STATEMENT OF WORK:

Canal Culvert Cleaning

PROJECT SPECIFICATIONS

PART 1 – GENERAL

ITEM 1 - DESCRIPTION OF WORK

1.1 Background:

In October 2020, Park Service noticed sink holes developing in the canal prism at approximately at

7053 Canal Rd Valley View, OH 44125, as indicated by yellow line on picture at the end of the

Statement of Work. After further investigation we found that there is a box culvert about 3 FT x 6 FT in size that runs under Canal Rd, the watered section of the canal and the towpath. The pipe day lights out to the Cuyahoga River. At some point the box culvert transitions to a round concrete pipe.

The pipe is a 24 inch in diameter. Total length of box culvert and pipe is about 220 feet.

1.2 Work Covered by the Contract Documents:

A. Project Location: The work is located at 7053 Canal Rd Valley View, OH 44125. The exact location will be shown by the Contracting Officer’s Representative (COR).

B. The work will consist of furnishing all labor, equipment, and materials necessary to clean the box culvert and pipe from debris and sediment. The debris and sediment will be removed by water jetting and vacuuming out for removal. Contractor will be responsible to remove and dispose of all sediment and debris from the culvert.

C. All work will be performed under a single contract.

D. Period of performance: Work shall be completed within 45 calendar days of contract award.

ITEM 2 - EXISTING UTILITIES

No utilities are available at this location, the contractor shall bring their own power generator, water supply, and any other tools and material that is needed.

ITEM 3 - CONTRACTOR’S USE OF PREMISES

3.1 Conduct of Operations: At all times the contractor shall conduct their operations in conformance with the rules and regulations promulgated by the Secretary of the Interior for the National Park Service, and applicable park rules and regulations prescribed by the Park Superintendent.

A. No signs or advertisements shall be displayed on the site.

B. Smoking is not permitted within any Federal building or within 25 feet of entrances, operable windows, or outdoor air intakes.

C. Public Use of Site: Contractor shall at all times conduct operations to ensure the least inconvenience to the public.

D. Work on Roadway: Contractor will work with local road jurisdiction for any road closures.

Contractor will be responsible to provide traffic control to MUTCD standards while working in road right of way.

3.2 On-site work hours: Work shall be generally performed during normal business working hours of

7:30 a.m. to 4:00 p.m., Monday through Friday, except when otherwise indicated.

A. Work on Saturdays, Sundays, Federal holidays, early morning, or at night may not be performed without prior consent from the Contracting Officer’s Representative (COR). Submit requests for work outside of the stated normal business hours to the Contracting Officer’s Representative

(COR) for approval at least 48 hours in advance of the work.

3.3 Contractor Use of Site:

A. Driveways and Entrances: Keep driveways, access roads, and entrances serving premises clear and available to Public, Government, Government's employees, and emergency vehicles at all times. Do not use these areas for parking or storage of materials. Schedule deliveries to minimize use of driveways and entrances.

3.4 Storage - Staging Areas:

A. Confine storage of materials and equipment to the project area.

3.5 Hauling Restrictions: Match state and county road requirements for all park work/access.

3.6 Housekeeping:

A. Keep project area neat, orderly, and in a safe condition at all times. Store and use equipment, tools, and materials in a manner that does not present a hazard. Immediately remove all hazardous rubbish. Do not allow rubbish to accumulate. Provide onsite containers for collection of rubbish and dispose of it at frequent intervals during progress of work.

ITEM 4 - COMMENCEMENT, PROSECUTION, AND COMPLETION

4.1 The Contractor shall commence work in accordance with the terms and conditions of the contract.

A. Period of performance will be 45 days after contract award.

ITEM 5 - EXAMINATION OF THE SITE

5.1 All prospective offerors are urged and expected to inspect the site and examine existing conditions before submitting an offer.

ITEM 6 - ACCIDENT PREVENTION

6.1 Protective Equipment: It is the Contractor's responsibility to require all those working on or visiting the site to wear necessary protective equipment at all times.
