item 27 already states and spells out what must be done during the adhesion testing process.

7. Solicitation references OSHA on a number of occasions. Will the government confirm that OSHA and not the EM‐385‐1‐1 will be the safety standard?

OSHA Standards will be followed.
