Phase 1 and Phase 2 can be performed concurrent; however, completion of Phase 2 will be after completion of Phase 1. Phases 3 A through F can be performed consecutive or concurrent, but no work on these phases until Phase one is complete.

PHASE- 1 UPGRADE SECURITY HEADEND

Phase 1 is the complete upgrade of the Headend and Network Electronics as well as the operating software.

The existing security headend was built in 2013 which consist of a central camera controller (Nucleus), 10 32TB RAID Storage Servers (Currently, there are 2 out of service due to OS hard drive failures.), a central video matrix controller (VMDC) that supervises the 4 VMDC Clients in the in the Security Control Room which control the video wall.

The Vicon operating system also includes 3 operator workstations, and a backup Nucleus.

The Security Headend is integrated throughout the hospital facility over the Security Network, which is a single-mode fiber network backbone originating in the Security Headend (MER) on a Fiber Core Switch to 11 separate equipment rooms (ER) each equipped with a Layer 3 network POE switch. Additionally, the MER also contains a local network switch used to interconnect the MER equipment and a POE switch for IP cameras that are installed in the vicinity of the MER.

The current array of electronics has not been upgraded since the initial installation and is operating on the Windows 7 platform. The current array of network switches has not been upgraded with the required service packs to support the upgrade.

In order to upgrade the current Vicon Core all the Vicon Devices will need to be upgraded to Windows 10. (This includes all storage devices, workstations, RAID Servers, VMDC, VMDC Clients, as well as the Nucleus. The core switches and network switches will need to be updated to their latest service packs.

On completion of the upgrade to Windows 10 the contractor will install the Valerus

2.0 and convert the existing ViconNet to Valerus 2.0 . We will upgrade all the existing network switches to the latest service packs. The Contractor will need to update the existing IP Cameras that are online to the most current version. The Contractor will need to reprogram the cameras into the Valerus System as well as perform any modifications to camera labeling.

The contractor will need to reprogram the video wall as well as any video groups and systems tours. The existing UPS system is overdue for testing and battery replacements. the replacement of the batteries and load testing the existing UPS will be included in this Phase

Under Phase 1, 2 RAID Servers that are not working, will be replaced with 2 NEW Raid Servers. The 2 NEW RAID Servers will be sized to each provide 53TB of usable storage and will be mapped as the primary recording servers.

The 8 servers that are currently installed will be mapped as back-up servers for recording and application servers. Contractor will install a new application server which is required for managing the Valerus Software. Under Phase one we will install all required license files for the operation components of the newly configured Valerus System.

PHASE-2 REPLACE EXISTING ANALOG CAMERAS WITH NEW IP CAMERAS

REMOVE INFINOVA MATRIX AND RELATED LEGACY COMPONENTS.

The initial upgrade of the Security Surveillance System left approximately 100 of analog cameras including the roof top PTZ and the Infinova Matrix Switch in place.

The existing cameras were video looped to Vicon Encoders integrated into the VconNet Video Management as encoded video. PTZ cameras were controlled through the video matrix and a joystick controller. Under Phase 2 the existing analog cameras will be replaced with IP cameras. The exterior analog PTZ cameras, will be replaced with IP PTZ Cameras.

While there are approximately 100 analog cameras, only a portion of these cameras may need to be replaced. This due to the fact that some of the cameras may no longer be required, as their area of coverage is no longer needed.

The count of cameras to be replaced under Phase 2 is 52 cameras.

14-Outdoor Dome Cameras-PTZ

6-180 Degree Wide Angle Domes (Instead of PTZ)

32-Fixed IP Domes

Phase 2 cost estimate should include Equipment cost for lifts to reach the existing OSP/Roof Top Cameras. Camera Licenses for Phase 2 should also be included in the Phase 2 Calculations.

PHASE 3-ADDITIONAL CAMERA INSTALLATION FOR AREAS REQUIRING

IMPROVED COVERAGE. THESE LOCATIONS WERE SURVEYED AND

IDENTIFIED IN PRIOR WALK THROUGHS.

PHASE 3-A INSTALL CAMERAS ON THE SOLAR CANOPY

Phase 3-A is the installation of a combination of HD fixed cameras and HD PTZ cameras to provide coverage for the drives and parking spaces. Based on furnishing and installing 22 fixed HD domes with IR illumination and 3 HD PTZ Domes. The PTZ Domes will be placed to provide patrol coverage for the parking lot, pedestrian walkways, and drives that can no longer be covered by existing PTZ, due to the canopy construction and the pole cameras that we damaged during the construction as well.

The 22 fixed cameras will be placed to monitor each of the drive lines as well as provide views of the entry and exit gates associated with the canopies.

The locations of the PTZ will be one each on the far ends of the canopy’s structures and one in the lower center to provide views of the lower parking and the connecting pedestrian walkway to the Hospital Entrance.

Camera installation includes 3 hub locations which will be equipped with network connection, 120vac dedicated circuits, encoding and network transmission equipment, surge protection devices, and rs485 communications distribution.

All cameras will be installed in metallic conduits. Underground pathways will be installed from the three network cabinets for fiber optic cable and power.

PHASE 3-B INPATIENT PHARMACY

The Inpatient Pharmacy will be equipped with a stand-alone cabinet which will connect all the camera installed in the Inpatient Pharmacy. The stand-alone cabinet will be equipped with network encoder, camera power supplies, battery backup. Include a spot monitor and managers workstation to monitor the cameras and change monitor views as needed. Connect the network cabinet to the MER and program the cameras into the Valerus VMS System. The staff is to be trained to operate the workstation. The staff will not have access to the Valerus Data Base or Valerus Recording Servers

25 HD Analog Domes will be required.

PHASE 3-C OUTPATIENT PHARMACY

The Outpatient Pharmacy will be equipped with a stand-alone cabinet which will connect all the camera installed in the Outpatient Pharmacy. The stand-alone cabinet will be equipped with network encoder, camera power supplies, battery backup. We will include a spot monitor and managers workstation to monitor the cameras and change monitor views as needed. We will connect the network cabinet to the MER and program the cameras into the Valerus VMS System.

The staff is to be trained to operate the workstation. The staff will not have access to the Valerus Data Base or Valerus Recording Servers.10 HD Analog Domes will be required.

PHASE 3-D STERILE PROCESSING

The STERILE PROCESSING will be equipped with a stand-alone cabinet which will connect all the camera installed in the STERILE PROCESSING. The stand-alone cabinet will be equipped with network encoder, camera power supplies, battery backup. Include a spot monitor and managers workstation to monitor the cameras and change monitor views as needed. Connect the network cabinet to the MER and program the cameras into the Valerus VMS System.

Train the staff to operate the workstation. The staff will not have access to the Valerus

Data Base or Valerus Recording Servers. 12 HD Analog Domes will be required.

PHASE 3-E EMERGENCY DEPARTMENT.

The EMERGENCY DEPARTMENT will be equipped with a stand-alone cabinet which will connect all the camera installed in the EMERGENCY DEPT. The stand-alone cabinet will be equipped with network encoder, camera power supplies, battery backup. Include a spot monitor and managers workstation to monitor the cameras and change monitor views as needed. Connect the network cabinet to the MER and program the cameras into the Valerus VMS System. The staff will be trained to operate the workstation. The staff will not have access to the Valerus Data Base or Valerus Recording Servers.12 HD Analog Domes will be required.

PHASE 3-F ADDITIONAL CAMERAS VARIOUS LOCATIONS
