Jennifer Stasher Contracting Officer A. The purpose of this Amendment is to respond to RFI’s.

1. Reference Solicitation Section C.2 Phase I Proposal Format; Subsection A states that the proposals are to be submitted as three (3) separate .PDF documents. Also, Section C states that the Phase I proposal shall not exceed 25 pages. Question – Is the 25 pages limit a total for all three (3) documents or per .PDF document?

Provide a maximum of 25 pages each for the Evaluation Factors indicated in the Source Selection Plan:

Factor 1 – Technical Approach (25 pages) Factor 2 – Technical Qualifications (25 pages) Factor 3 – Past Performance (25 pages)

– for a total of 75 pages.

Regarding the table on page 8 of the Source Selection Plan:

Exchange the term “Technical Approach” for “Specialized Experience” Exchange the term “Technical Qualifications" for “Capability to Perform” “Past Performance" remains as “Past Performance"

2. Are ‘approval equal’ or alternative brands being considered for the above-captioned?

If so, please lend direction in the submittal / approval process for doing so.

Looking forward to your favorable response.

Need to ensure alternate products meet project specifications prior to approval.

3. I’m reaching out about Solicitation 36C25621R0086 for CCTV design-build/retrofit at the Jackson VAMC. My team is hoping to get clarification on the manufacturer requirements. The description of work in the SOW document states that the contractor shall provide a system that is “in compliance with VA Physical Security Design Manual, VHA Handbook 1162.02 Section 24 – Environment of Care, and applicable specifications from TIL”, however, the SOW then goes on to list the existing manufacturer’s software and hardware. Will offerors be able to propose the installation of software and hardware from another manufacturer? We have a couple of options that are technologically current and cost competitive. Please let me know if any further clarification of what I’m asking is required.

· The requirement is for the existing system to be upgraded to the manufacturer’s latest standard - Valerus 20. Budget limitations do not allow the entire system to be replaced. Therefore, the requirement is to perform a comprehensive upgrade of the existing system to include full surveillance coverage, full network functionality, and full backup in accordance/compliance with the VA Physical Security Design Manual, VHA Handbook 1162.02 Section 24 – Environment of Care, and applicable specifications from TIL.

All other Terms and Conditions remain unchanged.
